Galadriel's hair is literally a minor plot point. Twice. That's how gorgeous it is. It was a tough call between her and Legolas, but the gentle curls just add a little something extra that earns her first place.

Legolas
Legolas is a character in J.R.R. Tolkien's legendarium. He is a Sindarin Elf from the Woodland Realm and one of the nine members of the Fellowship of the Ring. Legolas was portrayed by Orlando Bloom in Peter Jackson's live-action film adaptations.
I don't recall where I read this, or even if this was actually about Legolas, but I think that it is a pretty good description of him:
When witnessing this character, viewers either:
1. Wanted to be him
2. Wanted to be with him
3. Wanted his hair
4. Some combination of the above
He earned his spot on this list without even trying. Seriously though, he always looks almost effortlessly fresh, even in the middle of battle, where everyone else is covered in dirt and whatever.
Some may say it is his plot armor, some may say it is because he is an elf, but I say it's because he's Legolas, king of hair. The only thing that keeps him from being #1 (in my books) is the fact that it is sometimes gelled back to the point of looking more like a greasy Draco Malfoy than a majestic elf prince.
Other than those occasions, 10/10.
