When it comes to the world of Naruto, power is everything. Fans have spent years debating who the strongest shinobi are, and it's easy to see why. Between characters who can summon massive creatures, manipulate reality, and unleash devastating jutsu, this universe is packed with larger-than-life fighters. Every fan has their favorites, but there's no denying some ninjas stand out for their sheer strength, skills, and impact on the story.This list gives you the chance to weigh in on who really deserves the title of most powerful. Whether it's a legendary figure from the past, a main character we followed from the start, or someone who changed the course of the ninja world, everyone has their picks. Some of these characters can bend space and time, some can destroy entire landscapes with a flick of their wrist, and others have mastered combat strategies so intricate that it leaves enemies helpless.
Okay, so I don't get why this guy isn't on the top. I mean, he's got the Rinnegan and mastery over it to the extent that he tamed and sealed the Juubi within himself. Plus, he's the only Rinnegan user to be able to create the moon. A friendly reminder: Rinnegan abilities include attractive and repulsive force manipulation, animal summoning, soul stealing, chakra absorption with mind reading, control of the King of Hell, and the power over life and death.
Not to mention the potential to master all elemental ninjutsu (I guess he was a master already but who knows?). His mastery over all the abilities eclipses those of Nagato and even Madara. I wouldn't include Obito since he hasn't been seen to use the Rinnegan abilities as well as Nagato has. Just saying.
While he starts small (like, teeny tiny small), by the time the Fourth Shinobi World War ends, he's the single most powerful shinobi that ever lived, with the exception of Kaguya, Hamura and Hagoromo Otsutsuki of course, since those three are just god tier, literally. He never gave up, always ventured on. Whichever way you look at it, Naruto is the strongest character in the series.
And while it's hinted that Sasuke is equal to Naruto in power, it's a load of bull. Come on people. No matter what you say, anyone with a pair of eyes and sense can clearly see that Naruto is more powerful of the two. Sasuke even admits it himself and shows signs of jealousy throughout the manga. I could start a rant but eh, gotta keep it brief.
The Sage of the Six Paths claimed that Madara's power was close and even rivaled his own and that he was fast approaching his mother Kaguya's power. This was before he retrieved his second eye, significantly increasing his insane power, and then he unlocked the third eye just like Kaguya did, something the Sage of the Six Paths did not achieve.
He even kept up with Naruto and Sasuke after they gained the Sage's power. He should be second on the list below Kaguya in raw power and in my opinion, he's even stronger as he grew up in war-torn times which honed his tactical skills and battle senses. Kaguya never did and we saw her coming to Black Zetsu for ideas.
He also procured Hashirama's power, who was hailed as God of Shinobi. Come on guys, this isn't hard.
Obito actually defied Madara multiple times and probably would've been able to beat him. He was too much for even Minato to handle. As for Naruto and Sasuke, they pulled the Ten Tails out of him with, like, everyone's help.
Obito actually gave in, realized his mistakes, and quit. If he had both Eternal Mangekyō Sharingan, he'd be invincible with his awesome Kamui shuriken-throwing Susanoo. I think he should at least be in the top three.
Even without his Sage and Ten Tails power, he was really strong - already better than Kakashi and Itachi. He was emotionally unstable pretty much his whole life, though, and made hasty decisions. At the age of fourteen, he murdered a bunch of Rain Anbu, took on Minato, and brought out the Nine Tails. Not to mention he was very smart and cunning and had tons of stamina - just a late bloomer.
Along with being incredibly talented, Itachi is mentally strong. He managed to do what no other character in the entire anime would be able to in his situation, and truly endured nearly any problems he had. He never thought about himself, and while he was away a lot, Itachi was a loving older brother and son.
He isn't emotionless- he's introverted, and while he's awkward around people, it doesn't hinder his strength in the slightest since he still had people he wanted to protect. Itachi had the Eternal Mangekyo Sharingan and all of its benefits, along with an agile body, and a sharp, unbiased mind.
Even with his situation, he was kind and loving and wicked cool when he fought. He's a character that you don't want to be on the bad side of, and his allegiance is clear and honorable.
Sasuke has been able to fight opponents and keep his own while exhausted, battered, and bruised. He defeated 1,000 shinobi without sustaining many injuries. He has great intelligence, which helps him in battles and in making strategies.
He has the blood of the Uchiha, granting him the gift of the Sharingan, which later is upgraded to the Rinnegan. This allows him to create genjutsu and see more advanced than the regular eye. There are many more abilities that come with this gift, but I don't want to search it all up.
Not only that, but he awakened his Sharingan at age seven, although he was not able to recall it. He also learned the fireball jutsu and Kakashi's Chidori at an early stage. He fought many strong opponents and beat one of the Akatsuki. His speed is unbelievable. From what I know, his speed is instant, like teleporting, but I don't know how far he can go since people say he can only teleport to a certain distance.
He is great with swords and can use both his left and right hand. Sasuke can summon snakes and Susano, which is pretty awesome. He even managed to look into Naruto's mind and was compared to Itachi or Madara, with some even saying that he surpassed them, though I'm not too sure about that.
I covered his stamina, intelligence, speed, kekkei genkai, swordsman skills, and yeah. In fact, he was so strong that when fighting Madara, he stated that he wished he had chosen him instead of Obito, if only Sasuke had been born sooner.
He's not the son of the Sage of 6 Paths, he's the reincarnation.
He has the strongest overall strength from all the characters we know so far. The ranking would be 1 = Kaguya, 2 = Sage of 6 Paths, 3 and 4 would be Ashura and Indra (Sage's sons), and then Hashirama.
He beat Madara while going up against the 9 tails. He tamed 7 tailed beasts and willingly gave their power to other villages to keep the balance of the world. Madara couldn't defeat him with an Eternal Mangekyo Sharingan. His sage mode is insanely overpowering --> He summons a Buddha statue with a 1000 arms, twice the size of a tailed beast and Perfect Susan'oo.
He can control tailed beasts. He has immense chakra reserves, and doesn't need to follow orders of the person who revives him using Edo Tensei (strong enough to override commands). He is the Reincarnation of Ashura, the son with the most chakra of the 2 sons of the Sage of 6 Paths.
He has Earth style, Water style, and the legendary Wood Style. Deep Forest Emergence, Deep Forest Bloom. He is the strongest character in Naruto after the ones from myth (Kaguya, Sage, Sage's sons).
Kaguya is really strong. She is the mother of chakra, so yes, she is the first to use chakra. She is also the Ten-Tails, has the Rinne-Sharingan, Byakugan, can absorb chakra of the ones she touched, is super fast, has all five nature transformations, can regenerate and create life, has the Black Zetsu, and she can pull out something similar to Kimimaro's bone from her hand.
She is also beautiful, and she could easily defeat Madara. Not to mention Itachi, nor Hashirama or someone else. And if Obito and Kakashi didn't show up, Naruto and Sasuke would be done for! Yes, she is also from the Otsutsuki Clan, so she's a goddess. Wow, someone stronger than the main character(s)? Yes, totally. Logically, through my mind, Minato is arguably the strongest because of his intelligence and strength as a ninja. He is not a descendant of the strongest as Uzumaki, Uchiha, Senju, and others arguably are. Minato is great to be able to analyze the current contest in a very short time. For example, when Minato fought with Tobi, he was able to analyze three things at a time: save the village, Naruto, and his wife, and counter Tobi.
Minato also saved Kushina while he was an academy student without the help and information of rivals.
He can lift and pull objects off the ground and do whatever he wants with them. Pain has weapons coming out of his own body when he fights! He can read anyone's mind without them even knowing, at least half of the time. He can blast fire, summon nearby creatures into combat, and even summon the dead for a certain amount of time!
Nagato could never have defeated Naruto in the shape he was in during their main fight. He was too weak and ill. The only reason Naruto got to talk to him was simply because he was able to defeat his other Peins, that's what intrigued him, nothing else.
I agree with this list almost exactly and Itachi and Naruto and everyone above Pein is definitely stronger than him hands down. Even in his prime after he was reincarnated was defeated by Itachi, Bee, and Naruto. And mainly only Itachi and Naruto, Bee was losing his fight. Plus the second Itachi came back into the fight it was over instantly.
I'm sorry Pein is a great ninja in the manga, but he definitely belongs around top 10.

The Third Kazekage was undoubtedly a powerful shinobi. He was hailed as the strongest Kazekage for decades after his death.
He also appeared to possess a high level of intelligence, as he was able to comprehend the One-Tail's unique powers and create his own version of it, thus developing Iron Sand.
Sakon isn't the most powerful, but he shouldn't be very low on the list. He can summon his brother anytime he wants, and he's fairly decent in battle.
I'm shocked! Hamura Otsutsuki is ranked 29th? You must be joking. He is Kaguya's son and the brother of the Sage of Six Paths, Hagoromo Otsutsuki. He and his brother defeated Kaguya together. Hamura and the Sage are almost equal in power, so it's surprising to see him in 29th place. He should be in the top three at least!

An old guy holding off Hashirama Senju, Tobirama Senju, and Orochimaru at the same time. He kills off two and a half of them, at the ripe old age of 69. Enma the Monkey King laments his fight being pathetic compared to his younger days.
In Shippuden episode 215, a (presumably) teenage Hiruzen tells everyone (in front of the 2nd Hokage, Tobirama, and Danzo), "I may not look it, but I'm stronger than any of you here," and that he wouldn't die during a battle with 20 highly-skilled ninja. Tobirama chose to sacrifice himself instead.
He's called one of the strongest shinobi in history, not of "their era" or of "their generation." In ALL of Narutoverse history. You see the latter two terms applied to Sasuke (who, if you've been keeping up with the story, is known to be stronger than Itachi), Orochimaru, the 1st, 2nd, and 4th Hokage of Konoha, and countless others. That's why he is revered as "God of the Shinobi."
The eye tricks like EMS and Rinnegan have perhaps greater power than any of the jutsu, but it wouldn't exceed Hiruzen's knowledge (he was called "The Professor") of it nor would they be able to outmaneuver his creativity (i.e., combining the elements).
How can the teacher of the main protagonist be so low on the ranking? Jiraiya is the ultimate teacher. Even in his underdeveloped Sage mode, he took down several of the Pains. Imagine his power at full Sage mode. His summons are very powerful and robust and can manipulate nature chakra, etc. His powers can be considered unrivaled by any other current Kages. Without him, Naruto wouldn't be at the rank he is now. Jiraiya is one of the Sage legends and is also quite the pervert.
When Itachi Uchiha admits that Jiraiya would kill both him and Kisame should they fight him, it is pretty clear that he is easily one of the strongest ninjas, if you are willing to overlook the overpowered nonsense that Madara was subjected to. Pain also said that Jiraiya would have defeated him if he had known Pain's secret, and the only reason he died was because he wanted to confirm his suspicions. He could have easily gotten away and lived to fight another day. Additionally, Pain already knew all about Jiraiya, being his student.
I'm going for Kakashi Hatake even though I know he's not the strongest but most talented ever. He created his own jutsu and knows over 1,000 jutsus. Firstly, he has the Mangekyou Sharingan and can use the Kamui. Secondly, he is the son of the White Fang, the pupil of the Yellow Flash (4th Hokage), and the teacher of some of the strongest shinobi alive, which are Naruto, Sakura, and Sasuke. Thirdly, he is one of the most famous shinobi alive. He is the Copy Ninja Kakashi. To understand Naruto, you need to know Kakashi.
Kakashi is extremely powerful. People often think of him as "get in, use Raikiri, get out," but he knows over 1,000 jutsus! All those fire and water techniques that some of the others on this list use? Kakashi probably knows them. About his chakra reserves: he has half as much as Naruto, who has tremendous chakra reserves. So, he has average or above-average chakra reserves, and his excellent chakra control compensates even more!
Tobirama created most of the moves that Naruto uses. He only died because he was in a fight against 18 other people, and he knew that by sacrificing himself, everyone else could escape.
He, Hashirama, and Madara were so powerful that the plot had to kill them off.
Tobirama Senju created three of the best and most useful jutsu that have played an important role in the entire series. He also killed Izuna Uchiha.
He was even about to kill Madara, who had his Eternal Mangekyou Sharingan, until Hashirama stopped him. Tobirama can perform some of the most complicated Water Style jutsu with one hand sign and became the second Hokage.
In addition, he created the village's infrastructure. I'm surprised he wasn't included on this list!
Son of the Sage Of Six Paths, not much more needs to be said for this powerhouse. He holds the Sharingan, one of the three revered dojutsu. He also has a Susanoo and is the first Uchiha. He could hold his own with any of the others and most likely succeed in defeating them. Google more facts if you need any more evidence.
Indra Otsutsuki has all the power of the Uchiha, considering he is the son of the Sage of the Six Paths.
As many other people here have stated, like that awesome rhyming dude, he can open the eight gates, which gives him power greater than the five Kage. This refers to the previous five, not the current five, who are somewhat ineffective. He nearly killed Madara, as stated by Madara, and was able to get used to the excruciating pain caused by having the eight gates opened. He may not be number one, but he should definitely be higher.
Seriously, people, Guy is a boss! Even Itachi knew not to mess with him and warned Kisame about him. Did Kisame listen? No, and see where that got him: dead. Guy CAN use ninjutsu, he just doesn't so he can help Lee, that's what a dedicated teacher he is.
Plus, he always wears ankle weights and can open the 8 gates, although he usually stops at 7. His Morning Peacock is extremely dangerous as he moves so fast the air around him catches alight and his Daytime Tiger was strong enough to defeat Madara Uchiha's Susanoo. This guy is not a joke and deserves a spot in the top 10 at least.
Kabuto can't just summon the dead back through Edo Tensei and Dead Soul technique, but also he achieved the Dragon Sage Mode just like the other top ninjas who also acquired other Sage modes. Before Naruto Shippuden, he already proved to be a formidable enemy against Tsunade and Jiraiya even comments that Kabuto's level is comparable to Kakashi.
Gathered intel all around the Shinobi world is the deadliest weapon according to Orochimaru in their first meeting and Yakushi Kabuto has it. All these and other exemplary traits being from just a subordinate/right-hand man of the Snake Sannin to becoming the main antagonist of Naruto series, this character deserves to be on the top ten.
Ashura is then given power by Hagoromo, just like Naruto and Sasuke. This was likely all of Hagoromo's power, as he stated he entrusted Ashura with everything, which could be interpreted as literally all of his power alongside leadership of Ninshu.
This would be on top of already being at Hagoromo's level due to rivalling Indra, who had already naturally inherited Hagoromo's power.
This would mean that Ashura is now stronger than Indra, but they continue to fight repeatedly. This must mean that Indra was growing in strength to match the boost in power that Ashura had received.
Gaara may not be the strongest but in my opinion he is at least stronger than any other Kage except Hashirama and on par with Minato. The only reason he actually loses to people who seem stronger is because during the war and when he was kidnapped, he always had his hands full with saving his subordinate's asses.
Remember Deidara's Mushroom cloud being dropped on Suna or him protecting the other Kage against Madara with his sand. Against Naruto, he fought when he was unstable, young and like a berserker so that doesn't count.
One of the biggest reasons that I would call him greater than other Kage's is because he is a lot smarter than them and deduces his opponent's weakness, case in point battle against 2nd Mizukage, in mere moments. So this guy should be higher up the list.
He can force sand into becoming weapons such as needles, bullets, daggers, or just giant structures. He can make his puppets attack people while releasing poisonous gas. If his puppets' body parts are damaged, he can replace them with sharp blades and knives. Sasori can even control 100 puppets at a time!
He can also control living humans and make them his puppets in battle if they are weakened enough, even against their will. He became a Chunin at the age of seven! He also knows how to make mini blasts of fire!
In my opinion, tailed beasts cannot be ranked because they can be easily sealed inside people. The Ten-Tails made it this far based on its limitless power of a deity. But sadly, it can be tamed.

Sakumo Hatake was a famous and powerful ninja of Konohagakure. During his lifetime, his fame was said to overshadow even that of the Sannin.
I understand that Kisame is not the strongest of the ninja and doesn't deserve to be in the top 5-10 but seriously, placing Kiba, Konohamuru, Sakura, Rock Lee, Hidan etc in front of him is just ridiculous!
Let's go through this list: Vs Kiba, I don't have much to say here, Kisame overpowers him in almost every category. Vs Konohamuru, honestly this might be even worse than Kiba vs Kisame because Konohamuru is still a ninja in training and just because he managed to master the Rasengan doesn't mean he is overpowered.
Vs Sakura, really! Kisame is way more experienced, has more chakra and plays way more strategically. And finally, Vs Rocklee, this battle is similar to vs Sakura because like Sakura, Lee is not as experienced and does not have as much power.
I'm probably getting a bit controversial when I say he could beat Onomi, Deidara, the Raikage or Tsunade but I'm still deciding… However, it is clear that he should be ranked higher.
