It doesn't give credit or focus on any institution or personality like a queen, king, Allah, or God. It delivers a feeling of unity between multiple cultures.
The Indian anthem is the best.
It's really poetic and takes you on a journey through its different regions and physical settings, creating a sense of national integration.

Indonesia Raya - Indonesia
As an Indonesian, I'm very proud to vote for my country's national anthem. Indonesia Raya has very powerful lyrics. All parts of the lyrics (actually, we have three stanzas, and what you always hear in any ceremony is just the first stanza) show not only the pride and spirit of the Indonesian people, but also our prayers and hopes.
I have no words to say. From my view, this is the best national anthem in the world!
I love how the lyrics and the music fit perfectly and give goosebumps to everyone who listens to it. I'm talking about the three stanzas.

Kimigayo - Japan
It has so few words (shortest anthem in the world), yet it packs a lot of meaning, like many poems do. Mostly about praising the Emperor, though.
The fact that it was used during the days of the empire might turn some people off. But it fits Japan as a whole, although I think it would be much more suited as a royal anthem.
Really captures the poetic beauty of the Japanese language.

Azerbaycan Marsi - Azerbaijan
It sounds so menacing you'd think it was an Ottoman anthem (which, given Azerbaijan's relation to Turkey, isn't so far-fetched).
It's really good. It sounds like the kind of song a villain sings in an opera (especially if you're Armenian or a journalist). It brings a lot of might to a small Eurasian country, which is impressive.
