I actually remember him very well, and I haven't seen Mulan in months.

Madam Mim (The Sword in the Stone)
-
Governor Ratcliffe (Pocahontas)
The most foolish and forgettable villain of the entire Disney Renaissance.
-
Sykes (Oliver & Company)
Without a doubt, the most forgettable Disney villain from the '80s. Seriously, can anyone even remember the name of the actor who played him or anything he said in the film?
I literally can't remember a single line of dialogue from this guy, much less the person who voiced him.
I prefer the Sykes from Shark Tale. Sorry.

Percival C. McLeach (The Rescuers Down Under)
-
?
Kron (Dinosaur)
How incredibly misguided do you have to be to consider Professor Ratigan a more forgettable villain than this absolute nobody of a character?

Bowler Hat Guy (Meet the Robinsons)
-
Banzai (The Lion King)
-
Scar (The Lion King)
Scar is the main antagonist of Disney's 1994 animated feature film The Lion King. He is the younger brother of Mufasa and the paternal uncle of Simba. Scar serves as Simba's arch-nemesis and is also Mufasa's rival, having once led the hyenas Shenzi, Banzai, and Ed.
I was never a fan of him. I always thought he was overrated. He boasted about how smart he was, but later in the movie, when the Pride Lands are dying, he thinks everything is fine and just blames others for not finding the food and water they need.
The hyenas, whom he calls idiots, can see the problem and ask him to do something about it as king, but he doesn't listen and just rolls his eyes. Before he became king, all he did was sit around and wanted everyone to leave him alone. He did exactly the same thing after becoming king, which makes his whole murder my brother and nephew plot to become king seem pretty pointless.
I don't like him (I love-hate him), but he is not forgettable.
