You cannot define a country "worse" other than the state it is in, like geopolitical situations, livelihood, government and it being a stable government and economy. Do you mean living standards in that country? Iraq is a country that has a collapsed military every time a new war occurs. U.S. intervention, Saddam's army collapsed, the wars following on, constant collapse. I don't deem this country WORST, but it does not have a good history in governance and it is in a very bad shape among influences from regional powers.
