Flash
The Flash is a fictional superhero appearing in American comic books published by DC Comics. His first appearance was in October 1956 and was created by Robert Kanigher. His main ability is super speed through the Speed Force and can run at speeds exceeding light. If we are talking about the time when Wally West was the main Flash, then Flash is the fastest. However, the most common place you'll see people put Wally is as Kid Flash, and during his Kid Flash days, he was significantly slower.
Well, Wally West as the Flash is actually the fastest here. He traveled faster than teleportation, running from one side of the universe to the other in a, and I quote, "plank instant." Consider the comics, people.
Flash is fast enough to be able to travel through time, and he is super cool. Quicksilver is still learning from Flash.
Quicksilver
Quicksilver is a fictional superhero appearing in American comic books published by Marvel Comics. The character first appeared in the comic book X-Men #4 and was created by Stan Lee and Jack Kirby. Quicksilver is way faster than Flash. You'll know if you've watched X-Men Apocalypse. He ran at the speed of Mach 11 while Flash still runs at Mach 5. He saved everybody in the mutant school in less than a second. It's actually stupid to argue if Flash is faster than Quicksilver because Quicksilver is way faster. In Flash season 3, episode 9, when Flash accidentally traveled to the future and saw Savitar about to kill Iris, he wasn't fast enough to save her, so Iris died. Flash is almost as fast as the speed of light, but Quicksilver is faster than the speed of light.
Kid Flash
Kid Flash is the name of several fictional characters appearing in comic books published by DC Comics. If he can move and react in attoseconds, then even characters who can cross the universe in seconds would seem slow next to this guy. An attosecond is 1 quintillionth of a second.
Reverse Flash
Reverse-Flash is a name which has been used by several fictional supervillains in American comic books published by DC Comics. Each iteration is an enemy of the hero known as The Flash.
Savitar
Savitar is a fictional supervillain published by DC Comics. He first appeared in Flash #108, and was created by Mark Waid. Runs 100-200 times faster than the Flash and moves so fast his top speed can't even be measured. He outran Wally West.
He is literally called the God of Speed, probably for a reason.
Black Flash
The Black Flash is a fictional comic book character from DC Comics. Created by writers Grant Morrison and Mark Millar, and artist Ron Wagner, the character had cameos in The Flash #138, before appearing in full in The Flash #141.
Impulse
To me, since Impulse is the grandson of Flash, he is the fastest of all time. If you disagree, watch Flash and see how fast Flash goes now. Impulse, being his grandson, is ten times faster than Flash, so he is the fastest.

He may not be able to get there faster than the Flash, but he'll still get there pretty quickly, wherever there is. There is no limit to Superman's speed because once you go beyond light speed, you're breaking the rules of physics. He can get there quicker when flying.
While he hasn't actually been shown as moving faster than some Flash iterations, Superman has been shown in comics doing tasks that require infinite amounts of strength and energy. As such, his potential is theoretically limitless, as is his speed.

Captain Marvel, also known as Shazam, is a fictional superhero appearing in American comic books published by DC Comics. Artist C. C. Beck and writer Bill Parker created the character in 1939. Captain Marvel first appeared in Whiz Comics #2, published by Fawcett Comics. There's no way this goofy kid is higher than Sonic.

One more thing: Sonic can turn into Super and Hyper forms. In his Super form, he can travel as fast as Flash, but in his Hyper form, he is way faster. If it is a one-on-one normal race between Sonic and Flash, Flash would win. However, with power, there is a chance that Sonic may beat Flash.

Goku is always highly praised and often overestimated, but I will admit he deserves to be at least slightly slower than Silver Surfer and, at most, slightly faster than Superman. In my opinion, he's faster than Silver Surfer but slower than Superman.
