A serial killer wouldn't be that dumb to have an oversized missile launcher. Sure one shot can kill about 10-20 people, but the size, the fact that you have to carry ammo and the notable amount of damage it would do renders it incredibly impractical.
A serial killer also kills in a periodic time frame to allow the killer to rest and cool himself/herself down. that missile launcher would ruin any chances of hiding.
Yes cause clearly that's the last thing you would clearly want to see on the side of the road.
