He is both hilarious and absolutely terrifying, often at the same time. He is incredibly powerful. We always love when he's on screen and consistently want more of him but also can't wait until he's defeated.

You always feel his presence, even before he's introduced in the show, and you know he could be watching at any time. He actually ends the world and always seems threatening through the whole thing. A damn near perfect villain.

Gravity Falls is my favorite TV show of all time. They didn't have to create a phenomenal villain that is the best or one of the best characters in Gravity Falls, but Disney did it anyway.

Bill is both hilarious and pure nightmare fuel. His lines are extremely memorable. Alex did an outstanding job on Bill's voice. I admit Bill is my all-time favorite villain, but it's a shame we won't get season 3.

2 Aku (Samurai Jack) Aku is a fictional character and the main antagonist of Samurai Jack, an American animated television series created by Genndy Tartakovsky for Cartoon Network.

He fought the old gods and nearly ruled the universe. After his initial defeat, he landed on Earth and proceeded to kill humans for centuries before conquering the planet. He sent the only man who could stop him, Jack, into the future to witness what centuries of suffering looks like under his rule.

He has unlimited power, strength, and knowledge, yet still gets pleasure from seeing others, especially Jack, fail. Did I mention he is literally the physical manifestation of evil? Black, takes all shapes and sizes, and he shoots laser beams from his fiery eyes.

He is pretty bad if you ask me, and always a step ahead. He is even able to 1) see through Robin's plot to be a fake villain and 2) force Robin to be an apprentice. He also gets some cool powers and shows himself to be evil incarnate during season 4.

He deserves at least the third spot. He is the definition of a great villain. His evil plans are elaborately planned, and at times, even we feel it may be too much for the Titans to handle. He haunts them even in their minds. A mysterious and well-written villain, in my honest opinion.

4 Skeletor (Masters of the Universe) Skeletor is a fictional character and the main antagonist of the Masters of the Universe franchise created by Mattel.

Skeletor is a no-brainer for me. I mean, the dude is awesome, and I say that as someone born after the original MOTU cartoon series had ended. I grew up with the mostly hated New Adventures of He-Man series.

Still, the original Skeletor is so iconic that even though I like many cartoon series more than MOTU, I would still put Skeletor at number one on any Top Cartoon Villain list. Where's Mumm-Ra, by the way? He's definitely Top 10 material.

He can still use facial senses despite having his face burned off with acid.

5 Shredder (Teenage Mutant Ninja Turtles) Oroku "The Shredder" Saki is a fictional character in the Teenage Mutant Ninja Turtles comics and all of its related media.

One of the ultimate martial arts villains. He is just unstoppable in the live-action Teenage Mutant Ninja Turtles movie.

6 Megatron (Transformers) Megatron is a character from the Transformers franchise, created by Hasbro in 1984, based on a toy design by Takara.

One shall stand, one shall fall! I love Megatron so much! He is awesome and amazing!

7 Azula (Avatar: The Last Airbender) Princess Azula is a fictional character and antagonist of Nickelodeon's animated television series Avatar: The Last Airbender. She is voiced by Grey DeLisle Griffin.
8 Chris McLean (Total Drama Island) Chris McLean is a fictional character from the Total Drama Island series as the official host who makes the campers perform a series of challenges for immunity ranging from often humiliating to dangerous.

Chris is funny and amazing as a bad guy. Anyway, it makes me less hate him as a person.

I love how he counts as a bad guy!

He is the best. He is also animated. He should be number one!

He manipulated and verbally abused his kidnapped son, Quasimodo, burned down huge buildings, groped Esmeralda, and attempted to burn her for being a gypsy and "witchcraft"! All in the "name of God"! Ironically, at the end of the movie, he falls into the pits of hell! That's what I call a villain!

A realistic Disney villain. That makes him more threatening than the sorcerers and witches that plague most Disney movies because we know there are some real people like him. He is also very similar to Sweeney Todd's villain Judge Turpin, right down to lusting after a teenage girl.
