Naruto does not always give its female shinobi the screen time, battles, or ridiculous training arcs fans wish they had. Still, when the series lets them cut loose, you get fighters who can crack defenses, rewrite a battlefield with one jutsu, heal an army, or stare down monsters most ninja would file under "nope" and run from.

This list is for the characters who prove strength in Naruto is not just about who yells the loudest before throwing a chakra bomb. You will see kunoichi who earned their spots through raw power, elite technique, bloodline abilities, medical mastery, tactical nerve, and the kind of willpower that keeps them standing long after the sensible choice would be unconsciousness. Some can even compete with fighters on Naruto's level, which is a pretty wild bar to clear when the guy's résumé includes befriending fox demons, fighting gods, and making orange tracksuits seem like battle gear.

   Sakura is stated to have near-perfect chakra control early on, as Kakashi mentions. This allows her to use medical ninjutsu at a high level! Most characters never reach her level of precision, not even Naruto and Sasuke for most of their lives! Her chakra control is so refined that her power is efficient, not brute force like Tsunade's, meaning she can sustain combat longer without exhaustion. If fully highlighted, she'd clearly rank among high Kage-level shinobi, especially in support-combat hybrid roles.

   Sakura, with Byakugō active, was confident that she would be an efficient distraction against the Juubi's Madara Jinchuuriki. She can even move and attack Madara's Limbo, even after being pierced by one of those Rinnegan sticks. Madara used one previously to restrict Hashirama's movements.

   Obito is so embarrassed by Kakashi's uselessness that he literally comes back to the living world to possess Kakashi into being useful, while Sakura had an integral place in the battle, and they could not have won without her specific skills. Nor were the Fate Bros going to catch Kaguya if Sakura didn't send her back their way.

   Konan is a high-ranking, Kage-level kunoichi and one of the strongest members of the Akatsuki, recognized for her extreme intellect, speed, and mastery over paper manipulation.

   As a student of Jiraiya, her power peaked when she nearly killed Obito Uchiha using 600 billion paper bombs, forcing him to use Izanagi.

   Konan is much stronger than Sakura. Tell me, how could Sakura defeat her? Konan is the only woman in the Akatsuki because she was the only female skilled enough to walk among them. She can make 600 billion paper bombs, turn into paper, make shuriken out of paper that work just as well as metal shuriken, has wings made of paper to help her fly, and more.

   Sakura couldn't even defeat Sasori on her own. She needed Granny Chiyo's help. Without it, Sakura would've been defeated in five minutes or so. Meanwhile, Konan fought Obito on her own and actually stood a pretty good chance. Although she wasn't able to defeat him, she was definitely more effective than Sakura would be on her own.

   Sakura's only on top because of her main character status, not because of skill. Pro-Sakura fans say she's strong because she surpassed Tsunade, but no, she didn't surpass her. Plus, Tsunade probably would've been defeated by Konan because none of her punches would land. Again, paper!

   Let's be honest for ten minutes and admit that Konan is the strongest female Naruto character, hands down.

3. Kaguya Ōtsutsuki

   

   Kaguya Ōtsutsuki is a fictional character from the Naruto manga and anime franchise created by Masashi Kishimoto. She is portrayed as the first wielder of chakra and is the mother of Hagoromo and Hamura Ōtsutsuki. Kaguya serves as the final antagonist of the original series.

   Kaguya can instantly shift herself and everyone around her into entirely different dimensions with unique environmental hazards. How is she this low? Her deadliest attack is bone projectiles that disintegrate anything they touch at the cellular level, killing instantly with no counter once hit.

   Her forehead eye grants Infinite Tsukuyomi, dimensional travel, and space-time rifts! This dojutsu combines the powers of the Sharingan and Rinnegan and goes beyond both. Her expansive truth-seeking ball is formed from ALL chakra natures! This is her strongest technique, capable of destroying the entire world, on top of having a barrage of chakra-enhanced blows strong enough to destroy Susanoo.

4. Tsunade Senju

   

   Tsunade is a fictional character from the Naruto manga and anime franchise. She was created by Masashi Kishimoto and is one of the Legendary Sannin. Tsunade is known for her medical skills, superhuman strength, and her leadership as the Fifth Hokage of the Hidden Leaf Village.

   Tsunade's spot suits her perfectly! Her peak feats include shattering Madara's armored Susano'o, bisecting and impaling Manda, and surviving being cut in half while maintaining the Mitotic Regeneration technique! She easily can compete with male characters, unlike Shizune, Tenten, Karin, Kurenai, and Ino!

   She utilized chakra-enhanced strikes to damage opponents internally, like Orochimaru, without needing to break through their outer armor initially. Some people do overrate her power in some cases, but her feats are underrated. Madara Uchiha himself acknowledged her strength, stating she was physically the strongest and most durable of the Five Kage.

   Range does not make Temari more powerful than Hinata. I guess with that delulu logic, Konan can beat Tsunade because she's long-ranged, be for real. Just being long-range does not automatically put a character above someone else. Temari has way less durability, combat, speed, and versatility than Hinata.

   This is the part people don't like to admit: Temari does almost nothing in Shippuden. So when people claim she scales higher than Hinata, they rely on early scaling. The "forest damage" argument is overrated as well. It does not tell you how she handles fast, chakra-heavy opponents like Hinata or close-combat people.

   Temari is featless lmao beyond filler in Shippuden. She does almost nothing, and Hinata was trusted with the fate of her clan and has Otsutsuki-level chakra! Temari's major feat in Shippuden is guiding Shikamaru and Naruto through the desert and acting as a navigator. Hinata's feats, like stepping in to physically block and deflect one of the massive wooden hands of the Ten-Tails and perfecting her jutsu, already allow Hinata to scale above Temari.

   Temari is a fictional character in the anime and manga series Naruto, created by Masashi Kishimoto. She is a skilled ninja from the Hidden Sand Village and is known for her use of a giant fan in battle. Temari later marries Shikamaru Nara, a ninja from the Hidden Leaf Village.

   Temari was the second most inspirational person, just below Hinata, because she talks and acts like a boss. I don't think there is any other woman out there who is more caring for her siblings than Temari. She worries about them all the time and will rush to them if something happens.

   She was also very powerful when she first appeared in the series. Additionally, she was able to summon an animal way before Naruto.

   In the manga, Temari herself stated that she was a top-rank wind user, probably the best there is. However, she cannot apply an S-rank shape transformation to her wind release. Therefore, as she claimed to be the best wind user, it was deemed impossible. Yet, Naruto managed to do it in the form of Rasenshuriken.

   Consequently, I conclude that Temari is the second-best wind user, with Naruto being the first. She is also a strategist, skilled enough to keep Shikamaru on his toes.

   Additionally, Temari was the first person to land a hit on Madara Uchiha after his resurrection. She executed summons perfectly as a Genin and became a Jonin before Shikamaru.

   Summary: Yeah, that gal is strong.

   Mei easily overtakes Temari in less than a second! Mei's most significant feat is her ability to damage advanced defenses. Her acidic mist and lava managed to melt Sasuke's incomplete Susano'o ribcage and partially melt Madara Uchiha's Susano'o in the Fourth Great Ninja War. Temari could only wave her dumb fan around, which Madara could not care less about. He at least saw Mei's attempts.

   She successfully used her Water Release to counteract and overpower one of Madara Uchiha's large-scale Fire Style techniques, a massive feat of chakra output. You do not see trash Temari doing anything against Madara! By combining Earth and Fire chakra, she can spit acidic, highly corrosive mud that can melt through almost anything, including defenses, and can fill the environment with thick mist to obscure vision, effectively countering Sharingan and Rinnegan users. Temari is easily cooked.

8. Kushina Uzumaki

   

   Kushina Uzumaki is a fictional character from the manga and anime franchise Naruto, created by Masashi Kishimoto. She is the mother of the series' protagonist, Naruto Uzumaki, and the wife of Minato Namikaze, the Fourth Hokage. Kushina was also the second jinchuriki of the Nine-Tails.

   Kushina actually has multiple measurable feats, not just hype. She survived childbirth while holding Kurama, being impaled, and a full tailed-beast extraction. Most shinobi die instantly from extraction.

   Kushina tanked it and kept fighting. Her chains can immobilize tailed beasts, create sealing barriers, and bind massive targets instantly. This is specialist Kage-tier hax, like Mei's lava or Gaara's sand.

   Kushina belongs to the Uzumaki clan, which already puts her above average by default. She is confirmed to have enormous life force and vitality, massive chakra reserves, exceptional stamina and recovery, and sealing jutsu.

9. Chiyo

   

   Lady Chiyo is one of the most underrated high-level shinobi in Naruto, and if you actually scale her based on feats and statements instead of screen time, there's a very strong argument that she sits above Temari in overall power impact. Chiyo isn't just "good" with puppets. She's one of the greatest puppet masters in history and works with a small army of them, unlike most users, who struggle to use three.

   Chiyo has battlefield control, multi-angle offense, and deadly poisons. All Temari can do is use pathetic wind gusts. Chiyo fought Hanzo, one of the most dangerous shinobi in history, and survived. Temari peaked by beating Tayuya, with Shikamaru's help.

10. Kurenai Yuhi

    

    Kurenai Yūhi is a supporting character in the Naruto and Boruto series. She is a jōnin-level kunoichi from Konohagakure and specializes in genjutsu. Kurenai leads Team Kurenai, which includes Hinata Hyūga, Shino Aburame, Kiba Inuzuka, and Akamaru.

    I think number 10 is a fitting place for Kurenai, maybe 9-7. Itachi, a master of genjutsu, complimented Kurenai's genjutsu skills, saying they were about the same level as his.

    Let's not forget that she barely had any screentime during the show, so we couldn't really rank her any higher.

    Kurenai is a perfect sensei. She taught four kids: Hinata, Shino, Kiba, and I guess you could say she taught her daughter too!

    Even Itachi Uchiha said her genjutsu is on par with his. That speaks volumes. She should've gotten more screen time.

By Boruto, she has evolved this ability to control puppets without chakra threads and summon large weapons over vast distances.

    During the Fourth Shinobi World War, she successfully wielded the Bashōsen, a legendary tool that allows the user to create all five elemental chakra natures. While this tool is notoriously chakra-intensive, she was able to use it multiple times to destroy Kakuzu's lightning and wind masks. By Boruto, Tenten adapted to a world where raw ninjutsu and advanced weaponry are crucial.

    Ino may seem weak by herself, but she possesses the badass ability to control people and creatures much stronger than herself, using them to attack. She even controlled the Juubi. As an adult, her mind transfer cannot be easily countered. Moreover, she is both a Medical Ninja and a Sensory Ninja, and her telepathy makes her incredibly useful.

    Though not canon, she has the ability to disturb people's minds and make them fight for her. She has exceptional Taijutsu skills and is proficient with weapons. Overall, Ino is a unique and strong kunoichi with some impressive skills. She should rank in the 8th or 7th spot.

    She should at least be higher than Sakura. She was another survivor of the curse mark. Even Orochimaru said Sasuke was as strong as her. So, basically, she should be somewhere around Sasuke's level, at least in Part 1.

16. Sarada Uchiha

    

    Sarada Uchiha is a fictional character in the Naruto manga by Masashi Kishimoto. She is the daughter of Sasuke Uchiha and Sakura Haruno. Sarada is a central character in the sequel series Boruto: Naruto Next Generations, where she is a member of Team 7.

    Ohirume allows Sarada to summon multiple black gravitational spheres. She can manipulate physical space, distort or absorb massive incoming attacks (such as Tailed Beast-level lasers), and crush opponents with immense gravitational force. Yeah, she kills TenTen, Ino, Hinata, Kurenai, Anko, and Temari in a fight!

    Following intensive training from Sasuke, she mastered the Chidori. She is so proficient that she can execute the high-tier lightning jutsu without requiring hand seals, a feat that shocked veteran ninja!

    Base Sarada can dodge a Chidori from someone who scales above Jigen, and then counter with her own Chidori, dealing enough damage to put Hidari on the floor. Sarada hasn't even shown her MS power yet, or anything else she may have learned over the time skip, and she's still displaying top-tier feats. She technically does have Hagoromo's chakra, as half of it mixed into Sasuke's chakra reserves, which she would have inherited from birth alongside Sasuke's genetics.

17. Himawari Uzumaki

    

    And yes, five-year-old Himawari absolutely solos Kurenai, Anko, Tenten, and Ino together. Not an exaggeration, and Boruto: Two Blue Vortex should scale her in the top five! Himawari knocked out Naruto at the age of five, and she did it accidentally. Himawari's strikes scale to the Hyuga's Gentle Fist and internal organ damage. Kurenai, Anko, Tenten, and Ino have zero durability against this, especially Kurenai and Ino.

    The most impressive thing about this is that Kurama has the highest affinity with her compared to every previous vessel. In this case, her affinity with Kurama exceeded the levels that Naruto had with him. One of the biggest feats is that Himawari was instantly able to channel Kurama's chakra and use it in battle.

18. Tayuya

    

    Tayuya is a fictional character from the Naruto manga and anime series, created by Masashi Kishimoto. She is a member of the Sound Four, a group of elite ninja who serve under Orochimaru. Tayuya is known for using a flute to perform powerful genjutsu techniques during combat.

    Tayuya is so amazing. She basically almost killed Shikamaru, and if it wasn't for Temari, he would have been dead.

She held Kurama for decades without losing control, resisted Kurama's hatred long enough to teach Kushina how to do it, was chosen over every Senju woman and every Uzumaki woman of her era, and had the respect of three deadly men!

    I'm not sure, but Tsunade said that she created the 100 Healing Mark. However, Mito is seen with the Byakugou Seal when she was alive. Mito is a very lucky woman to have been able to marry Hashirama.

    Excuse me? She's respected by Hashirama, Madara, and Tobirama for a reason! She solos almost everyone above her!

21. Karin Uzumaki

    

    "The delicacy to see through everything calmly. The courage to live with passion. The kunoichi Sasuke has acknowledged is the strongest."

    Danzou took her away with a single kick, but then she escaped from Konoha's jail alone, haha.

    She never fights, but she does well as a medic ninja. Not only her healing technique but knowing when Sasuke is at his limit, always understanding the situation, knowing her strength, and the right place for her to keep herself safe during the fight so she can keep supporting her teammates.

    For me, she looks intelligent, experienced, and everything in the quote above, but that's another kind of being strong.

    She is the only person who can use Crystal, and even Tsunade praised her.

    Guren of the Crystal Style is a very powerful shinobi because of her unknown release. Her Crystal Style can literally be used as ninjutsu as well as taijutsu.

23. Yugito Nii

    

    Yugito was considered so formidable that it took two elite Akatsuki members, Hidan and Kakuzu, to corner and defeat her. Even then, she demonstrated immense tactical intellect by luring them into a sewer system and laying a trap with paper bombs to completely seal the room, though she was eventually overwhelmed by Hidan's curse-based abilities.

    Her Mouse Hairball jutsu allowed her to spit a mouse-shaped ball of fiery hair that splits into multiple strands, tracking down targets and exploding on contact. She could also conjure massive fireballs capable of obliterating buildings in a single strike!

    Yugito Nii is one of the more underrated jinchūriki in Naruto, largely because she appears briefly, but what is shown and implied about her places her firmly in high-tier shinobi territory. She was the jinchūriki of the Two-Tails, Matatabi, and notably had a high degree of control over her tailed beast, which already separates her from many jinchūriki who struggled with transformation or were unstable in combat.

    Unlike Naruto earlier in the series, Yugito could consciously trigger partial or full tailed beast transformations without losing herself, which indicates strong willpower and training. She was able to enter a Version 2 state, cloaking herself in chakra and dramatically increasing her physical strength, durability, and speed. In this form, she could fire highly concentrated blue fire techniques associated with Matatabi, which were destructive enough to threaten elite opponents.

    Her fire-based abilities are particularly notable because Matatabi's flames are not standard Fire Style jutsu but a more potent chakra-based fire that behaves differently, making them harder to counter. Yugito could generate large-scale flame attacks that covered wide areas, giving her both offensive pressure and battlefield control. This alone makes her significantly more dangerous than most standard jonin.

    Kurotsuchi's Lava Release gives her solid offensive versatility, though it is weaker and less destructive than Mei's Yōton. She also has respectable speed and reactions, but nothing beyond standard Kage-bodyguard level.

    Kurotsuchi does not inherit the famed Particle Style, which might make her seem weaker than other Tsuchikage, but she is not weak. She has mastery over Earth Style, and no candidate could have matched her for the Tsuchikage position.

    Her perfected Taijutsu gave her an upper hand against Momoshiki more than any other Kage.

    Fu is the jinchuriki of Chomei, but she is still optimistic and overly friendly. She wants to make 100 friends in the Chunin Exam even when it was a competition/test. She is so loyal, and I see Naruto in her so much.

    She can easily avoid ground pressure and counter close-ranged fighters easily, yet she's so low?

    She can speed-blitz most of this list!

27. Pakura

    

    Pakura created several glowing, floating orbs of heat that orbited her like miniature suns. When these orbs touched or even grazed an opponent, they instantly evaporated all the moisture inside the target's body. This guaranteed one-shot kill left the victims instantly mummified into dried, steaming corpses, and she's so low on the list for no reason!

    During her lifetime and later when she was reincarnated by the Impure World Reincarnation (Edo Tensei), Pakura single-handedly decimated platoons of Allied Shinobi Forces. Her orbs' ability to bypass traditional armor and fry opponents from the inside out made her nearly invincible in short-range combat.
