To be quite honest, Jessica should be #1 (with Gardevoir in 2nd place), simply due to the way she was designed. She's the classic animated sex symbol and one of the most iconic ones at that!
Even more hilarious is the fact that we'll never see Disney make a proper sequel to this film simply because of how hated she is by Disney executives. She doesn't represent the style of female that Disney wants in their films.

It also doesn't help that she has a putrid hatebase who satisfy themselves with making this garbage in addition to a putrid fanbase. A broken base altogether.
