College is supposed to be an inclusive environment where you can be yourself. IF you are a liberal. Everyone wants to kill you if they find out you're a conservative. Even professors will give you a hard time. I honestly don't care what you believe, but I am sick and tired of hard core liberals who shove their beliefs down your throats!
It depends on the type of administration.
Why would a D grade be considered failing? At least you put in the effort. Grades and scores don't matter. What counts is the effort you put in.
