While Batman only has the Joker, Spidey has Carnage, Venom, Green Goblin, Vulture, Doc Ock, Rhino, Electro, the Lizard, Kingpin, Kraven, and many other A-list villains.
Green Goblin, Venom, Carnage, Vulture the list can go on and on, the only reason Spiderman isn't number 1 is because Batman has the Joker(in opinion is the greatest villain), but the list says villain(s) not villain.Spider-Man hands down has the best villains.

I think Superman's rogues are badass. From Krypton, this hero faces tough aliens and smart humans. Watch Superman: tas for some of them. He has enemies like Lex Luthor, Brainiac, Darkseid and Parasite which have fought the entire league in physical combat. Batman doesn't have any such enemies. Make him higher. Superman forever.
