Progressive Metal Bands are bands that have played some of these metal subgenres:
Progressive Metal, Progressive Death Metal, Progressive Power Metal, Progressive Thrash Metal, Extreme Progressive Metal, or any other progressive version of a metal subgenre.

Ballads don't need to be progressive metal - only the band that plays them has to be progressive (at least one of the band's subgenres). In fact, the ballads by progressive metal bands are often prog rock or rock (because ballads can't be very heavy).
