We already have a list called "Best Villains of All Time", so I though how about we get to the darker side, shall we?
A "Complete Monster" is plain and simple: They are basically the most evil characters in a series. So its obvious there's gonna be some rules: These villains must not have any redeemable qualities (Personality wise), are always taken seriously and are pretty much hated by everyone. And lastly, a complete monster doesn't necessarily need to be the main villain of the series he/she is in (E.g. Envy from the 2003 Full Metal Alchemist and Quan Chi from the Mortal Kombat series).
There are a lot of irredeemable monsters in several outlets of media, but which one do you think strikes the biggest chord?
1 The Joker
The Joker is a fictional super villain created by Bill Finger, Bob Kane, and Jerry Robinson who first appeared in the debut issue of the comic book Batman (April 25, 1940) published by DC Comics. Credit for the Joker's creation is disputed; Kane and Robinson claimed responsibility for the Joker's design, ...read more.
Of course the Joker. How many unforgivable acts has he committed throughout his history (E.g. Killing Jason Todd and The Killing Joke may be the most memorable, but they're just two) is baffling considering he's been around since 1939, but his relationship with the Dark Knight is what makes him really stand out. Oh, and he's a nihilist, so he doesn't give a damn about anything. And lastly, Heath Ledger's performance was really haunting too. - CrimsonShark
2 Emperor Palpatine
Sheev Palpatine (also known by his Sith identity Darth Sidious and publicly as Senator Palpatine, then Supreme Chancellor Palpatine, and later Emperor Palpatine) is a fictional character and one of the primary antagonists of the Star Wars franchise, mainly portrayed by Ian McDiarmid.
Many Sith Lords (With Darth Bane being an exception) tend to show some form of redeemable traits, but Sidious is none of that. He killed his family before "baptizing" himself to the dark side and even killed his master Darth Plagueis to take over his title. He treated Darth Maul badly just to make him a remorseless killer and actually didn't care for Darth Vader either. However, credit must be given to him, for he took his time before destroying the Jedi systematically and taking over the republic, effectively ruling the entire galaxy. - CrimsonShark
Freeza (Pronounced "Frieza" in the Funimation dub) is fictional character in the Dragon Ball series by Akira Toriyama as the primary antagonist of the Freeza Saga. If anybody was to pick out a villain from the Dragon Ball series, the first is usually going to be Frieza, and why the hell not? He destroys entire races and gloats about it and will do anything to torture anyone he fights against. Its surprising how polite and honest he acts, never hiding his sadistic and megalomaniac personality at all. - CrimsonShark
Big jerk! - EliHbk
4 Kefka Palazzo
Kefka Palazzo is a character in the Final Fantasy series of video games. Originally designed by Yoshitaka Amano, he appears in the 6th installment of the series - Final Fantasy VI.
Kefka's basically the Joker of video games. Except he actually takes things way too far and destroys the world, just to become a god. Oh, and his final battle music is so great :). - CrimsonShark
5 Green Goblin

Norman Osborn (The first Green Goblin) definitely deserves to be Spider-Man's arch-nemesis (I like Venom too, but the Goblin seems more fit). He killed Gwen Stacy and gloated about it later on and always does his best to make sure Peter's life is as miserable as it gets. He was also responsible for the clone saga and led the Dark Avengers as soon as he took over SHIELD. And lastly, he doesn't care about his son Harry at all. While the kind of guy that everybody would hate upon first meeting him, this reputation makes him one of Marvel's most evil villains and a personal favorite of mine. - CrimsonShark

Dr. Loomis's quote about him basically sums up this character's personality. While I do like Freddy Kruegar more (And he's a Complete Monster too), Michael stands out because its his emotionless and sadistic nature that terrifies the audience. - CrimsonShark

15 The Batman Who Laughs
16 Claude Frollo
Scar is pretty damn close, but Follo wasn't just the most evil Disney villain, but also a really disturbing and dark one, considering he's the antagonist of an animated kids film :/. - CrimsonShark
