Top 10 Best Legendary Pokemon
The top ten list of the Pokemon series' legendaries.
Mewtwo can beat any Pokémon. As explained in the first movie, he can create a hurricane that can destroy the planet. He possesses very high intelligence. Hence, he was able to rebuild the laboratory with no experience in that subject. He can block a Pokémon’s special ability, which would eliminate a few Pokémon right off the bat, including a so-called creator of the universe. He can control the minds of both people and Pokémon. He took control of Nurse Joy for a few weeks.
His speed is the second-fastest of all the legendary Pokémon, meaning he would likely attack first in most cases. He can learn a vast array of moves, which gives him great coverage. He can create a barrier around himself that reflects all kinds of attacks, as seen in the first movie. In the Pokémon special, he was able to transport an entire lake and a mountain with no difficulty. In the first movie, he was able to erase people's memories of him. Furthermore, he was able to destroy an entire island ...more
Mewtwo might not have some of the skills of Arceus, but this is the top Legendary Pokemon, nor the most multi-skilled. Mewtwo tops this list for numerous reasons:
1. He is the iconic Legendary Pokemon without a doubt.
2. He has one of the best stories of any Pokemon, all that genetic experiments, abuse, and rejection he suffered before taking revenge and growing into a more compassionate Pokemon - it's a great story!
3. He looks the coolest!
4. He is such a complex character. He is an actual character, not just another Pokemon like all the Legendaries - this guy has a real story, the type sentient beings have.
Mewtwo was created by humans. Mewtwo can even destroy psychic-proof force fields. Watch Mewtwo Returns. It's really good and it has Mewtwo's story. Mewtwo is also my favorite Pokemon of all. Just watching Mewtwo Returns made me love Mewtwo at first sight.
He is so loyal to his fellow clone Pokemon. He risked his life to save them and saved a bus. In other content with Mewtwo in it, Mewtwo always is the hero. I don't know why, though, I feel like Mew is going to plan on destroying Mewtwo because Mew only wants one Mew... Just a thought, not a movie or anything.
Mewtwo may be able to beat any Pokemon, but that being said, any Pokemon can beat any Pokemon. Mewtwo can recover because it is still suffering from how humans treated it, so it shut off the rest of the world. The silver water renders Arceus useless, because if the god doesn't have something to counteract it, then Game Freak has a serious problem. Yes, we don't know who would win, but they are equal because they were evenly matched the whole time. For all you know, Arceus can make a hurricane.
Arceus can learn a vast array of moves, plus it can be a physical attacker. Blissey totally walls Mewtwo, while Arceus can Swords Dance past. Arceus can probably transport a whole lake and mountain with no difficulty. Arceus can probably destroy the island and Team Rocket's HQ with barely any of its power.
He couldn't destroy the temple? Have you noticed that as Pokemon movies go on, each Pokemon's power gets smaller and smaller? Mewtwo's too. Look at Regigigas, who is so slow ...more

Rayquaza is the protector of the Earth. Therefore, anything on Earth has to be weaker than him. Otherwise, why would they need his protection? Sure, he's not smart like Mewtwo, and he's not the creator like Arceus, but the fact that he's just a raw, wreck-kind-of guy makes up for all of that. Anything that comes through his ozone layer is destroyed instantly.
Just look at Destiny Deoxys, the movie. Within the first ten minutes of the movie, he disintegrates half of Deoxys' body and then just completely kills him. What else is there to say? He's a rocket dragon that can defend the Earth.
I think Rayquaza is the best legendary Pokemon. It is a genuine legendary referred to as a super-ancient Pokemon. Unlike Mewtwo, who was created by mere humans through artificial means, no one knows who created Rayquaza. All that we know is that it existed far before mankind, as it's stated that Groudon created the land, while Kyogre created the sea.
Rayquaza brings balance to the world when the world is about to be destroyed by the overwhelming power of Groudon and Kyogre. It isn't even using any power to calm them down. It just descends from the sky, stares at those two, and then the fight is over, as easy as blinking an eye. This is evidence of its superior power even among the legendary Pokemon. It flies like a meteor and is so fast that anyone can barely notice it. It confronts two Deoxys at once to defend its territories.
Not to mention how powerful Rayquaza is in the game. It is the only Pokemon that has both 150 Att and SpAtt. With a jolly nature, it can ...more
Basically, Rayquaza is the best dragon. In the new Omega and Alpha, he is boss! This means he is the only Pokemon with a mega evolution (besides Mewtwo, but Mewtwo has two mega evolutions. I'm torn between the two). Not to mention his awesome ability to create winds, wait until the opponent changes the weather, then bam, mega evolve. He fooled my buds when he tried to use Alpha Charizard's mega and tripped him good! Really, besides having great stats, he has 1,000 legs - 1,000! Try fighting an enemy with an endless line of punches. Avoiding him, he has 1,000 chances to land a hit, and I think he'll get it.
Rayquaza is the best legendary, besides Mewtwo. It can learn Extreme Speed, the fastest move in the game, and Outrage, the best dragon move in the game. It can also learn Fire Blast, Ice Beam, Hyper Beam, Thunderbolt (Thunder has bad accuracy, just like Blizzard), and many other moves. Not to mention, you acquire it with an ERASABLE HM! No other Pokémon has that potential. It is the fastest and strongest Pokémon in the series, hands down.

The first time I saw Lugia from Alpha Sapphire on Serebii.net, I thought he looked cool. I was sad that, since I owned Omega Ruby only at the time, I could only get Ho-Oh and not Lugia. Lugia became my favorite legendary and favorite Pokemon in the long shot when I got Alpha Sapphire and captured him at Sea Mauville in the underwater engine room. Lugia is, no doubt, awesome.
He may have done some bad stuff, but after all that, he hid himself underwater so he could not harm any more Pokemon/humans. Lugia could beat Ho-Oh by using any high-power water move like Hydro Pump. Besides, Lugia has a better and cuter design than Ho-Oh. If you don't believe me, go look up the little Lugia from the show/anime called Silver. In fact, I am ordering a rare, tall Lugia plush soon.
I have four moves on Lugia: Aeroblast, Hydro Pump, Fly, and Recover. He has such high defense that it takes multiple hits to defeat him. Once Lugia gets close to fainting, I just use Recover, and it restores about 80% of his HP. I keep repeating this cycle, and it makes my Lugia almost impossible to take down.
Using Lugia is almost unfair. Whenever I play with friends, I have to limit what moves I use just to make it even. This is even when my friends have a full party of level 100's. Lugia is virtually unstoppable and is the best Pokemon. Period!
Lugia has the same ability as Mewtwo, using a psychic shield to block attacks, and its wings are so powerful it creates storms that can last 40 days. It's so powerful it can't go above the ocean. It took on three other legendary Pokémon and won. Plus, it is easily the most loved. The entire Pokémon world came to its aid, traveling thousands of miles to give it help.
If Lugia went toe-to-toe with Rayquaza, Lugia would win, simply on power and cunning alone. Lugia would simply block Rayquaza's attacks using his psychic shield.
Forget all those people who only care about Rayquaza and Arceus. Lugia is better. It has greater achievements. Consider this: which is better? One flap of Lugia's wings can create a 40-day storm and stop three legendary birds whose continued fighting would destroy the world. Rayquaza can merely scream to stop two other legendary Pokémon, one of which created the seas. Rayquaza is incredibly misguided. The creators could have expanded the world. Also, the assertion that Arceus is the ancestor of all Pokémon is a lie! Mew is the true progenitor. This was no contest. Besides, Rayquaza could get easily defeated by Kyurem, just like how Arceus, who defines the term 'cheap', still can't withstand more than three Aura Spheres from Mew or Mewtwo. Long story short, Arceus and Rayquaza are just massively overrated.

Hey, Giratina is the only ghost dragon out there. Mewtwo is WAY TOO OVERRATED, and Rayquaza is very overrated. This makes me dislike Mewtwo and somehow also dislike Rayquaza. Sure, Giratina was a god Pokémon - Antimatter! Antimatter wins over humans, time, and space. Giratina doesn't need to breathe because he can breathe in the toxic clouds in the Reverse World. As shown in the movie, he almost killed Dialga and almost ate Shaymin.
Later, in Arceus and the Jewel Of Life, he is very nice. When he saw Ash, he remembered the good times and calmed down, and he never attacked Dialga again. In Pokémon Generations, he even saved Dialga and Palkia from destroying the world and creating a new one. Arceus didn't even know where Giratina was until Giratina teleported right behind him using Shadow Force. So, oh, come on. Why is Giratina number 4 if this awesome ghost Pokémon is that powerful?
Earth Power, Aura Sphere, Shadow Force, Draco Meteor, and Outrage. Teach it any four of those five moves, and it is unstoppable. Giratina is the best out of the Creation Trio and the best dragon/ghost type there is. It has control over antimatter and the Distortion World. It's even powerful enough to take on Arceus as seen in the anime versions. It's the best Legendary Pokemon ever.
I remember when I first played Pokemon pearl and it was so cool to fight palkia at the top of Mt. Cornet. When I got platinum the same sutscene played but with Dialgo as well. When that portal opens and you go to the distortion world you feel a sense of uncertainty and fear. You finally reach the end and their he is Giratina, neither the hero or the villain he is just Giratina. Vote for Giratina
Giratina can kill anything in the real world because he can just pop the bubbles in his world or create an unstoppable glacier to run down a mountain with ease. He beat the crap out of Dialga, who can control time. How is he not third, you may ask?
This is because Platinum needs a remake, and everyone just thinks of Rayquaza because of the new game.

Dialga was the first legendary I ever got, and I can always depend on him, along with my Empoleon, to do the job at the Elite Four. Even with Cut and Rock Smash, it is good because I kept Roar of Time and gave him Flash Cannon. Its defense is amazing and, being a steel-dragon type, it resists almost every type of move.
The steel balances out the weaknesses that dragon has (for the most part), and the dragon typing also balances out most of the steel weaknesses. It also has amazing all-around stats and can take a hit from even Mewtwo. I can go through the Elite Four and not have it faint. I believe that Dialga should be at least in the top five.
First, Dialga has 11 resistances, the most of any legendary Pokémon. Second, he has only 2 weaknesses, the second least of any legendary Pokémon, after Palkia. Palkia has only 1 weakness but has very few resistances.
Third, Dialga is immune to poison, which is the best immunity of all. True, Giratina has 2-3 immunities depending on his form, but Giratina has few resistances and many more weaknesses.
Fourth, Dialga's Roar of Time is the most powerful attack and can wipe the floor with any other Dragon type Pokémon.
And fifth, Dialga isn't weak to Dragon-type moves, which means he is literally the best and most powerful Dragon type to have, aside from all the other powers which are mentioned above. Dialga could easily beat Zekrom, Reshiram, Palkia, Giratina, and even Rayquaza and Black/White Kyurem, despite Black/White Kyurem having 20 stats more.
He has only two weaknesses: ground and fighting. Also, he possesses extreme physical defense and special attack, making his Roar of Time extremely powerful. If you were to pitch him against the legendaries, he would destroy all the legendary birds.
He could possibly beat Mew depending on its moveset. He would be able to beat Suicune and Raikou, but Entei would have a pretty good chance against him. He would beat Lugia (and let's not even get started on Celebi… or Manaphy… or Phione… or Jirachi)… (ran out of time, will explain more on a different post).
Unlike Palkia, he actually has control over something (time), whereas Palkia just controls space, but what is there to control? Plus, I'm not surprised Arceus didn't make this list because it created Dialga, Palkia, and Giratina just to do his own jobs. I mean, come on, he's lazy!

Ho-Oh is a phoenix. He can easily beat Lugia with Sacred Fire. His special defense is his best stat, and Sacred Fire has a one in two chance to cause a burn. Burn decreases attack, so the opponent will have to rely on special attacks, and he has high special defense. So he is quite good. He is always better than Lugia, and he looks better.
Ho-Oh is the best Fire-Type legendary ever. His Sacred Fire is his special move and can beat Lugia any day in a battle. Fire-type is the most effective, in my opinion, because it is stronger than so many Pokemon.
Another fun fact, Suicune, Entei, and Raikou were created from Ho-oh. They were created to serve him when they were battling something evil. After that, they split up, but the three Johto legendaries still serve their lord Ho-Oh. It's in the actual Pokemon books.
Anyway, Ho-Oh should be in Lugia's place because Ho-Oh is a MUCH better Pokemon! :D
Its Special Defense is so high. Together with Calm Mind, it is very hard to beat. Combined with its Special Attack, it's a VERY powerful opponent to beat.
I love using Ho-Oh against specially based Pokemon, such as Darkrai, because its Special Defenses are really good and keep it in for a few turns.

Kyurem has 2 forms of all legends! Black and White Kyurem was one of Nintendo's best works. I don't care what those detractors say about his forms having "too much detail." I mean, I side with White Kyurem due to only four different weaknesses - well, five technically, thanks to the lame Fairy type Pokemon! So his weaknesses are Fighting, Ice, Rock, Steel, and now "Fairy"? I mean, really, Nintendo? Dragons had already suffered enough. Why make them suffer more?
Normal Kyurem: Meh overall. Really inadequate stats for a legendary, though. 600? Others have like 680!
Black Kyurem: I don’t like Zekrom much, so I don’t really like this guy either. He’s got these big, dumb gorilla arms, a bee butt tail, and some other flaws. 4/10.
White Kyurem: NOW we're talking! Awesome, epic, not overdesigned like Black Kyu, and since it's part Reshiram (and he's awesome), White Kyu is too! 10/10.
This Pokemon is probably THE best Pokemon in the 5th generation, and I think it should have more respect.
It has just about the best special attack of any Pokemon I have obtained, probably even better than my shiny level 100 Lucario, and I'm comparing him at level 81 to that!
Kyurem is a beast… Black and White made him look EPIC! Not to brag, but when fused with Reshiram, he can take a Dragon Pulse, Earthquake, Seismic Punch to the face and not die… Plus, his attack stat + Fusion Flare = dead Mega Aggron. And when he takes out a steel type like that, you can take them all…

Primal Groudon is considered a god in the competitive sphere. It has only one weakness and has access to amazing coverage moves, even moves that could allow it to defeat Primal Kyogre and/or Mega Rayquaza. Primal Groudon is so exceptional that it is the only Pokémon to be banned from the competitive group WHERE YOU HACK (hackmons). Let that sink in. Being banned from a hacking format illustrates just how broken Primal Groudon is. It is a must-have on most Uber-Tier teams out there. Overall, it is one of the best, if not the best, competitive Pokémon out there. It definitely deserves to be in the top 5.
In terms of anime/lore wise, this should be a little bit higher on the list. In game statistics however, it should be in the top 5. Groudon's has a wide varieties of moves it can learn through leveling up, move tutoring, and TMs, making it rather diverse in competitive play and uneasy to read. Groudon's stats should also to be considered as well (well, in primal), with that crazy high 720 base stats (surpassing lord Arceus for god's sake) and having a 180 in attack and a 150 in special attack can make it quite a powerful and dangerous mixed attacker, increasing the diversity of it. With it's primal reversion state, it gained a new typing and ability, fire/ground and Desolate Land, not only does it get a 1.5 stab bonus in it's fire type attacks, it's also neutralized and resist a crap ton of effective to super effective types against it, grass and ice are neutralized and water is nullified due to Desolate Land canceling them out. Groudon is considered one of the best, if not, the best ...more
Primal Groudon is the 4th/3rd strongest Pokemon in the series due to its insane 770 base stats, that means that is surpasses Pokemon like Kyurem, Ho-ho, Lugia and the whole creation trio. In its primal form, it gains the type of fire, which neutralizes Groudon's weaknesses (Grass and Ice), it also has a ability that negates water moves, meaning it's only weakness is ground. This Pokemon's insane flexibility into teams and right stat setup makes it arguably better than Kyogre, one of the main factors is speed, you WANT to devalue Groudon's speed, it's physical defenses and EVed special defense/ special attack make up for that, Kyogre doesn't have the same benefits for devalued speed. With the right setup, Groudon can survive an Ice-Punch from a Deoxys (which is basically a glass cannon).
In Ubers, one of Pokemon's most competitive teams, it's the only Pokemon ranked S-Tier (God tier). The reason is that it keeps check of so many Pokemon due to it's stats, and yes, it's speed ...more
Groudon's weaknesses are Ice, Grass, and Water. Its ability, Drought/Desolate Land, makes all water-type attacks fail. The high defense stats allow it to withstand at least 3 grass/ice moves. Additionally, these types are weak to fire, and both Groudon and Groudon Primal can learn a lot of fire moves, rendering these types as ineffective as Magikarp against Groudon. It truly deserves to be in the top 5, not 13th place.

Palkia has the potential to destroy the entire dimension that houses our heroes and causes massive destruction when it battles with its time-controlling enemy Dialga. Worshiped as a deity, it is tied with its Creation Trio counterparts, Dialga and Giratina, as the second most powerful Pokemon in the entire universe, behind Arceus, due to its massive spatial powers.
Palkia reigns over entire populated pocket dimensions, which he builds and destroys within his own dimension.
Palkia is my favorite legendary ever. He may not be as strong as Arceus, nor is he as memorable as Mew and Mewtwo. He isn't as popular as Rayquaza or Lugia, but he is still one of the best out there anyways. He only has a single weakness, unlike Giratina and Dialga, and his signature move, Spacial Rend, though not as powerful as Roar of Time, doesn't leave him open for a turn, making it a more convenient attack to use.
Even though Palkia isn't as defensive, it just feels like you can get a lot done with Palkia. In Übers, Palkia has always been my star for some reason. I love Palkia.
The Pokedex states that every breath of Palkia makes space more stable. This means that it's technically immortal because its death/destruction would cause all of space and the universe to disappear from existence. It can create or destroy as many universes as it wants, whenever it wants, implying it could create a universe where it is more powerful than any other being.
One of the best Uber Pokemon to ever exist is considered the best revenge-killer of the Uber tier. His dual STAB attacks in Hydro Pump/Surf and Draco Meteor/Spacial Rend annihilate every dragon in the game and hit a lot of other Ubers for painful neutral damage in the rain set up by Kyogre.

Electric and Dragon are the best two types in the game.
Electric has one weakness, ground, and can destroy flying and water types.
Dragon can resist water, fire, grass, and electric, covering all the starter types and the number 1 best type in the game. Dragon is weak to Fairy (damn Jigglypuff), Ice, and Dragon. Since Zekrom is a legendary, it has amazing speed and can destroy a Dragon before the opponent can even attack.
Zekrom looks awesome, has a really good move pool, and combines the best types in the game. Definitely the best legendary Pokemon!
Probably my favorite Pokemon of all time. I love this guy so much. My first Pokemon game I played was Pokemon White. My grandma got it for me, and I instantly fell in love with it. Zekrom to me looked amazing, and I could not wait to get him at the end of the game. He stood by me for so long that it was hard to move to X and Y since I grinded to get him to level 100. But, I figured out how to get him in Omega Ruby/Alpha Sapphire and traded him over from there. I love Pokemon Black and White and will always remember Zekrom as the best Pokemon.
Zekrom is, together with Giratina, one of my favorites. I don't have a real favorite because there are too many awesome Pokemon, but I have chosen Zekrom because Giratina is higher on the list. But I may be the only one here that likes Black Kyurem better than White. That is because Zekrom looks so epic and he is so strong, he could sweep Pokemons in one hit easily. Zekrom really needs more popularity.
He is a force to be reckoned with, I think, especially when he gets combined with Kyurem. Well, you might not like my opinion, but that is what legendary I think is cool, along with its counterpart, Reshiram.

How is it that Yveltal is not up there? It's a powerful Pokémon to begin with. Starting with Bulbapedia facts, this Pokémon's wingspan is bigger than Lugia's. It's the second largest legend! Also, in its Pokédex entry, it takes life. It's like the Hades of Pokémon! Plus, the overall design of the Pokémon is just intimidating by all means.
Now to its typing and special move. Honestly, I think Ghost Flying would work much better based on the description of it. That's just my opinion. Now, the move Oblivion Wing is like the flying type Giga Drain! It's awesome! Not to mention it can learn Psychic, Dragon Pulse, and, I believe, Ice Beam. And for all you Lugia fans, you're probably going to hate me for saying this, but I think Yveltal can kick Lugia's butt any time of the week.
Yveltal is so awesome. It can learn a lot of moves like Sucker Punch, Hyper Beam, Shadow Claw, Dragon Pulse, Focus Blast, Dragon Rush, Sky Attack, Phantom Force, etc. For me, it's the coolest and my favorite! It is cool as well, with those wings, and it is the Destruction Pokémon which is so my kind of Pokémon. It has a signature move, Oblivion Wing, which is good enough and can turn any Pokémon or humans to stone, which is highly indestructible.
This guy is amazing. Not only does he look AMAZING, he also has a great typing - Dark and Flying. On top of that, he has great moves like Oblivion Wing. It does a ton of damage and recovers three-quarters of damage dealt. I have used this guy competitively, and this guy is a TOTAL sweeper! Enough said...
Surprised to see Xerneas up here but not Yveltal. Good advertisement Pokémon, and it sure got me rallied up for the new game. It does seem to have a good type combination. My friend and I thought he was either Dark, Flying, or a Fire type. Most likely a dual type.

Only number 22? Reshiram has a fantastic special attack stat and learns moves appropriate for its amazing Special Attack. It transforms into another Pokemon, and when it emerges from the Light Stone, you can just look at it like it's a god!
And for all of you who didn't know, Zoroark is NOT a legendary!
It has its own game, Pokémon White. Unlike others, it has a good signature move, Fusion Flare, and it has a dangerous move set. This should be in the top 8. Arceus, Mewtwo, Mew, Deoxys, Zekrom, Reshiram, Rayquaza, Darkrai, Genesect, Kyogre, Lugia, Groudon, Ho-Oh, Giratina, Dialga, and Palkia.
Why is Reshiram lower than Zekrom? It is my favorite Legendary Pokémon. Its Blue Flare and Fusion Flare can actually defeat most of the Pokémon. Its type combination is also pretty unique due to the fact that it can resist Ice and Fairy type, unlike Zekrom.
Reshiram is the best legendary Pokemon and should be number 1 on this list - come on! Mewtwo's number 1 and Reshiram is 14! Reshiram is strong and elegant and the best. (Other than Piplup - I mean, only a cruel demon wouldn't like a baby penguin.) Vote for Reshiram!

Kyogre is really cheap because of his combination of Water Spout and Drizzle. What really makes him cheap is the Choice Scarf. Water Spout is his best move, but Thunder is really good too because it never misses. I also teach him Sheer Cold and Ice Beam. The guy who taught him Calm Mind was an idiot because, with my strategy, you can usually one-shot any Pokémon. Kyogre was actually the first legendary Pokémon I ever caught.
I was 2 years old when the 3rd gen came out. But I was still watching Pokémon. Anyway, Kyogre is A BOSS when it comes to battling. It can defeat any legendary Pokémon with ease. Also, Kyogre saved a Manaphy. SO CUTE! Finally, Kyogre is my favorite legendary Pokémon because it is my favorite type, animal, and Pokémon design!
Kyogre is stronger than Groudon and others because, with Drizzle, it can make Pokémon drown, and Groudon (ground type) is weak against water type, so Kyogre has an advantage against others! And let's not forget Sheer Cold!
Kyogre is a gigantic water-type dragon thing. It looks cool and has awesome Pokémon moves. It just needs more love and attention. It needs to be more than just fighting Groudon. It is a great Pokémon. No more comments.

Awesome way to show off 6th gen Pokemon. 3/4 of my wins have been sweeps by Xerneas. It can learn good moves. For example, right now the moves I have taught it are Moonblast (a really good Fairy type move to have), Horn Leech (which can be helpful in situations), Giga Impact (a really good normal type move to learn along with Hyper Beam), and the one electric type move that paralyzes. Someone remind me what it is called.
I love using Xerneas because it just kicks butt. In my opinion, it is way better than Yveltal and Zygarde because it can basically kill them in one shot. Its only weaknesses are Poison and Steel, and it can cover those with Close Combat/Focus Blast and Psychic. Could use better speed though… And a better move than Geomancy…
How is Yveltal above Xerneas? Xerneas beats Yveltal anyway, and it is a Fairy type, making it only weak to Steel and Poison types, which you should be able to cover with your other Pokemon. And it is the Life Pokemon. This Pokemon can give eternal life to anyone, including most likely itself, making it unbeatable.
It reminds me of Cosmos in Dissidia 012 Final Fantasy. The Pokemon of life, elegant and beautiful. Powerful also! It shines as bright as the apparent magnitude of Sirius -1.46. It is probably the most beautiful video game character in history, even more beautiful than Tifa Lockhart, Yuna, or Lightning.

My favorite Pokémon trio is by far the Legendary Dogs. The ideas behind them are amazing. It was difficult to pick just one of the dogs, but I chose Entei as he is seen as the leader. Please vote for Entei, Raikou, or Suicune! Have you ever noticed that Entei is like a super buff Flareon, Raikou is an overpowered Jolteon, and Suicune is an awesome Vaporeon? It gets you thinking that maybe the Legendary Dogs came from Eevees.
Entei is one of the strongest because he can create dream worlds and almost killed a Pokémon, which I am not happy about.
Why isn't Entei number one? He is by far the coolest looking Pokémon and is the strongest Fire-type Pokémon.
Entei has the highest HP for fire types and is the strongest fire type legendary, way stronger than Ho-Oh, defeating almost everything in his way.

Yep, my favorite legendary is articuno, and also my second legendary ever caught.
Standing next to zapdos being the first one I caught.
Now I know about stealth rocks, they ruin everything.
But not Pokemon like volcarona and talonflame.
And I think it's the same thing here.
Now most of you will say mind cold or mind reader plus sheer cold sets.
Well I don't use that set, I use a more defensive set.
Ice beam/Roost/Hurricane/protect.
It's not a bad set.
And if you don't like that, hail with snow cloak might be your style.
It's ability is pressure, which in the long run, is annoying, especially with 5pp moves on your opponent like fire blast.
And it will take a hit.105/125 on defense/sp. Defense is great, and it's hp is 90, so it's fine there as well.
Also thanks to hurricane, it has a special flying move finally.
So don't worry about that area.
It also has ancient power and water pulse if ...more
It may not be the best legendary, but it remains one of my favorite legendaries. I once had to defeat Gary in Pokémon Red with only my level 52 Articuno and with only 2 Hyper Potions (it was my first time going to the Pokémon League and didn't know much). Somehow, I won that time.
It can destroy all the Pokémon on this list because, with its "Mind Reader," its moves never miss, and since "Sheer Cold" misses a lot but kills instantly, it kills Pokémon in one hit without missing!
Actually, people do not think that Articuno can compete with Pokémon like Groudon, but it can. It has powerful attacks like Blizzard, from which it can defeat Pokémon like Groudon.

Suicune is one of the strongest land Pokemon ever. Its special defense and defense can back it up in a battle against others. Even back then, when Suicune was in Crystal version, it was the strongest in that game. It's not only strong defensively but beautiful too.
Ash: Pikachu, let's find a legendary.
Pikachu: Pika Pi!
A wild Suicune appeared.
Ash: Oh great! My first legendary! Once I catch this Pokemon, I'll finally beat Gary! OK, Pikachu, Thunder Bolt!
Pikachu: Pika-chu!
Suicune dodge it. Then it used Bubble beam.
Ash: DODGE IT! Use Discharge!
Pikachu: Pika!
Suicune hit it back with Bubble Beam, Then it used Toxic and poisoned Pikachu. Ash didn't have any potions and then Pikachu was defeated.
Ash: NOOO!
Ash ran to the Pokemon Centre to get Pikachu fixed. Nurse Joy fixed him and after that, they went back to that place where they battled Suicune, but Suicune must have ran off, meaning that they were to never, ever see Suicune again.
I love it. It's so magical, and its shiny form is the best! It looks so much like a pure Pokemon, and that's what it's meant to be like! A pure, crystal clear, magical water dog. I just think legendaries should purely represent what they are, like Suicune being a magic water dog, or Jirachi looking just like a wish Pokemon. I love it so much and appreciate how well it's designed.
I think Suicune is the prettiest and most awesome Pokémon. It has powerful ice moves, and it is the legendary dog that receives the most attention in the movies. Overall, it is just the coolest.

My first legendary sweeps through the rest of Let's Go Eevee. Still incredibly useful even now that I'm champion.
Probably one of the coolest looking, as well as the most powerful Pokémon there are!
I don't need to write a paragraph about this guy. I just like him, and his type.
It cannot be attacked by ground-type moves.

Moltres has really good stats. It may need a bit of help against Articuno, but it also has some really epic moves. Use Fire Blast, and you'll see what I mean. In my opinion, the three Legendary Birds are the best legendaries ever.
Dude, it looks like those squawkin’ chickens that caught on fire... Of course, it’s my favorite Legendary!
I like Team Valor, and Moltres is a fire bird. How are Zapdos and Articuno better?
Moltres is amazing. I love her wings.

Shoot, it's Lunar Lady! Wait, I brought my Magnezone! Hmm… Well, I have a Lightning Bolt for you!
I got Moon because Lunala is awesome. I beat up dark types with this beast.
Gotta love the emo baby.
Because it looks cool.

It is in the OU tier, and Suicune and Entei are in the UU tier. That should tell you something on its own, but I really hate how overrated Entei is. I wish that people voting would actually be playing competitively, or at least knew what they were talking about. And don't even get me started on Charizard...
This is one of the fastest land Pokémon ever. Very strong and an excellent hunter. By the way, you might have missed it, but the last mystery gift on Pokémon Heart Gold and Soul Silver was a shiny Raikou. Have a look and see if it is still available.
Raikou is a straight-up badass. He has speed, attack, Sp. Def, and Sp. Atk. He can beat Suicune and Entei together. He's also too damn badass to have a movie. If he did, he would destroy Ash and the world.
Come on, people. Raise him higher than 22. Such an awesome Pokémon.

Dear thetoptens.com,
Zygarde should be in second place because he has the power of both Xerneas and Yveltal. He can protect the whole Pokémon world from destruction with his power. I'm saying he's male because all the Kalos main legendaries are male (Xerneas, Yveltal, and Zygarde). I know everything about Pokémon because I'm the best Pokémon trainer in the universe.
Sincerely,
Anonymous.
Zygarde is the most powerful Pokémon in Pokémon history. Why is he here? He's the greatest. He's the best. He is twice the Pokémon Mewtwo is!
Gee, Zygarde deserves more credit. Take a look at it. It's cool. It's weird. It's... weak. Why make it weak? I bet when Pokémon Z comes out, Zygarde will get a mega evolution or something like that to make him at least as strong as Xerneas and Yveltal.
This should be in the top 10 because its complete form has a base stat total of 708. It is said that its complete form is more powerful than Xerneas and Yveltal.

I just love Latias. It's cute and my favorite legendary, as well as Latios! It has an awesome type combination of Dragon/Psychic, pretty sick moves, and I love how Latias can turn invisible.
How the hell did one of the best Pokemon in the Pokemon universe end up here? Latias is amazing and a really cute Pokemon, but it seems you don't know what good Pokemon are.
Latias is my favorite Pokemon! It should be first! Those eyes are irresistible!
Did you see the Latias and Latios movie? It's because it says it's the protector of the land somehow, but Latias is really cool!

When you battle Groudon in Omega Ruby, send out Latios because you are resistant to fire and have Levitate, so ground moves won't affect you. It also resists water, unlike Latias in Alpha Sapphire.
It was so sad how that Latios died in Pokémon Heroes because of Annie and Oakley. Call me a wimp, but I watched when I was a little kid and I cried.
Years later, I end up with an Eon Ticket, and it takes me to Southern Island again so I can catch Latios. The Eon duo is again reunited.
Latios is the coolest Pokémon ever! It has high attack, and it's a Psychic Dragon Pokémon, two of the strongest types in Pokémon. It is blue and looks so cool. It should be much higher on the list!
I like blue better than red. It had a tragic death in its movie, though.
