1 Frisk

Everyone keeps blaming Chara. "Oh, Chara made Frisk kill Papy! I totally didn't kill him with the tough glove!" (I actually heard one of my friends say this.) Dude, we don't even meet Chara until after the genocide run. They also try to stop you in a few spots. If it was up to me, Chara would be a lot more like a "Guardian of the Underground." So stop saying they're evil just because you don't want to take the blame. Chara's innocent, but you aren't.

Okay, I hate people blaming Chara for everything that goes on in the genocide run. It's kind of like, "Oh, I didn't do all this," *sees Chara* "Oh, look! S/he's standing in front of me, so s/he must be the one responsible!" She is none other than the person that everyone blames, when in reality, "it's you." But I guess in your reality, Chara is the villain, when s/he really isn't. Well, I'll leave you be.

2 Flowey Flowey is a flower in the RPG Undertale. He is the first character you meet, and also your best friend.

Is Flowey evil? Or is he a flower who lost his way due to a lack of compassion? I am not the kind of person who forgives someone because of their lack of compassion. He still did evil things, and it is still his fault.

Flowey is... I think pretty evil, but he kinda... couldn't not be evil? I mean, he had no soul, which means he couldn't feel for anyone, so he just pushed them away from his life. Plus, as the game said (I think XD), the more you distance yourself, the easier it is to hurt people.

Flowey started to distance himself, and his curiosity took control of him. He said in the genocide route he wanted to know what would happen if he killed them... and... uh... I'm rambling, aren't I...

I will say that this is a very controversial topic, but Chara is a really bad kid, genocide or not. Chara hated humans and wanted them all to burn, which is already pretty bad. The Genocide Route is where things get complicated. Some people say Chara is "corrupted" by Frisk or The Player, but what we do know about Chara is bad.

I feel like she actually should've been number 1. She takes over Frisk's soul entirely. And you should know what happened when she did. She was on a rampage, killing monsters without mercy, and even killed Papyrus, who never threatened to kill Frisk.

She destroys everything no matter how you decide and then steals your soul! She should definitely be number 1, as she is the true Satan of Undertale. She then haunts you for the rest of your time playing Undertale. If you play the pacifist route after doing the genocide route, she brings you into an after-game genocide route and kills all of the monsters just when they've made it to the surface!

She has no remorse for her actions. She is no longer human. She's a demon!

Asgore is kind of evil. He declares war on humans and takes the souls of six humans, with the help of Undyne and possibly some other monsters. He did it because humans had taken everything from monsters, especially Asgore. He lost his son to humans, so he declared war out of anger. He then regrets his actions.

Asgore declares war based on anger, which is something that almost anyone would do in that situation. Really, it's the humans' fault.

He only needs one soul to cross the barrier. Don't you think it's a little suspicious that he goes on to kill five more? I personally think he is doing it for fun, no matter how innocent he seems.

5 Mettaton Mettaton is a character in the popular 2015 RPG game, Undertale. He is a robot with a soul built by Dr. Alphys, and is the sole television star of the underground. Mettaton is a popular character in the fanbase. His notable features include his legs, and his catchphrase "OH YESSSS!"

While not the most evil character, Mettaton is still pretty bad. He redeems his selfishness after you spare him - or so you thought. In the Pacifist Route, he is still quite selfish, especially in the Mettaton ending, where he turns the entire underground into a totalitarian dictatorship, brainwashing everyone with his TV show. He's bad.

Mettaton tries to kill a child for public fame. If we didn't see his change of heart by the end of his part of the game, he might've been the most evil character in the game. However, he changes his ways and ultimately doesn't kill anybody.

6 Omega Flowey

He is evil! He absorbed every being in the Underground's soul. He is truly evil.

I mean, I guess he's evil, but is it really his fault? He doesn't have a soul.

Listen to him laugh, do it twice, then come back and vote for him.

Undyne has no remorse for humans and tries to kill you. Is she evil? No. But she has probably killed at least one human before you. She was just following the orders of her king.

Undyne is just defending the Underground from your shenanigans, especially in the genocide route! The player is the most evil!

Wants you dead because you were defending yourself. I mean, who does that?

He will be as ruthless as Undyne the Undying if you take the genocide route. He is the genocide final boss.

9 Jerry

This monster is the most evil of them all. He's merciless and can murder you with sheer annoyance.

He is the reason everything bad in the universe happens. We must make sure we burn him.

No one likes Jerry because he is evil. Fin.

I will say that the Amalgamates were an accident, but not telling their families is where this gets bad. I won't say she's evil, but I will say she made some really bad choices.

She reactivated traps that could have killed you and sent Mettaton to torment you, all so you would think she's a good person.

She wanted to look "cool" and was basically being evil because of it.

11 Mad Dummy

He fires his dummy companions, hires robot replacements, fires them, then throws a knife at you.

You would have been unable to leave if Napstablook hadn't shown up.

12 Asriel

I personally don't like Asriel, mostly because he still attacks you even with souls and his compassion. He says it was an accident, but... I don't think so.

He wants to literally reset the world and hold victory right away from you.

Asriel is just like Flowey. He lied to you and tried to kill you at the beginning of the game. Then he absorbed the souls to try to destroy the timeline.

13 Muffet Muffet is a character from the game Undertale. She appears in a region called Hotland, selling pastries to raise money to rent a heated limo to help the spider clan from the Ruins (who are also raising a bake sale) reunite with the one in Hotland because the spiders can't cross Snowdin.

Not completely evil, she does care about her spider friends, but she is stingy with her money.

She was willing to kill a child for money. Plus, all spiders are evil by default.

Muffet traps you and bombards you with spiders. I died at least 20 times to her when I played the game.

Although she seems nice, she secretly hates humans. When Toriel tells the player to stay there, she has absolutely no intention of returning, leaving the player there to rot. She also refuses to help with puzzles, and despite pretending to be so protective, you still can die in her battle. (You cannot die to Papyrus.)

Very selfish and rude to humans. She doesn't care about humans at all.

20 River Person

Not gonna lie, River Person is kinda suspicious. The fact he knows about Gaster is a bit unsettling.

He is the only one (besides Sans) who knows Gaster! Isn't that suspicious and evil!? (Please mind my grammar.)

She's definitely hiding something behind that cute smile and improper grammar. We even caught a glimpse of her true self in the genocide route when she says, "You will regret this." A threat in proper English! Not to mention, she basically steals the money you give her for college.

Where do the Temmies even sleep or live? What is that Temmie doing in the wall, just staring at you? Why is the mushroom in so much pain? Why does nobody seem to know where they are or that they even exist? Why are they so keen on keeping their history a secret? If I were you, I'd stay away from the Temmies.

22 Napstablook Napstablook is a secondary character from Toby Fox's 2016 RPG, Undertale. He is the cousin of Mettaton, who left him in order to become famous. Due to this, poor Blooky has crippling depression.
23 Grillby

He doesn't say a word. He silently judges and manages to avoid death at the hands of the player and Chara.

From what I see, people should feel bad for him. He's been stuck in the void. I'd understand if he would want to kick my ass because I'll beat him anyway. Wait... I forgot. "How can you kill something that doesn't even exist?"

I used to think Gaster was a nice dadster, but now I think otherwise. His numbers in code were all variants of 666, his followers are all afraid of him, and my headcanon is that Sans and Papyrus were his test subjects.

Honestly, he seems like he's controlling Chara to be evil, but that's just my theory.
