1.) Sid isn't a true villain because he didn't know the toys were alive until they get their revenge on him. Plus, I think he did what he did because he had no friends, an overactive imagination, and bad parents.
2.) He does change greatly over the years and becomes a garbage man when he grows up. He looks better, seems better, and seems to be very happy with his job. It's theorized that he became a garbage man to save toys that have been thrown away.
I think Sid was more misunderstood than evil.
