Top 10 Batman Villains Who Should Be in the New 'The Batman' Movie
Two-Face/Harvey Dent is a fictional villain from DC Comics. Harvey Dent was one of Gotham's most trusted citizens until he had acid poured on his face making him go insane and become a criminal by the name Two-Face. In film, he has been portrayed by Billy Dee Williams in Batman, Tommy Lee Jones in Batman Forever and Aaron Eckhart in The Dark Knight. If you are going to go for dark, Two-Face is your guy. He has the skill, and maybe get a actor as good as the one in the DK and you have a villain. I want a tragic character, not necessarily someone like the Joker or Harley Quinn, just a character who might suit this movie and Two-Face does the most.

Hush is a character who was ex best friends with Bruce Wayne, and when we could see a tale of revenge of friends turned enemies. We could see a good man, get turned out by revenge and if we can get a phenomenal actor in there, it would really work.
A character who gets more tragic as it goes in the B:TAS episode 'Heart of Ice'. In B&R he was awful and got Arnie whathisface in there (he is in a toilet as he now a washed up celebrity). He blames others for his wife's comings and could be a tragic hopefully with a great actor, though.

A character who was done so well in BR, I still think that they could more of a cold blooded killer, like we see him kill more people and we can see more of his sheer brutality as a character and that would make him perfection with a great actor who has the potential to be better than DannyDeVito.

This could show such a good message, and with a actor who shows how he goes insane this could be great.

We do need an actor though, who shows his ruthlessly and this could also to the Dark Knight breaking down with some potential deaths in the movie if he is the villain. (big deaths-Like Alfred or Jim Gordon)-some of his closest allies.
