What makes Batman villains great is that they are human beings. No one with powers, just all crazy psychopaths who are dangerous because they are not afraid of anything or at least that's what it seems.

Not even close. I mean, the joker alone could make him number one. But everyone else like riddler, Ra's, two face, scarecrow, etc. They all make Batman the best hero in comic book history.

Joker, Bane, Scarecrow, Ra's, Al Ghul, Two Face, Penguin, Riddler and those are only the popular ones! Batman has so many fantastic villains easily making him number 1.

Well, although he has some of the best supervillains of all time he has and some of the worst like clock king, crazy quilt, ten-eyed man, rainbow raider.

I think Superman's rogues are badass. From Krypton, this hero faces tough aliens and smart humans. Watch Superman: tas for some of them. He has enemies like Lex Luthor, Brainiac, Darkseid and Parasite which have fought the entire league in physical combat. Batman doesn't have any such enemies. Make him higher. Superman forever.
