Personally, I don't find many animatronics in Sister Location scary, but Freddy - he's just so weird and creepy. His poses as well, in Night 2. What's up with that? And he just grins at you, so close up, like, "Do you see my ugly animatronic teeth?"
The first time I heard Funtime Freddy's voice, I was seriously creeped out by it. His voice just sounds so harsh! And when you see him moving towards you on Night 2 - creepy.
Funtime Fredboi: I see you over there in the dark. Come on out.
Bon-Bon the angel: Shh, go back to your stage. Everything is okay.
Me: You don't see anything!

I personally don't think any of the Sister Location characters are scary, but it's so creepy how Ennard is like a bunch of endoskeletons from the other animatronics! People say Ennard isn't scary, but think about it - would you want Ennard in your room? No, I should think not. I haven't seen his jumpscare or whether he actually jumpscares you at all, but I will definitely look it up.
Yep, this definitely has to be the scariest character. I mean, he has that withered look, and that mask just made me think - is he supposed to be in Circus Baby's show? Maybe he got canceled?

Circus Baby
Baby is the scariest because she earns your trust, only to stab you in the back.
She killed a child and then became that child. That's scary, man.
Yes, she looks creepy. She also killed a little girl, which is tragic. She's the cute yet terrifying type of scariness.

Crumbling Dreams is the kind of thing you'd expect in something like Paper Mario: The Thousand-Year Door. It's a cute creepy. Ballora is terrifying, though! At certain points, you can see her slowly pirouetting around you, flanked by those Chucky wannabes. (Is it Chucky?) Also, Spiderman's girlfriend.
The way she moves past you is like a T-rex hunting its prey. I just got chills typing that.
To me, Ballora is the scariest because DANG! Look at those teeth, boy! And her eyes are always closed. Her tiny eyes add to the scariness.

She is honestly the one that scared me the most, with Ennard being second, Freddy third, and Ballora fourth. The reason why is that she takes you by surprise when you forget about her. And don't forget the unavoidable jumpscare at the end of Night 3 after finally getting BonBon! You don't expect that, huh?
You may look at Funtime Foxy and say, "That's not scary at all!" Well, the reason Funtime Foxy is on the list is that you should imagine her using your blood for nail polish. You see now?
This is the most silent animatronic there is, making her very scary in the dark. Also, she seems to shake and glitch out a lot when moving towards you. That's why she is on this list.

Bidybab
The Bidybabs are a pair of small funtime animatronics and antagonists in Five Nights at Freddy's: Sister Location. They are only active during Night 2 and in the Custom Night mode. The duo appears from the Circus Gallery, typically emerging alongside Circus Baby to challenge the player.
Woah... it looked a lot less creepy when it wasn't close up. Just the way they hide behind Baby, with the one on her left opening the mask (see Circus Baby), gives me the shivers already. Then, you have to hide behind a vent/table, which the Bidybabs attempt to ram open. It's almost like something from a horror movie.
The Bidybab is actually really scary.
Her voice lines, though. So creepy...

You're playing as Springtrap BEFORE he gets stuffed. Proof is at the end of the Golden Freddy mode on Custom Nights. So creepy.
Springtrap's face is just really unpleasant. It scares me at night, especially when he jumps out.
