Azathoth
The Godfather of all fictional universes and the true "One-Above-All." This alpha of a colossal cosmic entity is extremely powerful. The tiniest fraction of its presence could send the entire multiverse, if not the entire omniverse, into madness, anarchy, and chaos. The extreme might of its omnipotent power could defeat all of fictional reality with just a single thought. The level of its omnipotence is far higher than any other fictional character, making it the most feared, powerful, and destructive opponent.
He's a cut above every other character on this list because he doesn't just create reality, he exists completely outside of it. When he wakes, the dream ends, and everything else that has ever existed, everything that exists, and everything that would exist ceases to be.
That includes all matter, all energy, all forces, and also all concepts, including love, death, destruction, and creation.

One Above All
Apparently responsible for the existence of all life in the multiverse and possibly beyond, the One-Above-All is the master and sole superior of the cosmic overseer and arbitrator known as the Living Tribunal, whose faces, embodying Equity, Vengeance, and Necessity respectively, are in perfect alignment with one another as it passes judgment...
As the supreme being within the multiverse, the One-Above-All is omnipotent, omnipresent, omniscient, and omniversal, above all cosmic powers and abstract entities, even the Living Tribunal.
The One-Above-All should be number one.
He is above everything, even Azathoth.

Bhunivelze
In the physical world, it contains within its form endless chaos. By the will of the deities, it gives birth to all living things. I speak of crystal. The eternal dream world of the crystal lies within the Unseen World. Even the gods long to find their way to that place. In all crystal, the heart that shines most brightly is called Bhunivelze.
Bhunivelze is a god in Fabula Nova Crystallis: Final Fantasy mythos, referred to as the God of Light or simply God, being the secret driving force behind the fal'Cie.

He is from the same world as Azathoth (who is #1) and is canonically more powerful than him.
-
Truth (Fullmetal Alchemist)
"Who am I? One name you might have for me is The World, or you might call me The Universe, or perhaps God, or perhaps the Truth. I am all and I am one, so of course, this also means that I am you."
Truth oversees everything in the universe and regulates all Alchemic exchanges in the world.
-
Zeus (God of War)
We have faced far worse than this one fallen mortal. But we are the gods! We are whom the mortals worship. We are who rule over this land. We will not be swept aside by this petulant fool! Brothers, put aside the petty grievances that have splintered us for so long. We will unite. We will stand together. And I will wipe out this plague! Olympus will prevail!
Zeus was the Emperor of the Gods, ruler of Olympus, and the God of the sky and the heavens.

Chakravartin
"You have done well to come this far. Who am I? I am the true God, the embodiment of the Wheel of Life, the spinner of all Mantra. I hold everything in the palm of my hand. I bestowed the power of Mantra on you, and I unleashed the Gohma upon the world to test you. And you have proved yourself worthy by overcoming these trials. That is why you are here. You may go now, back to the Wheel of Life. You have exceeded my expectations and are worthy of my praise. Hmm? You wish to remain in this world? You are no longer needed here. But, if you insist..."
Chakravartin, also known as the Golden Spider, is the mysterious ruler of Naraka and the God of Mantra. He accompanied Asura after his fall, which was later revealed to be his plan for choosing an ideal ruler for Gaia. Chakravartin is the true antagonist of Asura's Wrath.

Zeno Sama
Zeno should be number one for the fact that he can easily obliterate all mortals and deities regardless of what they are. I think his power is either absolute destruction or nonexistence. Regardless, in terms of raw attack potency, he is just ultimately invincible. Other deities in his multiverse fear him.
He can destroy several universes, timelines, and immortal beings easily.
Zeno can absolutely destroy anything in existence. He should be number one.

Kaguya Otsutsuki
Kaguya Ōtsutsuki is a fictional character from the Naruto manga and anime franchise created by Masashi Kishimoto. She is portrayed as the first wielder of chakra and is the mother of Hagoromo and Hamura Ōtsutsuki. Kaguya serves as the final antagonist of the original series.
I can accept the first four being stronger than Kaguya, but there is no way Zeus (God of War) is better than her. She was shown to have the ability to create dimensions and also destroy them with her Truth-Seeking Ball. She was also shown to have one-hit kill techniques. But the cream on top is her ability to create life and matter, as she created Zetsu and the Juubi (a beast that required both her sons, who were also very powerful, to defeat).
She can teleport herself and others at above light speeds, as well as move at above light speeds, as shown in the manga. She can control her hair, which is powerful enough to pierce a Perfect Susano'o, as well as create chakra constructs that shredded a Perfect Susano'o to pieces. It was also said that due to her ocular abilities, her power was only limited by her imagination, which means that she can achieve any desired effect.
In short, she'll school Zeus in a fight, quite easily, I might add. I didn't even go into detail about her abilities.
