Top 10 Most Underrated Legendary and Mythical Pokemon

I hate to be redundant with underrated lists, but this came to my mind after thinking about how a specific gen 7 Pokemon will be overshadowed by another. (I'll mention which one on this list.)

ALSO PLEASE DON'T ADD ULTRA BEASTS ON THIS LIST. They are similar to legendary and mythical Pokemon but they are categorized as their own type of Pokemon.
The Top Ten
1 Volcanion Volcanion, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

Not many people put their attention onto Volcanion, this is because Volcanion came into XY/ORAS legally very very late in their timespan. By the time we got Volcanion, Pokemon Sun and Moon were about to release in like a few months. HECK MEGEARNA WAS GIVEN OUT SUPER EARLY COMPARED TO IT. As well as Marshadow...a Pokemon people didn't expect to see be officially announced until like the end of this year or early 2018. (Seriously I love Marshadow but what the heck? It's the only Mythical Pokemon left in gen 7, are they hiding more to Marshadow and/or other Pokemon for the next games? ) Poor Volcanion, such a unique Pokemon that were poorly treated through advertisement compared to Diancie and Hoopa. It didn't even get a mega or a new form to help it...it's just here...as filler for the very lacking gen 6 dex.

This Poke has never appeared in anywhere before except that movie. Underrated as hell

A true legend

It's a great Pokémon! Both fire and water type. I don't think we've seen that combination yet but it's great!

2 Zygarde Zygarde, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

That's not only underrated but underappreciated. Some say that that's a worse version of Garchomp but it is actually the stronger version of it. It has 3 or 4 signature moves depending on the form unlike Garchomp and Flygon--the other two Dragon/Ground-types. The base stat total (50% forme) is 600 and when it is in Complete Form, it falls onto a whooping 700-710 base stat total. I agree w/ your statement and list, Rue but make Zygarde the number one on this list; this deserves more love to competitive players. I hope Game Freak will make another form of this (I hope it was it's Inverse Nature of it I.e. an Ice-type) and make its design attractive. This should be number one for the best dragon and ground-types, this is ranked very low from the place where it should be--even in the strongest pokémon list.

Zygarde undoubtedly got the short end of the stick compared to any legendary we ever seen. (Volcanion is a mythical Pokemon, not a legendary). Missed out on having its own game because of the 20th anniversary. (Honestly Gamefreak made the right choice to jump to Gen 7 for the 20th year, even if it sucks for Zygarde.) Even if you can get the other forms for Zygarde in Pokemon Sun and Moon, it still feels so insignificant...it doesn't even have a story arc or anything retaining to it. At least they gave some insight in Necrozma in Sun and Moon. They barely gave Zygarde any attention in XY. I didn't even get Zygarde until like 2 months after I got my Y version because I didn't even know what it was and only one NPC mentions it...and not like with Looker where they made it obvious that something needs to be seen by the player. Like jeez...I'm so sorry Zygarde.

This is expected to be higher than Xerneas and Yveltal when it comes to strength but when you searched on the strongest pokemon of the same website, this is ranked far and lower than X and Y--the proof of underrated.

I finally got Zygarde and it's a great pokemon!

3 Cosmoem Cosmoem is a Psychic-type Legendary Pokémon introduced in Generation VII. It is the first evolutionary stage of the Psychic-type Legendary Pokémon Cosmog.

Similar to Cosmog, useless in battle until it's a Solgaleo or Lunala...but Cosmoem doesn't have the same treatment as Cosmog. Cosmog is a major character in the Sun and Moon storyline, the Pokemon spent most of its time as Cosmog. It didn't evolve to Cosmoem until very late into the game. If Cosmoem wasn't involved in the story at all, I would've forgotten its existence. And it doesn't have the same appeal as Cosmog as Cosmog is very cute and people usually don't want to evolve theirs because of how adorable it is. I'm not saying Cosmoem is ugly, but it sure as hell gets overshadowed by Cosmog in ever aspect.

4 Regigigas Regigigas, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

Regigigas came into a generation that has a crap ton of legendary and mythical Pokemon. It doesn't help that its ability MAKES IT SUCK SO BAD. It's supposed to be the master of the Reggies yet it's not as useful as them? I feel bad for this Pokemon, especially with how hard it is to actually obtain it in some games. It feels like it's only worth it to fill the Pokedex.

5 Phione Phione, known in Japan as Phione, is a Pokémon species in Nintendo and Game Freak's Pokémon franchise.

There's a lot of debate when it comes to Phione being a mythical Pokemon or not. I'm going to add it on this list solely because it comes from a Pokemon that's a mythical Pokemon. There's barely anything to this Pokemon to bring attention to it. Sure, you bread Manaphy to get it. In reality, it's just an inferior Manaphy. It's cute, but even Manaphy is cuter. If Phione actually evolved into Manaphy, it probably be more popular.

"B-BUT LEGENDARY/MYTHICAL POKEMON DON'T HAVE PRE EVOS-"

COSMOG AND COSMOEM. Sure it happened in gen 7 and not gen 4, but the idea of pre evo legendaries eventually happened. If it happened earlier, it would've helped Phione in my opinion.

Phione is hated way too much but I love it. It's adorable and can be bred 10,000 times and yo ucan get amazing pokemon you want! I also got a shiny phione using the masuda method by accident

did not get a lot of exposure or lore connected to her. even though she is an extension of Manaphy, she isn't the weakest legendary - that is Cosmog. people need to stop considering her the worst legendary, even of she is pretty close. also, I can't be the only one who thinks Phione is cuter than Manaphy.

6 Tornadus Tornadus, known in Japan as Tornelos, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

If I wasn't looking at a bulbapedia page listing all the Pokemon for this list (I do this to remember how to spell their names. There's 700+ Pokemon, give me a break), I would've forgotten this Pokemon's existence. That also applies to Thundurus as well. Landorus, from what I noticed, is the only one that shines in the bunch. Feel to correct me if I'm wrong.

7 Kyogre Kyogre, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

Because trainers said that Groudon is better than her despite of being a ground type; they didn't even notice that ground is weak to water-types. In case of their Primal Reversions, it depends on any of these two came first; if Groudon comes first, then, she's unable to use her water type moves; if she does go in battle first, then, she would defeat him w/ ease. The two must treat it w/ equal strength but I've seen in the comments section, they seem to be treated unequally; therefore, he easily overshadows her. It reminds me of those two weather abnormalities (where Groudon is El Niño and Kyogre must be La Niña). The determination of which of the two is stronger is depending on whoever comes first in battle; therefore, she is underrated.

I thought it was the opposite. people consider her as stronger than Groudon based on type - where in reality, none of them are stronger than the other. also they both do get overshadowed by Rayquaza, honestly. it depends

When generation 3 came out, everyone wanted rayquaza. People thought groudon looked cooler and his ability allowed him to be immune to water gave Groudon the spotlight and Kyogre was the forgetable out of the three.

Gets overshadowed by the other two members of the Weather Trio that is actually can be beat by her w/ a blizzard and Water Spout attack in one hit.

8 Thundurus Thundurus, known in Japan as Voltolos, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.
9 Necrozma

I know it hasn't officially shined yet, but it's obvious it's going to be overshadowed by the adorable Marshadow regardless of what happens. If you take both Marshadow's appearance and competitive qualities into account, you know exactly what I'm talking about. Even if Necrozma gets another form, Marshadow most likely will get its own alternate form as well since Magearna didn't. (A recoloring doesn't count guys. It's just a different color pallet for Magearna's case)

10 Tapu Bulu

I think the tapus are really cool, and Tapu Bulu is severely underrated compared to the others. so please give Tapu Bulu some more love. he isn't even ugly tbh.

Tapu Bulu is a great Pokemon to use but unfortunately doesn't get as much love as the other Tapus. Sure, its not that good looking design wise, but there's more to it than its looks, guys.

Not sure why.. but Tapu Bulu is my favorite Tapu. It's overshadowed by Tapu Koko. It could be the most underrated Tapu, even the most underrated Alolan legendary!

11 Ho-oh Ho-Oh, known in Japan as Houou, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

Ho-Oh is probably the most underrated boxart legendary ever, even more so than Palkia and Zamazenta - and Arceus knows these two are underrated compared to their counterparts. He constantly keeps being overshadowed by Lugia, who, while cool, doesn't deserve too much spotlight over her counterpart in my opinion. counterparts should get the same amount of focus. whether it's in the anime, the spin offs, etc, people always disregard Ho-Oh in favour of his counterpart. And fandom wise, everyone and their grandma seem to prefer Lugia as well. Probably one of the only first two gen legendaries I'd call underrated, alongside Raikou.

He needs more attention! Krogre may be stronger than Groudon in typing, but least they're treated equally! Come on, Game Freak! At least give him an evil form or something.

Ho-Oh doesn't get as much attention as Lugia does, let's be real here. IT TOOK 20 YEARS TO HAVE ITS OWN MOVIE...which Ho-Oh will most likely have its limelight taken away by Marshadow. I hope that doesn't happen. I really hope Ho-Oh and Marshadow's limelight is nearly the same amount and one doesn't shine more than the other...but still, that most likely won't happen.

12 Articuno Articuno, known in Japan as Freezer, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

only underrated if compared to counterparts or same gen legends. but, among the legendaries in general, she isn't underrated. people always call the kanto legends the 'only true ones' among other things. when others do more than just having more powerful ice (lightning or fire) moves. she is beautiful and precious, but not underrated. as for people who say her counterparts are stronger - it's because they are. they didn't get knocked out first in their fight. they didn't get beaten by a Charizard. while some parts of the first gen manage to be underrated (Hypno? Golem? Etc), no Kanto legend is underrated.

This pokemon is surprisingly underrated since generation 1 release!

13 Heatran

Completely overshadowed by the other Gen 4 legendaries and mythicals. Has a lot of competitive potential, and yet still no one ever talks about it!

Why this babe is never talked about. It's an amazing pokemon and it's design is so cool

14 Diancie Diancie, number 719 and the Jewel Pokémon is a mythical Pokémon in the game series Pokémon. It features in its own movie in the Pokémon anime series called "Diancie and the Cocoon of Destruction". This Pokémon can also Mega Evolve.

Yup. Of the Gen 6 legends and mythics, it is surprisingly the most underrated (although the Gen 6 Mythics were a bit underrated especially when you add Marshadow or a Gen 3/4/5 legendary or mythical in the mix). I hosted a poll in Poké Amino including the Gen 6 and 7 mythics. It lost immideately with 4 votes (including me) in one day. A few days later, I hosted another poll about the most underrated legendary according to them, with the ones with the least votes of each of 5 polls. Diancie was second to last, with Regigigas (who had zero votes in its poll! ) only being further back. Among the Gen 6 legends, Hoopa was apparently the stronger, making Volcanion (#1 here) "underrated". And they forgot about Diancie. That proves for me that it is underrated. Cheers, SoaP out. ~

15 Reshiram Reshiram, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

First of all, this pokemon is ranked very low than that of expected (in overall regions) and her counterpart, Zekrom, is ranked very far above her; therefore, Zekrom easily overshadows her in almost every criteria.

In terms of design and personality:

In the Most Beautiful Pokemon category, I've seen an opinion that doesn't getting up any nostalgia! Milotic is in every beautiful pokemon list as well as the eeveelutions, Ninetales, Lopunny, Froslass etc. although they are not that beautiful. I don't know how are they are above the Vast White Pokemon, Reshiram though this legendary pokemon is clearly the most attractive one-- It reminds you of an elemental goddess when turned human! Milotic is the most beautiful according to the pokedex but for me the most beautiful for now is Primarina. Milotic has a benefit for pokemon trainers I.e. to calm negative feelings and helpful in battle but Reshiram, unlike Milotic, has a heavier task to do: to protect the world and applying the ...more

Fun Fact: Reshiram's Blue Flare is so hot that it can boil the element that has the highest boiling point: possibly Carbon or Rhenium!

Too bad, the Fluorine of Pokemon is powerful and elegant but underrated!

16 Moltres Moltres, known in Japan as Fire, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

'kanto legends are the only true legends' 'back in my day being legendary meant something' 'birds: the only real legendaries aside from Mewtwo (Mew is mythical)'

I know some people mock her for looking like 'a rubber chicken on fire' (although I laugh at those, I think she's pretty, so eh) but every legendary has its detractors, and let's face it, Kanto legends are the most liked.

17 Celebi Celebi, known in Japan as the same name, is a Mythical Pokémon species in Nintendo and Game Freak's Pokémon franchise.

although Celebi has gained the unflattering title of 'onion fairy', she is mostly liked and not forgotten about. she also has serious detractors of course - but are mostly remembered and not forgotten about. There are many legends more forgotten about than she is.

her portrayal as a baby in distress doesn't often help her case, but many people remember her fondly and love her thanks to the fourth movie, too.

18 Mesprit Mesprit, known in Japan as Emrit, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

Sure, it got a movie, but there's so much potential for this amazing mythic! Plus, it looks awesome 100% of the time. Maybe I'm just a Deoxys fangirl, but this pokemon is so underrated

If you search Mythical or Legendary Pokémon, you always see the little cutesy ones like Victini, but never Deoxys, despite it being one of the most interesting! Four amazing forms and an even cooler backstory, what's not to love about this awesome Pokémon?!

The exact opposite. Yveltal was underrated while everybody thinks Xerneas is the best. I'd rather say Xerneas is the worst Pokémon in the universe
