Top 10 Most Powerful Naruto Characters

When it comes to the world of Naruto, power is everything. Fans have spent years debating who the strongest shinobi are, and it's easy to see why. Between characters who can summon massive creatures, manipulate reality, and unleash devastating jutsu, this universe is packed with larger-than-life fighters. Every fan has their favorites, but there's no denying some ninjas stand out for their sheer strength, skills, and impact on the story.

This list gives you the chance to weigh in on who really deserves the title of most powerful. Whether it's a legendary figure from the past, a main character we followed from the start, or someone who changed the course of the ninja world, everyone has their picks. Some of these characters can bend space and time, some can destroy entire landscapes with a flick of their wrist, and others have mastered combat strategies so intricate that they leave enemies helpless.

The Top Ten
  1. Hagoromo Otsutsuki

Hagoromo Ōtsutsuki (大筒木ハゴロモ, Ōtsutsuki Hagoromo), known globally as the Sage of Six Paths (六道仙人, Rikudō Sennin), is a mythical figure from the Naruto series who is credited with founding Ninshū, the precursor to modern ninjutsu. He was the son of Princess Kaguya Ōtsutsuki and, along with his twin brother... read more

Okay, so I don't get why this guy isn't on the top. I mean, he's got the Rinnegan and mastery over it to the extent that he tamed and sealed the Juubi within himself. Plus, he's the only Rinnegan user to be able to create the moon. A friendly reminder: Rinnegan abilities include attractive and repulsive force manipulation, animal summoning, soul stealing, chakra absorption with mind reading, control of the King of Hell, and the power over life and death.

Not to mention the potential to master all elemental ninjutsu (I guess he was a master already but who knows?). His mastery over all the abilities eclipses those of Nagato and even Madara. I wouldn't include Obito since he hasn't been seen to use the Rinnegan abilities as well as Nagato has. Just saying.

  2. Naruto Uzumaki

Naruto Uzumaki is a fictional character and the main protagonist of the anime and manga series Naruto, created by Masashi Kishimoto. He first appeared in 1999 in Weekly Shōnen Jump and has since become one of the most iconic characters in anime and manga. Naruto's journey from a mischievous outcast to... read more

While he starts small (like, teeny tiny small), by the time the Fourth Shinobi World War ends, he's the single most powerful shinobi that ever lived, with the exception of Kaguya, Hamura and Hagoromo Otsutsuki of course, since those three are just god tier, literally. He never gave up, always ventured on. Whichever way you look at it, Naruto is the strongest character in the series.

And while it's hinted that Sasuke is equal to Naruto in power, it's a load of bull. Come on people. No matter what you say, anyone with a pair of eyes and sense can clearly see that Naruto is more powerful of the two. Sasuke even admits it himself and shows signs of jealousy throughout the manga. I could start a rant but eh, gotta keep it brief.

  3. Madara Uchiha

Madara Uchiha is a fictional character in the Naruto manga and anime series created by Masashi Kishimoto. He first appears in "Part II" of the manga and the Naruto: Shippuden anime adaptation as one of the main antagonists.... read more

The Sage of the Six Paths claimed that Madara's power was close and even rivaled his own and that he was fast approaching his mother Kaguya's power. This was before he retrieved his second eye, significantly increasing his insane power, and then he unlocked the third eye just like Kaguya did, something the Sage of the Six Paths did not achieve.

He even kept up with Naruto and Sasuke after they gained the Sage's power. He should be second on the list below Kaguya in raw power and in my opinion, he's even stronger as he grew up in war-torn times which honed his tactical skills and battle senses. Kaguya never did and we saw her coming to Black Zetsu for ideas.

He also procured Hashirama's power, who was hailed as God of Shinobi. Come on guys, this isn't hard.

  4. Itachi Uchiha

Itachi Uchiha is a fictional character from the manga and anime series Naruto, which was created by Masashi Kishimoto. He is a member of the Uchiha clan and plays a key role in the series' storyline. Itachi is widely recognized for his complex character and significant influence on the plot.

Along with being incredibly talented, Itachi is mentally strong. He managed to do what no other character in the entire anime would be able to in his situation, and truly endured nearly any problems he had. He never thought about himself, and while he was away a lot, Itachi was a loving older brother and son.

He isn't emotionless- he's introverted, and while he's awkward around people, it doesn't hinder his strength in the slightest since he still had people he wanted to protect. Itachi had the Eternal Mangekyo Sharingan and all of its benefits, along with an agile body, and a sharp, unbiased mind.

Even with his situation, he was kind and loving and wicked cool when he fought. He's a character that you don't want to be on the bad side of, and his allegiance is clear and honorable.

  5. Sasuke Uchiha

Sasuke Uchiha is a fictional character from the manga and anime series Naruto, created by Masashi Kishimoto. He is a member of the Uchiha clan and one of the main characters in the series. Sasuke is portrayed as Naruto Uzumaki's rival and follows a complex path throughout the storyline.

Sasuke has been able to fight opponents and keep his own while exhausted, battered, and bruised. He defeated 1,000 shinobi without sustaining many injuries. He has great intelligence, which helps him in battles and in making strategies.

He has the blood of the Uchiha, granting him the gift of the Sharingan, which later is upgraded to the Rinnegan. This allows him to create genjutsu and see more advanced than the regular eye. There are many more abilities that come with this gift, but I don't want to search it all up.

Not only that, but he awakened his Sharingan at age seven, although he was not able to recall it. He also learned the fireball jutsu and Kakashi's Chidori at an early stage. He fought many strong opponents and beat one of the Akatsuki. His speed is unbelievable. From what I know, his speed is instant, like teleporting, but I don't know how far he can go since people say he can only teleport to a certain distance.

He is great with swords and can use both his left and right hand. Sasuke can summon snakes and Susano, which is pretty awesome. He even managed to look into Naruto's mind and was compared to Itachi or Madara, with some even saying that he surpassed them, though I'm not too sure about that.

I covered his stamina, intelligence, speed, kekkei genkai, swordsman skills, and yeah. In fact, he was so strong that when fighting Madara, he stated that he wished he had chosen him instead of Obito, if only Sasuke had been born sooner.

  6. Obito Uchiha

Obito Uchiha, also known by his alias Tobi, is a fictional character from the Naruto universe. He was created by Masashi Kishimoto and is a central antagonist in the series. The Naruto franchise includes manga, anime, movies, OVAs, video games, and various forms of merchandise.

Obito actually defied Madara multiple times and probably would've been able to beat him. He was too much for even Minato to handle. As for Naruto and Sasuke, they pulled the Ten Tails out of him with, like, everyone's help.

Obito actually gave in, realized his mistakes, and quit. If he had both Eternal Mangekyō Sharingan, he'd be invincible with his awesome Kamui shuriken-throwing Susanoo. I think he should at least be in the top three.

Even without his Sage and Ten Tails power, he was really strong - already better than Kakashi and Itachi. He was emotionally unstable pretty much his whole life, though, and made hasty decisions. At the age of fourteen, he murdered a bunch of Rain Anbu, took on Minato, and brought out the Nine Tails. Not to mention he was very smart and cunning and had tons of stamina - just a late bloomer.

  7. Hashirama Senju

Hashirama Senju is a fictional character from Masashi Kishimoto's manga and anime franchise Naruto. He was the powerful and respected leader of the Senju clan and played a key role in founding the Hidden Leaf Village, known as Konohagakure, alongside his rival Madara Uchiha. After the village was established... read more

Hashirama Senju is the undisputed powerhouse of the Naruto universe, right up there with the mythic figures but grounded with unmatched versatility and raw strength. Ranking him just below Kaguya, the Sage of Six Paths, and his sons makes perfect sense, given his legendary feats.

Hashirama's ability to simultaneously face Madara, who was wielding the Eternal Mangekyo Sharingan, and control the Nine-Tails is mind-blowing. His mastery over all the Tailed Beasts, taming seven of them and willingly distributing their power to other villages, shows his visionary commitment to peace and balance on a global scale.

His Sage Mode is a game-changer. He summoned that colossal Buddha statue with a thousand arms, an absolute behemoth that dwarfed even the Tailed Beasts, and it had both offensive and defensive capabilities on par with perfect Susanoo. His chakra reserves are nearly limitless and allowed him to override Edo Tensei control, which says a lot about his willpower and strength.

On top of that, his elemental mastery included Earth, Water, and the legendary Wood Style, with devastating techniques like Deep Forest Emergence and Bloom. You have a shinobi whose power, influence, and legacy helped define the foundation of the ninja world.

Hashirama is the ultimate warrior, just beneath the gods of Naruto lore. He truly represents the strength, wisdom, and leadership that shaped the shinobi era.

  8. Minato Namikaze

Minato Namikaze was the Fourth Hokage of the Village Hidden in the Leaves and the man responsible for sealing the Nine-Tailed Demon Fox inside Naruto Uzumaki at the time of Naruto's birth. Doing so cost him his life, and before dying, he asked that the villagers not see Naruto as the monster within him... read more

Being a Hokage before he turned 24 proves he's one of the most powerful shinobi ever. His gifted abilities, talented ninja arts, and mastermind intelligence (by the way, he got the highest mark in the whole history of the Ninja Academy - Itachi is second) show his strength.

His god-like speed and super powerful reflexes, plus Sage Mode-enhanced abilities, made him one of the most dangerous fighters for his enemies. That's why flee on sight orders were given during the Third Shinobi World War, and he earned the moniker Yellow Flash.

Afterward, he became a hero of Konoha and became the Fourth Hokage at such a young age, earning the title.

  9. Kaguya Otsutsuki

Kaguya Ōtsutsuki is a fictional character from the Naruto manga and anime franchise created by Masashi Kishimoto. She is portrayed as the first wielder of chakra and is the mother of Hagoromo and Hamura Ōtsutsuki. Kaguya serves as the final antagonist of the original series.

Kaguya is really strong. She is the mother of chakra, so yes, she is the first to use chakra. She is also the Ten-Tails, has the Rinne-Sharingan, Byakugan, can absorb chakra of the ones she touched, is super fast, has all five nature transformations, can regenerate and create life, has the Black Zetsu, and she can pull out something similar to Kimimaro's bone from her hand.

She is also beautiful, and she could easily defeat Madara. Not to mention Itachi, nor Hashirama or someone else. And if Obito and Kakashi didn't show up, Naruto and Sasuke would be done for! Yes, she is also from the Otsutsuki Clan, so she's a goddess. Wow, someone stronger than the main character(s)? Yes, totally. I'm just stating facts, you can see from a trusted internet website, or watch the series.

I love Kaguya, she's really strong and is beautiful too. She doesn't deserve to be this low. You can also check out the other comments that she's really strong and other.

  10. Nagato

Nagato, also known by his alias "Pain," is a fictional character from the manga and anime franchise Naruto. He was created by Masashi Kishimoto and serves as a major antagonist in the series. Through his leadership of the Akatsuki organization, he plays a significant role in several of the series' major... read more

Nagato could never have defeated Naruto in the shape he was in during their main fight. He was too weak and ill. The only reason Naruto got to talk to him was simply because he was able to defeat his other Peins, that's what intrigued him, nothing else.

I agree with this list almost exactly and Itachi and Naruto and everyone above Pein is definitely stronger than him hands down. Even in his prime after he was reincarnated was defeated by Itachi, Bee, and Naruto. And mainly only Itachi and Naruto, Bee was losing his fight. Plus the second Itachi came back into the fight it was over instantly.

I'm sorry Pein is a great ninja in the manga, but he definitely belongs around top 10.

  11. The Newcomers
  12. ?

    Third Kazekage

The Third Kazekage was undoubtedly a powerful shinobi. He was hailed as the strongest Kazekage for decades after his death.

He also appeared to possess a high level of intelligence, as he was able to comprehend the One-Tail's unique powers and create his own version of it, thus developing Iron Sand.

We don't know exactly how powerful he was, but he was clearly very skilled. He died at the hands of Sasori, and he was a very smart man.

He used to be last on this list, which was crazy if you ask me. Don't ask me why someone like Tayuya is down in the 40s while more powerful people are ranked behind her.

  13. ?

    Pakura

Pakura is actually very skilled and incredibly underrated, especially considering how little screen time she got. She's a jonin from the Hidden Sand Village and was famous enough to be labeled a hero in her village before her betrayal and death. Her skills were so notable that she was reanimated by Kabuto in the Fourth Great Ninja War, and unlike many other reanimations, she actually did damage.

Pakura's signature ability is Scorch Release, a combination of fire and wind chakra that allows her to create superheated orbs that completely dehydrate her enemies on contact. These orbs can instantly mummify a human being, killing them in seconds. That's not just flashy, it's deadly and efficient.

This technique was so devastating that even other reanimated shinobi had to be cautious around her. It's also unique since very few characters in Naruto have a Kekkei Genkai this destructive and rare.

Pakura was tactically sharp. Even while under Edo Tensei, she maintained a composed and strategic mindset. She didn't charge in blindly. She used her orbs intelligently and aimed to eliminate enemies with precision. That shows she wasn't just raw power, she had the brains to back it up.

  14. The Contenders
  15. Jiraiya

Jiraiya is a fictional character in the Naruto anime and manga series created by Masashi Kishimoto. Introduced in the first part of the series, he was a student of Third Hokage Hiruzen Sarutobi. He is also one of the "Legendary Sannin" alongside Orochimaru and Lady Tsunade, who were his former teammates... read more

No one can believe that Jiraiya is below Kakashi, and the evidence for that is how Naruto and Minato were trained well. They have kind hearts, which is why they don't show off when they defeat others. Naruto must be proud of Jiraiya.

On the other hand, Sasuke was trained under a dirty, ugly, smelly, poor sensei whom I don't even want to mention. I mean Kakashi. There is no doubt that he taught the second Uchiha dropout, after Obito Uchiha, to feel jealous of others.

Kakashi seems to feel jealous of others. They steal the spotlights. In the story of Uchiha Itachi, Kakashi was dying of jealousy when the bright, talented Itachi, who was only there for two years, became a captain. For that reason, Kakashi left the ANBU.

We tell Itachi and Naruto to always keep on saving their spotlights from others, especially Sasuke and Kakashi.

  16. Kakashi Hatake

Kakashi Hatake is a fictional character in the manga and anime series Naruto, created by Masashi Kishimoto. He serves as the leader and mentor of Team 7, which includes Naruto Uzumaki, Sasuke Uchiha, and Sakura Haruno. Kakashi is known for his mastery of the Sharingan eye and his calm, analytical approach... read more

I'm going for Kakashi Hatake even though I know he's not the strongest but most talented ever. He created his own jutsu and knows over 1,000 jutsus. Firstly, he has the Mangekyou Sharingan and can use the Kamui. Secondly, he is the son of the White Fang, the pupil of the Yellow Flash (4th Hokage), and the teacher of some of the strongest shinobi alive, which are Naruto, Sakura, and Sasuke. Thirdly, he is one of the most famous shinobi alive. He is the Copy Ninja Kakashi. To understand Naruto, you need to know Kakashi.

Kakashi is extremely powerful. People often think of him as "get in, use Raikiri, get out," but he knows over 1,000 jutsus! All those fire and water techniques that some of the others on this list use? Kakashi probably knows them. About his chakra reserves: he has half as much as Naruto, who has tremendous chakra reserves. So, he has average or above-average chakra reserves, and his excellent chakra control compensates even more!

  17. Indra Otsutsuki

Indra Ōtsutsuki, the eldest son of the Sage of Six Paths, was a prodigious and immensely powerful shinobi whose abilities laid the groundwork for much of the ninja world's history. Gifted with the Sharingan, which later evolved into the Eternal Mangekyō Sharingan and eventually the Rinnegan in his reincarnations, Indra possessed unparalleled visual prowess. His mastery of powerful ocular techniques allowed him to predict movements, cast powerful genjutsu, and manipulate space-time in battle.

Indra was also a natural-born prodigy with an exceptional affinity for ninjutsu, especially elemental and spiritual chakra control, making him a devastating force on the battlefield. His fighting style was aggressive and overwhelming, often relying on raw power, precision, and speed. He was able to manifest huge chakra constructs and devastating fire-style techniques with ease. Moreover, his chakra was imbued with the spiritual energy inherited from his father, giving him extraordinary stamina and durability.

Indra's strength wasn't just physical. He was a brilliant strategist and tactician, though his pride and belief in individual power often led to conflict, especially with his younger brother Asura. This rivalry shaped much of the world's future, fueling the endless cycle of conflict and reincarnation between their descendants.

Beyond combat, Indra's legacy is deeply tied to the founding mythos of the ninja world. He represents the path of power, individuality, and talent, but also the dangers of pride and isolation. His techniques and chakra lineage continue through the Uchiha clan, influencing generations of shinobi. Indra's power was a double-edged sword. It was unmatched in battle, yet a source of great internal and external strife, ultimately underscoring the themes of balance, peace, and understanding that the Sage of Six Paths hoped to achieve.

  18. Hiruzen Sarutobi

Hiruzen Sarutobi is a fictional character from the manga and anime franchise Naruto, created by Masashi Kishimoto. He is the Third Hokage of Konohagakure and is known for his mastery of all forms of ninja techniques. Hiruzen served as Hokage during multiple generations and was a mentor to several key... read more

An old guy holding off Hashirama Senju, Tobirama Senju, and Orochimaru at the same time. He kills off two and a half of them, at the ripe old age of 69. Enma the Monkey King laments his fight being pathetic compared to his younger days.

In Shippuden episode 215, a (presumably) teenage Hiruzen tells everyone (in front of the 2nd Hokage, Tobirama, and Danzo), "I may not look it, but I'm stronger than any of you here," and that he wouldn't die during a battle with 20 highly-skilled ninja. Tobirama chose to sacrifice himself instead.

He's called one of the strongest shinobi in history, not of "their era" or of "their generation." In ALL of Narutoverse history. You see the latter two terms applied to Sasuke (who, if you've been keeping up with the story, is known to be stronger than Itachi), Orochimaru, the 1st, 2nd, and 4th Hokage of Konoha, and countless others. That's why he is revered as "God of the Shinobi."

The eye tricks like EMS and Rinnegan have perhaps greater power than any of the jutsu, but it wouldn't exceed Hiruzen's knowledge (he was called "The Professor") of it nor would they be able to outmaneuver his creativity (i.e., combining the elements).

  19. Hamura Otsutsuki

While Hagoromo is often seen as the "Sage of Six Paths" and the legendary figure who shaped the ninja world, Hamura played a crucial role too, especially as the ancestor of the Hyūga clan and the guardian of the Moon. Hamura's power is on a whole different cosmic level. He inherited a portion of the Ōtsutsuki clan's godlike chakra and abilities, and he was instrumental in sealing away Kaguya alongside his brother. His legacy also continues through the Byakugan and the Hyūga clan's unique dojutsu, which is very impressive in terms of vision and combat capability.

While Hagoromo focused on teaching and shaping humanity's future, Hamura took on the celestial role of protecting the Moon and maintaining balance. His power level is absolutely astronomical. He's still well above most characters in the series, though maybe just a notch below his brother's mythic status.

  20. Tobirama Senju

Tobirama Senju is a fictional character from the manga and anime franchise Naruto, created by Masashi Kishimoto. He is the younger brother of Hashirama Senju and the Second Hokage of Konohagakure. Tobirama is known for creating several important techniques and institutions within the village.

Tobirama Senju, the Second Hokage of the Hidden Leaf Village, is one of the most powerful and influential shinobi in the Naruto series. A tactical genius and master of Water Release techniques, he could perform high-level jutsu without a nearby water source, which showcased his immense chakra control.

Tobirama is also the inventor of several forbidden and game-changing jutsu, including the Flying Thunder God Technique, Shadow Clone Jutsu, and the Impure World Reincarnation. These have had a lasting impact on the ninja world. His combat speed, intelligence, and battlefield awareness made him a formidable opponent, even among Kage-level shinobi.

Though not as overwhelmingly strong as his brother Hashirama, Tobirama's versatility, innovation, and ruthless efficiency cement his legacy as one of the most dangerous shinobi in history.

  21. Asura Otsutsuki

Ashura surpassing Indra is a key point that a lot of fans still struggle to wrap their heads around. Indra was portrayed as the naturally gifted, powerful, and prodigious son, born with raw talent and immense chakra. But Ashura, despite starting weaker and being underestimated, embodied hard work, compassion, and the spirit of cooperation, which ultimately gave him the edge.

Ashura's strength wasn't just about raw power. It was about the legacy he built through bonds and understanding, something Indra lacked. This growth allowed Ashura to surpass his brother and become the true inheritor of Hagoromo's will, representing the path of peace and unity.

It's a classic "heart over talent" story. People who only value brute strength or innate ability sometimes dismiss Ashura's rise. But Naruto's entire narrative reinforces the idea that strength born from connection and perseverance is greater than natural talent alone.

  22. Gaara

Gaara is a fictional character in the Naruto manga and anime series created by Masashi Kishimoto. He is the jinchūriki of the One-Tailed Shukaku and possesses the ability to manipulate sand, which he stores in a large gourd carried on his back. Gaara later becomes the Fifth Kazekage of Sunagakure.

Gaara may not be the strongest but in my opinion he is at least stronger than any other Kage except Hashirama and on par with Minato. The only reason he actually loses to people who seem stronger is because during the war and when he was kidnapped, he always had his hands full with saving his subordinate's asses.

Remember Deidara's Mushroom cloud being dropped on Suna or him protecting the other Kage against Madara with his sand. Against Naruto, he fought when he was unstable, young and like a berserker so that doesn't count.

One of the biggest reasons that I would call him greater than other Kage's is because he is a lot smarter than them and deduces his opponent's weakness, case in point battle against 2nd Mizukage, in mere moments. So this guy should be higher up the list.

  23. Might Guy

Might Guy is a fictional ninja from the Naruto manga and anime series created by Masashi Kishimoto. He is known for his energetic personality, dedication to youth, and mastery of taijutsu, which is hand-to-hand combat. Guy serves as a mentor to Rock Lee and plays a major role during the Fourth Great... read more

As many other people here have stated, like that awesome rhyming dude, he can open the eight gates, which gives him power greater than the five Kage. This refers to the previous five, not the current five, who are somewhat ineffective. He nearly killed Madara, as stated by Madara, and was able to get used to the excruciating pain caused by having the eight gates opened. He may not be number one, but he should definitely be higher.

Seriously, people, Guy is a boss! Even Itachi knew not to mess with him and warned Kisame about him. Did Kisame listen? No, and see where that got him: dead. Guy CAN use ninjutsu, he just doesn't so he can help Lee, that's what a dedicated teacher he is.

Plus, he always wears ankle weights and can open the 8 gates, although he usually stops at 7. His Morning Peacock is extremely dangerous as he moves so fast the air around him catches alight and his Daytime Tiger was strong enough to defeat Madara Uchiha's Susanoo. This guy is not a joke and deserves a spot in the top 10 at least.

  24. Orochimaru

Orochimaru is a fictional character from the Naruto universe created by Masashi Kishimoto. He is known as one of the series' most powerful and dangerous antagonists, obsessed with gaining immortality and mastering forbidden jutsu. The Naruto franchise includes manga, anime, soundtracks, OVAs, movies... read more

Orochimaru never quite seems to get enough credit for being the evil genius he is. Dedicating his life to mastering every kind of jutsu imaginable, in addition to creating a few of his own, Orochimaru had more than a couple of tricks up his sleeve. It's a testament to the Sannin's staying power that, despite his many crimes, he's still alive in the Boruto era.

This villain's slate of forbidden jutsu, specifically the Reanimation Jutsu, which brings fallen warriors back to life, made Orochimaru one of the most feared shinobi in all the land. While he was formidable enough on his own, the ability to summon great ninja from the past made him all the more useful in battle. Needless to say, Orochimaru stands tall among some of the most powerful Naruto characters.

  25. Ten-Tails

In my opinion, tailed beasts cannot be ranked because they can be easily sealed inside people. The Ten-Tails made it this far based on its limitless power of a deity. But sadly, it can be tamed.

The Ten-Tails is stronger than all the tailed beasts in Naruto. The Sage of the Six Paths was the Jinchuriki of the Ten-Tails. Its Tailed Beast Bomb is the strongest.

The Ten-Tails is stronger than all the tailed beasts in Naruto. The Sage of the Six Paths was the Jinchuriki of the Ten-Tails. Its Tailed Beast Bomb is the strongest. So, go Ten-Tails!

  26. Kabuto Yakushi

Kabuto Yakushi is a fictional character in the anime and manga franchise Naruto, created by Masashi Kishimoto. He initially appears as a medical-nin and spy working for Orochimaru. Kabuto later becomes a major antagonist during the Fourth Great Ninja War.

Kabuto can't just summon the dead back through Edo Tensei and Dead Soul technique, but also he achieved the Dragon Sage Mode just like the other top ninjas who also acquired other Sage modes. Before Naruto Shippuden, he already proved to be a formidable enemy against Tsunade and Jiraiya even comments that Kabuto's level is comparable to Kakashi.

Gathered intel all around the Shinobi world is the deadliest weapon according to Orochimaru in their first meeting and Yakushi Kabuto has it. All these and other exemplary traits being from just a subordinate/right-hand man of the Snake Sannin to becoming the main antagonist of Naruto series, this character deserves to be on the top ten.

  27. Tsunade

Tsunade is a fictional character from the Naruto manga and anime franchise. She was created by Masashi Kishimoto and is one of the Legendary Sannin. Tsunade is known for her medical skills, superhuman strength, and her leadership as the Fifth Hokage of the Hidden Leaf Village.

Tsunade was widely regarded as the world's strongest female ninja, as well as one of the greatest medical ninja of all time, despite her crippling fear of blood (a fear that she later overcomes). Her monstrous strength and medical talents proved vital in Konoha's success during the Second Shinobi World War. After losing her loved ones, she spent years aimlessly wandering and gambling until Naruto and her former teammate Jiraiya persuaded Tsunade to return to the Hidden Leaf and become the village's Fifth Hokage.

As the granddaughter of the First Hokage, Hashirama Senju, Tsunade's talents come from a talented bloodline with vast chakra. She uses those immense reserves of power with a level of control that allows her to create craters with her strikes using minimal amounts of chakra. Her advanced medical skills allow her to regenerate wounds immediately and survive being bisected while healing allies around her. After unleashing her Reserve Seal: The Hundred Healings Mark, she can access even larger pools of chakra she's hoarded over time, which she used to heal the Shinobi Alliance during the War.

  28. Shisui Uchiha

Shisui Uchiha is a fictional character in the manga and anime franchise Naruto, created by Masashi Kishimoto. He was a member of the Uchiha clan and a close friend of Itachi Uchiha. Shisui was known for his powerful genjutsu, particularly the Kotoamatsukami, and played a key role in the series' backstory... read more

The man had Kotoamatsukami, the most broken genjutsu in the entire series. We're talking mind control so subtle you don't even realize you're being manipulated. He was considered a prodigy by Itachi, and Danzo was so scared of his power that he stole his eye and still panicked at what Shisui could've done with both.

Shisui was fast enough to earn the title "Shisui of the Body Flicker," and we're putting him just above random filler characters? That's like ranking Itachi below a ramen chef because he used genjutsu too much.

Before Itachi awakened his Mangekyo Sharingan, Danzo said Shisui was the most powerful Uchiha. Shisui was also able to use the Body Flicker and move so fast that he couldn't be tracked or even traced by a sensor type.

Kirigakure had a flee-on-sight order for Shisui, and Ao refused to try to fight him and instead chose to flee. According to the Itachi Shinden novel, Shisui was able to make his Fireball Jutsu gargantuan. Shisui's Body Flicker was so great it could create afterimages that were intangible, yet he could move so fast he could still strike from them.

  29. A (Fourth Raikage)

Super buff, super cool. Trust me, I do my research. I am an expert on Naruto. Raikage could easily own any member of the Akatsuki except Madara.

The fastest ninja alive. One of the most physically powerful ninjas and one of the best taijutsu users.

He is the second-fastest ninja after Minato, so he at least deserves a top 10 spot.
