When looking at the Joker, you would have to say he is the most complicated villain in comics. Looking at his past, he apparently was an average man who had just one bad day. His past is never truly explained, nor is his identity. Even in The Dark Knight, he changes his story numerous times. He has an even more complex relationship with Batman. While it is mainly a yin and yang relationship, it has blurred lines throughout comics and mass media. There is even a romantic side to that conflict.

His motives are what drive him out of the park. He embodies anarchy, chaos, and a lack of order, and is most of all psychotic. He has no rules, he kills just to kill, and he creates chaos just for the sake of it. There are no bounds to what he can do. He's killed the 2nd Robin, paralyzed Barbara Gordon, and has tortured and killed various others. On top of which, he has endured pain and supposedly died many times before, arguably even more powerful than Darkseid, Doomsday, and others.

It's hard to dispute that the Clown Prince of Crime is not only the king of Gotham's underworld, but also of all of pop culture today.

2 Venom (Marvel) Venom, or the Venom Symbiote, is an alias used by several fictional characters appearing in American comic books published by Marvel Comics, commonly in association with Spider-Man.

Time and time again, Venom has taken everything from Spider-Man, knows his secrets, doesn't set off his spider senses, and has an alien 'costume'. He may have sucked when Marvel tried to sell him out with the mullet and cheesy lines, but we all know... He's just plain cool... And a heck of a lot better than Carnage could ever be (and Carnage is dead now, so haw haw).

It's a very difficult decision as there are loads of great villains. However, Venom is definitely cooler. He has all of Spider-Man's powers, is stronger, a Klyntar (best aliens ever), and can cancel out Spidey's spider-sense. As Agent Venom, he became even cooler.

A villain who is two separate beings. One loves Spidey, the other hates him. The symbiote still wants to join with Peter while Eddie hates Peter. All the while, Venom operates under some twisted code of honor. Love it!

3 Magneto (Marvel) Magneto is a fictional character appearing in American comic books published by Marvel Comics, commonly in association with the X-Men.

Magneto is very strong and a deadly foe to any hero indeed, but what makes him really amazing is his motive. Magneto is trying to give Mutants a world where they won't be persecuted and hunted down. That's something a good guy would do! What makes him evil is how he is willing to slaughter humans to give mutants the world they need. So it's not his motives that make him evil, it's his way of carrying out that motive. Truly, there are few villains as sympathetic, likable, and downright awesome as Magneto.

Venom over Magneto? What a joke. Magneto is such a good villain because you can understand his motives, even though what he does is horrible. Venom is just Spider-Man but evil.

Truly the most complex villain due to his relatable viewpoints on mutantkind coexisting with humans. All he wants is to make sure his brothers and sisters don't have to worry about being slaughtered.

4 Dr. Doom (Marvel) Doctor Doom is a Marvel comic book supervillain. His first appearance was in The Fantastic Four #5 (July 1962).

Should be #1 on everyone's list. He killed the love of his life to gain her power!

Magic, technology, and science. He is the ultimate would-be world dominator.

Joker being overrated as always. How are Venom, Magneto, and Carnage above him? What the heck? He is easily the evilest and most badass. No one messes with Doom.

5 Carnage (Marvel) Carnage (Cletus Kassidy) is a fictional supervillain appearing in American comic books published by Marvel Comics, usually as an enemy of Spider-Man. He appeared for the first time in The Amazing Spider-Man #361.

Carnage is the best villain for various reasons. First and foremost, because he's an actual villain and not an anti-hero. Additionally, he holds no sentimental attachments but rather a strong, feral mindscape and philosophy of spreading chaos and brutality. His sheer ferocious behavior, coupled with his mental psychological warfare, makes him the Joker of the Spider-Man universe.

Furthermore, he's more sinister and cunning than meets the eye. When a psycho-analysis of his mind is attempted in "Mind Bomb," he portrays how he sees the world, a sight of grisly yet honest reality. And this perception kills the examiner. By far, he is the most powerfully compelling and dramatically captivating villain. If all that isn't enough, he's got a fundamentally awesome design and fighting maneuvers.

The most powerful psychopath in comics, stronger than Spider-Man and Venom together, responsible for countless deaths, all of them by his own hands. Nothing more to say, he is the one who you wouldn't like to see face to face.

6 Lex Luthor (DC) Alexander "Lex" Luthor is a fictional supervillain appearing in American comic books published by DC Comics.

The most important part about Lex is that he doesn't recognize himself as a bad guy and assumes he is protecting his planet from "The Evil Vigilantes". This characteristic makes him the most enjoyable member of any rogues' gallery.

He fights the strongest superhero ever with only intellect and evilosity.

It's a bird! It's a plane! It's a man in tights - Superman.
Lex is probably thinking that's a real challenge.

7 Bane (DC) Bane is a fictional supervillain appearing in American comic books published by DC Comics, commonly as an adversary of the superhero Batman.

Any man who can break Batman's spine is definitely one you would not want to meet in an alley. With an astounding intellect and the strength to break through walls and throw cars, Bane combines the intelligence of a genius with the brute force of the Hulk. Bane has lived with pain his entire life while residing in a Santa Priscan prison and uses his knowledge of pain to defeat his enemies both psychologically and physically. A master strategist, Bane has the potential to run criminal empires and create plans for mass destruction.

Bane is arguably even smarter than the Joker, but he's still so AWESOME! In The Dark Knight Rises, he broke Batman's body AND soul! He is my favorite supervillain of all time, though Joker and Riddler are close.

As crazy as the Joker is, getting into the Batcave is way better than just stabbing Batman like everyone else does.

8 Green Goblin (Marvel) The Green Goblin is the alias of several fictional supervillains appearing in American comic books published by Marvel Comics, mostly those starring Spider-Man. The character first appeared in The Amazing Spider-Man #14, and since then he has become one of the characters most famous villains. He was the main antagonist in the 2002 movie Spider-Man, in which he was portrayed by William Dafoe.

Two words: Green Goblin. Many issues of Amazing Spider-Man have passed, and fans have met hundreds of evil characters, but none of them were as dark-hearted as this guy. Maybe the Joker from Batman can come close to him, or Carnage can oppose him with the infamous New York Carnage that we read in the Maximum Carnage issues, but GG gets the trophy for being the sickest person that we've witnessed in any comic book ever released.

The movie version is stupid, and the Ultimate Universe version is basically a Hulk who throws fire, but this guy is the REAL DEAL. Spider-Man's greatest foe ever, besides Venom in my opinion. GG >. Doctor Doom. GG >. Doctor Octopus. GG >. Carnage. This one will get a lot of hate but: GG >. Joker.

He is like a combination of Lex Luthor and The Joker.
Definitely Top 3.

9 The Riddler (DC) The Riddler is a fictional supervillain appearing in American comic books published by DC Comics, commonly as an adversary of the superhero Batman.

Riddler is my favorite Batman villain! Batman is my favorite superhero, and Riddler is the perfect match! He may not have been great in the movies, but in comics, he is a true masterpiece! I admire his intelligence, and his funny comments make him a perfect enemy, and ally when needed! He couldn't be a better character if he tried. He could beat any character in Marvel any day of the week! One of the best comic characters ever! MeoMeo

The Riddler is the least violent out of all the villains in Batman, which is a catch-22. Most villains are pretty violent and have no purpose. The Riddler uses his superior intelligence to commit crimes. He's probably the most 'sane' villain, but his obsessive compulsion for leaving clues and riddles after his crimes and not being able to commit crimes without them is what drives him over the edge.

I don't know why I like the Riddler so much, but he's been my favorite villain ever since I first saw him.

10 Loki (Marvel) Loki Laufeyson, or Loki Odinson, is a fictional character appearing in the American comic books published by Marvel Comics. He is the adoptive brother and archenemy of Thor, and is known as the "God of Mischief". In the Marvel Cinematic Universe, the character has been portrayed by Tom Hiddleston.

The coolest thing about Loki is how unpredictable he is.

You don't know if he's going to help his brother or get him in trouble. He can be a great ally but also a very dangerous enemy.

Okay, this is all just for Spider-Man fans and the Dark Knight trilogy fan here and there. This is the first actually good villain not from either franchise.

I love Loki. He might not be that scary, but it's always intriguing guessing if he will act as a villain or hero.

11 Ra's al Ghul (DC) Ra's al Ghul is a fictional supervillain appearing in American comic books published by DC Comics, commonly as an adversary of the superhero Batman.

Ra's al Ghul is the most dangerous villain. He has lived for over 700 years. He tries to kill most of the beings in the world by making disease weapons and spreading them all over. He is a master at martial arts, and he has trained hundreds of assassins himself. Most of the master assassins in the DC universe, such as Deathstroke, have been trained by him. Batman has been the only person to beat him. Ra's is a powerful immortal villain!

The Joker is correctly placed at No. 1, but Ra's al Ghul being ranked at 9 is unacceptable. For those who know about the DC Universe, they understand that this guy is not only better than a lot of the characters above him on "this" list, but he is a nightmare for any superhero! So kindly vote for him... Still, the Joker is the best!

He put a sword through Oliver's (Green Arrow) chest and pushed him off the mountain. But he survived. He kind of brainwashed Oliver and took over his body. He also trained Batman and has the entire League of Assassins, who are his like unmastered version...

12 Darkseid (DC) Darkseid is a fictional character appearing in American comic books published by DC Comics. Created by writer-artist Jack Kirby, the character made a cameo appearance in Superman's Pal Jimmy Olsen #134 before making his full first appearance in Forever People #1. He is the father of Orion, Kalibak, Grayven and Grail.

Lex Luthor isn't the only most dangerous villain of Superman. Darkseid is, because he has super strength, a powerful Omega Beam through his eyes, and he knows how to manipulate people to do his bidding. As for Superman, he can still whip Darkseid's butt.

If you want to see how evil Darkseid really is, then read Final Crisis. In that series, Darkseid managed to take over the minds of 3 billion humans and kill Batman. Few villains have accomplished what Darkseid has.

Thanos... pff, a rip-off of Uxas. Darkseid is the best villain. The writers never show his full potential. Enough said.

13 Deathstroke (DC) Deathstroke is a fictional supervillain appearing in American comic books published by DC Comics. The character was created by Marv Wolfman and George Perez. He is a mercenary and assassin who first appeared in The New Teen Titans #2.

Slade Wilson is a highly paid mercenary. He can use 90% of his brain at once, making him a genius as well. Even Batman needed Nightwing and Robin to defeat him.

What? The Joker is so overrated! Slade beat most of the Justice League by himself! Deathstroke also beat Batman.

One of the best. Participated in a failed U.S. Military experiment.

14 Scarecrow (DC) The Scarecrow is a fictional supervillain appearing in American comic books published by DC Comics, commonly as an adversary of the superhero Batman.

Guys, Scarecrow, AKA Jonathan Crane, should probably be around number two or three, mainly because of his clever use of fear-inducing hallucinogenic venom, and his mask looks badass. Have any of you guys played Batman Arkham Asylum and Batman Arkham Knight?

15 Doomsday (DC) Doomsday is a fictional supervillain appearing in American comic books published by DC Comics, usually depicted as an adversary of Superman.

Doomsday was the only one to kill Superman, and he was the only one that took Darkseid's Omega Beam and left with little damage. Still... Joker deserves first place. He really can't technically be killed either. He adapts to virtually anything.

When I first heard about Doomsday: Ha, this is a joke, haha! When I heard he killed Superman: ... Things got real...

Doomsday #19?! Screw this list! He killed the greatest superhero in history and he's #19?!

16 Catwoman (DC)

Very fast, jumps high, had so many chances of killing Batman but lets him live.

I love Catwoman. She's flexible and she's great at stealing stuff. If I ever become a bad guy (which I won't), she is my idol.

17 Thanos (Marvel) Thanos is a fictional supervillain appearing in American comic books published by Marvel Comics. The character was created by Jim Starlin and Mike Friedrich. The character first appeared in Iron Man #55 and has been portrayed by actors Damion Poitier and Josh Brolin in the Marvel Cinematic Universe.

Um, okay? Why the heck is Thanos number 20? Like, what? Thanos can kill everyone above with just the snap of his fingers. Joker? Snaps. Dead! Venom? Snaps. Dead! And some of you might think, "Oh, Thanos is only powerful because of his gauntlet. And he didn't even make it!" People, before his gauntlet, he was able to make an army, invade planets, and kill half of the population!

Yeah, Joker's cool and all and has accomplished a lot and has done a lot of damage as a villain, but come on, deep down, I know we all hate Thanos, but he is a great villain. But I do like Joker a little more, though Thanos deserves number 1. Or at least top 3 or 5.

Thanos is insanely powerful and scary. He has taken on the Avengers and won, killed all of his illegitimate children to please Death (whom he worships and is in love with), wielded the Infinity Gauntlet, essentially becoming an omnipotent being, gone toe-to-toe with Odin, and once killed half of all life in existence.

Thanos is on a whole different level than most villains.

18 Doctor Octopus (Marvel) Doctor Octopus, also known as Doc Ock, Doc Octopus, and the Superior Spider-Man, is a fictional character, a supervillain appearing in American comic books published by Marvel Comics. The character first appeared in The Amazing Spider-Man #3. In Spider-Man 2 and Spider-Man: No Way Home, he was portrayed by Alfred Molina.
19 Galactus (Marvel) Galactus is a fictional character appearing in American comic books published by Marvel Comics. Formerly a mortal man, Galactus is a cosmic entity who originally consumed planets to sustain his life force, and serves a functional role in the upkeep of the primary Marvel continuity.

Plus, he eats entire planets as an appetizer.

He should be number one. He is undisputedly the best and the most powerful.

20 Harley Quinn (DC) Harley Quinn is a fictional character appearing in American comic books published by DC Comics, commonly as a sidekick of the Joker.

Although the movie version is annoyingly popular, she is still a great character.

21 Brainiac (DC) Brainiac is a fictional supervillain appearing in American comic books published by DC Comics, commonly as an adversary of Superman.

Even though Brainiac is a green bastard with a big head, he still is one of the Justice League's greatest foes. Just saying.
