The most insane, most accomplished villain with very little resources at first. With a death toll of millions in the not so different universe with his little nuke Lex gave him and pretty much even more people killed for turning Superman evil with the fear toxin he used. But still thousand in the regular universe and the best part about it whenever he kills someone beats them to death or whatever he laughs about it. I mean why do people say "Green Goblin and Red Skull are Crazier than the Joker" that's ridiculous I mean yes willing to shoot a little cute baby is bad and dropping a teenage girl off I building is too and that's the worst Red Skull and Green Goblin did but does that compare to letting the Dollmaker cut your face off and beating up a boy with a crowbar almost to death then blowing him up or torturing an elderly man and then laugh about it. When looking at the Joker, you would have to say he is the most complicated villain of comics. Looking at his past, he apparently was an average man who had just one bad day. His past is never truly explained, nor his identity. Even in The Dark Knight, he changes his story numerous times. He has an even more complex relationship with the Batman. While it is mainly a yin yan relationship, it has blurred lines throughout comics and mass media. There is even a romantic side to that conflict.
His motives are what drive him out of the park. He is Anarchy, chaos, order less, and most of all psychotic. He has no rules, he kills just to kill, he creates chaos just to create chaos. And there is no bounds to what he can do. He's killed the 2nd Robin, paralyzed Barbara Gordon, and has tortured and killed various more. On top of which, he has endured pain and supposedly died many times before, arguably even more powerful than darkseid, doomsday, and others.

Venom has a symboite and it can attach to anyone exept super beings who have the will power to over come the symboite. It also has awesome powers that can KILL anyone.

Time and time again, Venom has taken everything from Spider-Man, knows his secrets, doesn't set off his spider senses and has an alien ' costume. He may have sucked when Marvel tried to sell him out with the mullet and cheesy-lines, but we all know... He's just plain cool... And I hell of a lot better then Carnage could ever be (and Carnage is dead now so haw haw)

Magneto is very strong and a deadly foe to any hero indeed, but what makes him really amazing is his motive. Magneto is trying to give Mutants a world where they won't be persecuted and hunted down. That's something a good guy would do! What makes him evil is how he is willing to slaughter humans to give mutants the world they need. So its not his motives that make him evil, its his way of carrying out that motive. Truly, there are few villains as sympathetic, likable, and downright awesome as Magneto.

How can you beat this guy... please tell me how. He's too good! His powers are utterly insane. He is the single reason professor x is in a wheel chair.. he's TOO GOOD

Venom over Magneto? What a joke. Magneto is such a good villain in that you can understand what he does, even though what he does is horrible. Venom is just Spider-Man but evil.

Best villain for various reasons. First and foremost, because he's an actual villain and not an anti-hero. Additionally, he holds no sentimental attachments but rather, a strong feral mind-scape and philosophy of spreading chaos and brutality. His sheer ferocious behavior coupled with his mental psychological warfare make him the Joker of the Spider-Man universe. Furthermore, he's more sinister and cunning than meets the eye. When a psycho-analysis of his mind is attempted in "Mind Bomb," he portrays how he sees the world, a sight of grisly yet honest reality. And this perception kills the examiner. By far the most powerfully compelling and dramatically captivating villain. If all that isn't enough, he's got a fundamentally awesome design and fighting maneuvers.

The most powerful psychopath in comics, stronger than spiderman and venom together, responsible of uncountable deaths, all of them by his own hands, nothing more to say, he is the one who you wouldn't like to see face to face.

Well honestly he came from someone who already was a murder unlike venom who was just reporter so he's amazing. And when he's in his full form: Maximum Carnage, he can reanimate the people who he killed and get then to fight for him, carnage zombies

5 Dr. Doom Dr. Doom

This is character is a god he has shown that he is better than any villains time and time again not just a villain to the fantastic four but a villain to the entire marvel universe and he's always trying to the right thing and save the world but he will do dark things to help it.

He fights the strongest superhero ever with only intellect and evilosity.

The most important part about Lex is that he doesn't recognize himself as a bad guy and assumes he is protecting his planet from "The Evil Vigilantes". This characterstics make him the most enjoyable member of any rouges gallery

7 Bane Bane Bane is a fictional supervillain appearing in American comic books published by DC Comics, commonly as an adversary of the superhero Batman.

Any man who can break Batman's spine is definitely one you would not want to meet in an alley. With an astounding intellect and the strength to break through walls and throw cars, Bane combines the intelligence of a genius with the brute force of the Hulk. Bane lives with pain his entire life while living in a Santa Priscan prison and use his knowledge of pain to defeat his enemies both psychologically and physically. A master strategist, Bane has the potential to run criminal empires and create plans for mass destruction.

Bane is overrated. Sure, he defeated Bats once, but after that Batman knew his strengths and weaknesses and defeated Bane quite easily every other time they met. Let's face it, Bane can't beat Bats without releasing a bunch of inmates out of Arkham. He's still awesome, but not as awesome as people say he is. But should definitely be higher than Penguin (even though I like Penguin).

Should be number 1-5 if you are talking about the comics and not the Dark Night Rises Movie

The least violent out of all the villans in Batman which is a catch-22. Most villans are pretty violent and have no purpose. The Riddler uses his superior intelligence to commit crime. Probably the most 'sane' villan, but, his obessive compulsion for leaving clues and riddles after his crimes and not being able to commit crimes without them it was drives him over the edge.

Riddler is my favorite Batman villain! Batman is favorite superhero, and Riddler is the perfect match! He may not have been great in the movies, but a true masterpiece in comics he is! His intelligence I admire, and his funny comments make him a perfect enemy, and ally when needed! He couldn't be a better character if he tried. 9 Green Goblin Green Goblin The Green Goblin is the alias of several fictional supervillains appearing in American comic books published by Marvel Comics, mostly those starring Spider-Man.

Two words, Green Goblin. Many issues of Amazing Spider-Man has passed, and the fans have met hundreds of evil people but none of them were as dark-hearted as this guy. Maybe Joker from Batman can come close to him or Carnage can oppose him with the infamous New York Carnage that we read in Maximum Carnage issues but GG gets the trophy for being the sickest person that we witnessed in any comic book ever released.

The movie version is stupid and the ultimate universe version is basically Hulk who throws fire but this guy is the REAL DEAL. Spider-Man's greatest foe ever besides Venom in my opinion. GG > Doctor Doom. GG > Doctor Octopus. GG > Carnage. This one will get a lot of hate but: GG > Joker.

Joker is correctly placed at no. 1 but ra's al ghul on 9 is unacceptable. For the people who would know about dc universe they know that this guy is not only better than a lot of them above him in "this" list but is a nightmare for any superhero! So kindly vote for him... Still Joker is the best!

Ra's al Ghul is the most dangerous villain. He has lived for over 700 years. He tries to kill most of the beings in the world by making diseases weapons and spreading them all over. He is a master at martial arts, he has hundreds of assassins he has trained himself. Most of the master assassins in the dc universe have been trained by him, such as Deathstroke. Batman has been the only person to beat him, Ra's is a powerful immortal villain!

11 Dooms Day

Doomsday was the only one to kill Superman and he was the only one that took Darkseid's Omega Beam and left w/ little damage. Still... Joker deserves first place. He really can't technically be killed either he adapts to virtually anything.

I do like Doomsday, but he is SO overrated! Okay, so he killed Superman. But is this an interesting character? No. All he wants to do is destroy everything. Think about Squirrel Girl. I personally don't think that Loki is that bad. Sure he tried to take over New York and the world, and thus is classified as a villain. But if you focus on his backstory, it isn't that bad. Honestly, if you found out from a cube (not even from his "parents"! ) that you were what you have always been told was a monster, how would you feel? Also, Thor is an idiot, I would prefer Loki on the throne. Finally, he has shown acts of goodness. Like in the first Thor movie his plan all along was to kill the Jotunheim king and in Thor 2 we saw how much he loved his mother.

How is Negan at 97 come on just because he doesn't have superpowers doesn't mean he isn't the best villain. He should be in the top ten AT LEAST. He kills one of The Walking Dead's main characters (Glen) with a baseball bat wrapped in barbed wire, he breaks Rick's leg, he melts people's faces with an iron for sleeping with any of his wives (who all hate him, by the way). When he's at war with the Hilltop and the Kingdom and Rick's group he resorts to putting walker flesh and gore on the Saviours' weapons just to infect more people and win the war.

Negan is my favorite villain due to his sense of humor, his brutality, and how likable he is too many fans. On top of that, he also helps Rick in the next issue when he needs it the most. I feel he's even better than Joker (#1) because of the situation he's put in ( a zombie apocalypse). Even when he should be killed, he's kept alive letting us continue to witness his awesomeness

No question this guy should be number 1! Screw all of those villains in the Marvel and DC Comics, all they have are super powers and armor. Negan and his saviors are probably one of the toughest crews I've ever seen. There's no way anyone could beat Negan - invinciblemario99
