1 Bill Cipher (Gravity Falls)
Bill Cipher is a triangular dream demon formerly existent only in the mindscape who wished to gain access to the real world. He has been running amok in Gravity Falls, Oregon since being summoned by Stanford Pines over thirty years ago. He is known for his mysterious demeanor and sadistic humor. He is the main antagonist of Gravity Falls, although he doesn't play a central role in the series until season 2. Gravity Falls my favourite TV show of all time. But didn't have to create a phenomenal villain that is the best or one of the best character of Gravity Falls. But Disney did it anyway. Bill is both hilarious and pure nightmare fuel, his lines are extremely memorable. Alex did an outstanding job on Bill's voice. I admit Bill is my all time favourite villain. But it's a shame we won't get season 3.
He is both hilarious AND absolutely terrifying, often at the same time. He is absolutely powerful. We always love when he's on screen and consistently want more of him but also can't wait until he's defeated. You always feel his presence, even before he's introduced in the show, and you know he could be watching at any time. He actually ends the world, and always seems threatening through the whole thing. A damn near perfect villain
A rare cartoon villain that is both hilarious but terrifying at the same time. Most cartoon villains tend to either be funny but pathetic or intimidating but serious. Bill happens to be both and he's such a joy to watch. Alex Hirsch's voice for him is absolutely perfect too.
Om the beginning I hated Bill, mostly because he was the antagonist and that' s what you do. But as the show progressed, I betale more and more intrested om Bill. He is truly a masterpeice of a character, all his lines are gold, and he deserves a high spot on this list.
2 Aku (Samurai Jack)
Aku is a fictional character and the main antagonist of Samurai Jack, an American animated television series created by Genndy Tartakovsky for Cartoon Network. He fought the old gods and nearly ruled the Universe. After his initial defeat, he landed on Earth and proceeded to kill humans for centuries before he conquered the planet. He sent the only man who could stop him, Jack, into the future to witness what centuries of suffering looks like under his rule. He has unlimited power, strength, and knowledge, yet still gets pleasure from seeing others, especially Jack, fail. Did I mention is literally the physical manifestation of Evil? Black, takes all shapes and sizes, and he shoots laser beams from his fiery eyes.
You have a cool looking character with an awesome voice actor. and damn Aku is supposed to be a figure of fear but he just makes me laugh every time he is hilarious
Literally only all the good and justice of the world can kill him, that is a true villain weakness.
He's powerful, sarcastic, funny, and a smartass. Who couldn't love him? Oh right, Jack
3 Skeletor (Masters of the Universe)
Skeletor is a fictional character and the main antagonist of the Masters of the Universe franchise created by Mattel. Skeletor is a no brainer for me. I mean the dude is awesome, and I say that as someone born after the original MOTU cartoon series had ended. I grew up with the mostly hated New Adventures of He-Man series. Still the original Skeletor is so iconic that even though I like many cartoon series more than MOTU I would still put Skeletor at number 1 of any Top Cartoon Villain list. Where's Mumm Ra by the way? He's definitely Top 10 material.
He can still use facial senses despite having his face burned off with acid.
4 Megatron (Transformers)
Megatron is a character from the Transformers franchise, created by Hasbro in 1984, based on a toy design by Takara. One shall stand one shall fall! I love Megatron so much! He is awesome and amazing!
5 Azula (Avatar: The Last Airbender)
Princess Azula is a fictional character and antagonist of Nickelodeon's animated television series Avatar: The Last Airbender. She is voiced by Grey DeLisle Griffin. "That's a sharp outfit, Chan. Careful, you could puncture the hull of an Empire-class fire nation battleship, leaving thousands to drown at sea. Because, it's so sharp."

6 Chris McLean (Total Drama Island)
Chris McLean is a fictional character from the Total Drama Island series as the official host who makes the campers perform a series of challenges for immunity ranging from often humiliating to dangerous. Chris is funny and amazing as a bad guy anyway it makes me less hate him as a person.
He's not a villain, he just enjoys torturing the contestants...

7 Frieza (Dragon Ball Z)
Freeza (Pronounced "Frieza" in the Funimation dub) is fictional character in the Dragon Ball series by Akira Toriyama as the primary antagonist of the Freeza Saga. He is a galactic tyrant who governs the Planet Trade Organization and is feared by the universe for his sadistic and brutal nature. He is the series's most personal and significant antagonist, being responsible for many of the series' events, most notably Goku's transformation into a Super Saiyan. 8 Slade (Teen Titans)
Slade is a fictional incarnation of the character Deathstroke in the American animated series Teen Titans and is the archenemy of the Teen Titans, who wants them destroyed for his own unknown reasons, and is the main antagonist of Season 1 and Season 2; He appears as a vision in Season 3, returned only as a loyal and devoted minion of the mighty demon Trigon in Season 4, he also makes a small appearance in the final episode of Season 5 "Things Change." He also appears as the main antagonist of Teen Titans Go to the Movies. He was voiced by Ron Perlman and Will Arnett. He is also the arch-nemesis of Robin. He is pretty bad if you ask me, and always a step ahead. He is even able to 1) see through Robin's plot to be a fake villain and 2) force Robin to be an apprentice. He also gets some cool powers, and shows himself up to evil incarnate during season 4.
He deserves at least the third spot.He is the definition of a great villain. His evil plans are elaborately planned and at times even we feel it may be too much for the titans to handle.He haunts them even in their minds.A mysterious and well-written villain in my honest opinion.

A realistic Disney villain. That makes him more threatening than the sorcerers and witches that plague most Disney movies, because we know there are some real people like him. He is also very similar to Sweeney Todd's villain Judge Turpin, right down to lusting after a teenage girl.
