The Joker is definitely the greatest superhero villain of all time. I first realized this from The Dark Knight film, where the Joker causes complete chaos and proves to everyone that, no matter who you are, we all have the capability to do wrong. I believe this gives us a broad understanding of mortality.

I believe that's why he's so wild because he knows the world is crazy like he is. His personality represents humanity, and he just wants everyone to smile more.

Scarecrow should be number 1. He is the master of fear, and he is up there with The Joker as one of the best supervillains of all time.

He believes fear is the way to gain people's respect, and he does gain it from many other villains.

He's a master of sorcery, awesome at strategy, and nearly defeated the Avengers! Come on, he's great!

Loki should at least be in the top ten. He is Marvel's best and most feared villain.
