Created in Batman:The Animated Series as a joke villain who wasn't supposed to be taken seriously, until someone smoked too much crack and decided to put him in the comics.

Ok I'll admit having ten eyes sounds great... But not when their attached each of your fingers. Imagine having walk with your hands in front of your face, for the rest of your life, and if you wanted to help defend your friend in a fight, you would be blind every time you threw a punch, or opened a door, or held onto something and forget about wearing gloves.

The Penny Plunderer was such a stupid and lame villain that he was entirely written out of continuity for good, and the penny comic was rewritten to consist of Two-Face who was going to kill Batman with the giant penny.
He's so bad that they took him out of the comics entirely. Which means

The only reason he isn't higher is because nobody heard of him. And you know why.DC where so ashamed of him they erased him from all continuity.

Harley Quinn is a fictional character appearing in American comic books published by DC Comics, commonly as a sidekick of the Joker. Puddin will kill ya'all if only he finds out, ya knuckleheads! On the serious note, Harley Quinn is THE Queen. She deserves to be on top of the Best Characters of All Time list. I've had a girl crush on her ever since I was a little child and my brother read the DC comics for me, for I couldn't on my own. HARLEY IS THE BEST YA FOOLS.
