If you are going to go for dark, Two-Face is your guy. He has the skill, and maybe get a actor as good as the one in the DK and you have a villain. I want a tragic character, not necessarily someone like the Joker or Harley Quinn, just a character who might suit this movie and Two-Face does the most. - iliekpiez

Hush is a character who was ex best friends with Bruce Wayne, and when we could see a tale of revenge of friends turned enemies. We could see a good man, get turned out by revenge and if we can get a phenomenal actor in there, it would really work. - iliekpiez

A character who ruthlessly murders, maybe more so than any other batman villain, we could see how he sees as an artform, and that would be extremely engaging and also send a good message along with it, like the Mad Hatter. We do need an actor though, who shows his ruthlessly and this could also to the Dark Knight breaking down with some potential deaths in the movie if he is the villain.
