Master Chief Petty Officer John-117, more commonly known as the Master Chief, is a SPARTAN-II commando of the UNSC Naval Special Warfare Command. He is the protagonist and main character in both the Halo trilogy and Reclaimer Saga. I know he's high up on the list of best video game characters, but I think he's underrated because people still place him beneath shallow, underdeveloped characters such as Link and Mario.
Him not being in first place makes him underrated.

She has such depth to her personality, and along with a bunch of other great Sonic the Hedgehog characters, she has helped make the franchise one of the best in history, in my opinion!

Ness is underrated because he is from EarthBound, another underrated game. I knew nobody who played EarthBound or ever chose to play as Ness in Super Smash Bros., but he is an awesome character.
Toadette is a character in the Mario series. She is a female Toad who first appeared in the Nintendo GameCube video game Mario Kart: Double Dash. One of my favorite characters of all time and still rising on my list, Toadette has shown increased personality with every game she's been part of. I hope she gets a major role in a main-series game very soon!
