Why does this list exist? The definitive no-superpower superhero is Batman, for good reason. If you walk up to the average person on the street and ask them to name three Iron Man villains, can they do it? Most likely not. Ask them to name three Batman villains, and you'll get a large pool of responses. That's why heroes without powers are so popular in the first place: Batman.
Whenever the question arises, "Who's the greatest superhero without superpowers?" Batman's name will undoubtedly come first.
Batman doesn't even need superpowers because he's freaking Batman!

The Punisher

The most badass character without superpowers, definitely. Batman is badass too, but considering that he has top technology and all the money, the Punisher doesn't have the same advantages yet still comes out on top many times. The Punisher is a man who has nothing to lose, and he fights as if he has nothing to lose too.
It is surprising not to see the Punisher at 1st or 2nd place. He killed the entire Marvel universe, later followed by Deadpool, who is immortal. If an immortal individual kills the Marvel universe, what does that make Frank? Just awesome.

The dude is cool, and he is definitely a better archer than Hawkeye. Plus, he can shoot 29 arrows in a minute, which no one else can do. Even Batman seeks his help sometimes in DC comics.
Green Arrow is one of the best. In the show Arrow, he beats up more people than I can count when he is fighting alone.
Because he's awesome, and everybody and their brother is on the Batman bandwagon. It is sickening.

His accuracy is better than good. As seen in the Avengers movie, he fires arrows with perfect accuracy at objects moving at speeds that aren't even visible to the eye. Even Batman wouldn't be able to do this. Batman and Iron Man need their gadgets. He just needs a bow and some arrows.
I want him on my side of the fight. His superpower is pure talent, and he could be the guy next door.
