Kwangmyong is the North Korean internet - it's dial-up. It's only in libraries, universities, and other organizations throughout the country. I suppose few have it at home, possibly in the capital.

It's a cult. Vote for the leader only. If you are a North Korean citizen, you have to worship the leader. Citizens are brainwashed to not know anything outside and are deluded into things that are not true.
Some call North Korea a "prison", and this law is the reason why.
