Compared to other countries, I'm proud to say that with all its different types of people and the diversity in customs and traditions from one area to another, the states of India are like countries themselves.
India has achieved so much since its independence, despite the lack of interaction and understanding among its different peoples. It has managed to keep the country together, contributing to the diverse fashion and culture. As far as I know, no other country is as diverse as India.

Even so, all fashion is relative. There is no absolute fashion. Every country considers theirs to be superior. However, the fact that the United States has the most diverse fashion biome on earth makes it top in my view.
I'm voting for this because the United States is a place of many cultures. Therefore, all cultures and their fashion blend into one big super mix of clothing.

South Korea, on the other hand, has good hairstyles and does more than one. Their clothing is good too.
If they went to a fancy place, they wouldn't just wear a tuxedo. Instead, it might be something like a red velvet suit. When they go out, they wear more than just T-shirts. Even if they do, they usually add more fashion to it. I don't understand why America is ranked 4th. Everyone I know wears T-shirts, and they don't look good in them.
