2 Randy Savage Randy Mario Poffo, better known by his ring name "Macho Man" Randy Savage, was an American professional wrestler and color commentator best known for his time in the World Wrestling Federation and later the World Championship Wrestling.

In my opinion, "Macho Man" Randy Savage is the greatest Intercontinental Champion of all time. While he did only have one reign, it lasted for 414 days and definitely raised the prestige of the title. The Macho Man was one of the most popular wrestlers on the roster while he was champion, which can't be said for most other Intercontinental Champions, and he lost the title to Ricky Steamboat at WrestleMania III in what is widely considered to be one of the greatest matches of all time.

12 Pat Patterson Pat Patterson was a Canadian–American retired professional wrestler. He is best known for his employment in the professional wrestling promotion WWE as a creative consultant. He was the first WWE Intercontinental Champion & created the idea of the Royal Rumble

Yes, he won the first championship in a fictional tournament. But what is real is that Patterson is a great wrestler. He became even greater after he dumped his manager Classy Freddie Blassie. He put the Intercontinental championship on the map, defending his belt against all comers including Dominic DeNucci and Bobby Duncum. Then he fought Ken Patera for the title on April 22, 1980 and lost it unfairly to Patera at Madison Square Garden.
