He killed the whole entire government, which was like 1,000 people. He even said the government was stupid. Although the government was also very evil and I don’t feel sorry for there death, still Muska should be number 1! He was also voiced by Mark Hamill.

A ruthless business dog who sets up Charlie who was put on death row but when Itchy breaks him out of the pound Carface persuades Charlie to leave town with 50% of the casino earnings before getting Charlie drunk then blindfolds him as he sends a car driving down a pier to run down Charlie killing him, and its later revealed that he kidnapped a girl named Ann-Marie who can talk to animals and gain knowledge of the races outcome before hand so he can rig the odds of the rat races in his favor Charlie after getting himself send back takes the oportunity to take Anne-Marie from Carface to use her abilities to win races so he can build his own casino and put Carface out of business and Carface is understandingly not happy about this as he and his goons attack Itchy while alone and destroy Charlie's new casino while kidnapping the girl in the process.
Judge Doom is one twisted toon he's a cartoon character who murders people not only that but is willing to kill off other cartoon characters to complete his goal.
A Cat who disguises himself as a rat in order terrorize the mice citizens of New York City with his gang the Mott Street Maulers forcing the mice to pay him for protection which he never actually does and selling some of the mice including Fievel to a sweatshop owner for money.
