Here's my top three:
1. South Park
2. Family Guy
3. Cops
Numbers one and two are obviously racist animated shows. Cops is a show that I would consider very racist too. Cops catch African Americans and pretend to be nice to them.
All it does is poke fun at different races (even white people). It doesn't say one race is superior to others, so South Park isn't exactly "racist."
This show is mainly created by two guys. Like here if you think South Park should be deleted. I can't stand how inappropriate it is. So much racism.

Indian and African American stereotypes. I think I've made my point.

Racist for the sake of being racist. Does the news reporter really have to be introduced as the Asian reporter every time she appears? Is it appropriate to title an episode He's Bla-ack as a pun because Cleveland comes back and, of course, he's Black? No and no.
Peter is very racist. They made jokes about Mort the Jew, Cleveland the African American, and Asians too, but mostly about Blacks.
One of the funniest and most memorable scenes in the show: "How much signal I need to cut across eight lanes? None? I turn now. Good luck, everybody else!"

Cleveland is actually white in real life, and I bet most of the family is too. This should be number one.
South Park has only two African Americans on purpose, but The Cleveland Show features a whole African American family and a redneck using a Confederate flag. In one episode, they make offensive remarks about Wisconsin, portraying it as a state for fat people and food.
Why can't this be banned? Why can't racism end? Why don't people ban these racist TV shows? Racism in TV? Are we really going to show the entire U.S. how to be racist through their TVs?
The Black version of Family Guy. It's obviously racist and offensive to Black people. Even Cleveland in this has the same personality as Peter Griffin, and he abused his son for no reason.

Pfft, should be easily in the top ten. This is my brother's favorite TV show, and they just try to be nice to the African Americans.
Pretty racist overall, but my super-liberal friend who gets offended at everything loved it.
