  4. HIM (The Powerpuff Girls)

This odd character from the Powerpuff Girls is on this list for one reason: he talks to his rubber duck, which isn't right at all.

He is one of the strangest characters in TV history. He looks like a cross between a male and a female. He is a man with women's makeup and costume.

He talks to rubber ducks and is the parent of the Rowdyruff Boys. He's the reason why this show has a hidden message. He is based on the devil. Wow! Yes, that's the truth.
