By elegant, I mean is that they have a smooth, fitting, gentle appearance. And.. you can't just beat the elegant appearance of most water pokemon.
The Top Ten
1 Primarina
2 Serperior Serperior, known in Japan as Jalorda, is a Pokémon species in Nintendo and Game Freak's Pokémon franchise.

Serperior is beautiful. Don't even try to argue. She/He is the best. Graceful and elegant (I don't care if I don't really know what elegant means. I think it is kind of what graceful+beautiful equals.) With a name that could rule the world and a magical look, I don't see how Serperior couldn't take #1.

This pokemon looks beautiful and elegant. I love the snivy evoloution, snivy is my favourite pokemon and serperior is 2nd. Together, they look like things to rule the earth.

With a name that proclaims its superiority over others and the looks of a dignified royal it's hard to pick anything else.

Serperior is elegant and a powerhouse. Its previous forms are all in the top 30. Ya don't see Ralts there!

3 Xerneas Xerneas is a fictional creature in the Pokemon Franchise. Introduced in Gen 6, it is a legendary Fairy type Pokemon, and the mascot of Pokemon X. Classified as the Life Pokemon, Xerneas has the ability to give eternal life, which occurs when the horns on its head shine in seven lights. When its life more.

According to the Pokedex, Suicune is capable of purifying bodies of dirty water wherever it goes. It is part of the Legendary beasts trio revived by Ho-Oh after they were caught up by the fire in the Brass Tower after it being struck by lightning.

Suicune is just the manifestation of elegance in every way. The swirling ribbon like tails swirling around his body and the cape like purple mane says it all.
Go Suicune!

This legendary just fits to be in number one. It's pleasant design is just so amazing and smooth and even moves gracefully in the anime.

Suicune is awesome, but I want to point something out, what IS that on it's head? I don't care because it awesome!

A creature of pure majesty. The flowing purple mane, crystal blue fur, white ribbons, did I forget anything?

9 Dawn Wings Necrozma
10 Gardevoir Gardevoir is a third-generation Pokémon species originally introduced as a Psychic type creature in Pokémon Ruby and Sapphire in Nintendo and Game Freak's Pokémon franchise.

Gardevoir's slender form, gentle curves, and simple sweeping lines were the first thing I thought of when I saw this question.

Gardevoir is so beautiful. Even the was she moves, it's as if she was gliding on ice skates!

It looks like a woman wearing a ballroom gown, and with its red attractive eyes and hair ( if it is hair :D) you will even be more amazed in its mega evolution.

Gardevoir is the definition of pure! She's elegant, gentle, and warm-hearted.

The Contenders
11 Milotic Milotic, known in Japan as Milokaross, is a Pokémon species in Nintendo and Game Freak's Pokémon franchise.

The Queen of Sirens. She defines Beauty and Elegance. Her eyes and the red eyebrows really makes her queenly. Proud and powerful yet calming and graceful.

I want this Pokémon so badly. Its beautiful colors and design... this should be #1! While I do understand why Serperior is #1, since I have admired it for its elegance a while back, I think Milotic is the true queen.

It resembles like a serpent, but with it's cream colored body followed by an amazing elegant tail, you are sure to be awed.

Beautiful.I won beauty contest spectacular master class 5 times with my milotic. she's super strong too. if you get a milotic I promise you won't regret it!

12 Ninetales Ninetales, known in Japan as Kyukon, is a Pokémon species in Nintendo and Game Freak's Pokémon franchise.

A fox-like creature, but bigger, is great enough. But a fox-like creature with eight more tails that in should, and more fluffy? Have to vote this one, can't believe it's not #1.

Ninetales is the most elegant Pokemon around and it was the first Pokemon to look elegant. It by far the most elegant Pokemon ever created.

It's narrowed eyes, slender body, long and flowing hair, and swishing tails are the epitome of elegance.

If Ninetales isn't the definition of elegance, I don't know what is. And don't forget its Alola Form!

13 Espeon Espeon, known in Japan as Eifie, is a Pokémon species in Nintendo and Game Freak's Pokémon franchise.

Espeon is beautiful and elegant... the move Dazzling Gleam really fits it... it is dazzling...
It's my favorite Eeveevolution, and I'm not going to put any insulting comments because I HATE it when people do that...
Anyways, it's my favorite and in my opinion the most elegant and graceful one (I like Glaceon, too).
Ooh and it's the first Eeveevolution on this list!

It's pleasing lavender coat and glowing eyes followed by a red gem on its forehead is just something to look at.

Very sleek and smooth appearance and appealing colours, a very beautiful and elegant Pokemon.

14 Dragonair

A beautiful, elegant dragon- snake. A nice shade of blue and a white horn that shines under the sun... one of my favorite Dragon types, I even have a stuffed animal/ plushie of it!

Sky blue scales, dazzling dark-violet eyes, with glossy indigo orbs. It even comes from the original generation- Kanto! Is that not elegant?

Dragonair is very slim and shiny. She is just the best, and to top it all of... She is a pure dragon type.

It just looks very pleasant to the feeling, that's how it got this spot.

15 Magikarp Magikarp, known in Japan as Koiking, is a Pokémon species in Nintendo and Game Freak's Pokémon franchise. It resembles an orange fish with whiskers. It was created by Ken Sugimori, Magikarp first appeared in the video games Pokémon Red and Blue and subsequent sequels. It is a water type that evolves into Gyarados at level 20.

Magikarp is the epitome of beauty, just how can you dislike its protruding mouth and thick scales? Ima submit magikarp to 'Sexiest women of all time'

If you aren't voting for Magikarp, your obviously missing the beauty of SPLASH. This Pokemon is beautiful... 10/10 would love

Pray to god Magikarp or he will use Z-Splash on you. So elegant in it's beauty.

No way is that thing elegant.
Ninetales on the other hand...

16 Absol Absol is a fictional creature in the Pokémon franchise. It was first introduced in Pokémon Ruby and Sapphire. It later gained a Mega Evolution in Pokemon X and Y and Omega Ruby and Alpha Sapphire.

Its light color palette and the design of Absol feels sharp and dangerous, but also elegant and calming. It's a combination of power, and elegance. It's beautiful but powerful.

This regal, elusive, and stunning Pokémon should definitely get a higher spot in my opinion. The mystic white fur, intimidating claws and horn, and mesmerizing crimson eyes truly make Absol a queen in the majesty category.

It's elegant evilness returns that haunting gracious mystery wrapped up in its soul. It's certainly something to look at.

It's so beautiful, one of my favorite color schemes, and overall one of my favorite pokemon.

17 Glaceon Glaceon, known in Japan as Glacia, is a Pokémon species in Nintendo and Game Freak's Pokémon franchise.

So elegant looking with its icy blue fur, beautiful and bold design, sleek body, and the " dangles" and "gems" on its head. It just looks beautiful and sleek.

Looks like a Pokemon that finally had a hairstyle other than Boufallant (if that'show you spell it). It's sleek and blue coat makes it a elegant ice type.

Come on its to be higher than anyone on this list! it's so terribly beautiful.. play with it on pokemon amie for while and watch you will change your mind

The best! why glaceon lower than magikarp? it so elegant I could play with it all day

Why all the way down here?

24 Roserade

I think Roserade has a very cool, handsome elegance to it. Maybe it's because of the roses or the mask-like thing around its eyes, but it's really charming and relaxing to look at for me.

Roserade's reminds me to the carnival of venice, isn't Italy fantastic?!

Fantastic. One of my favorite pokemon.

This elegant femme fatale not only rocks the contest scene but also every battle she's in

25 Rapidash Rapidash, known in Japan as Gallop, is a Pokémon species in Nintendo and Game Freak's Pokémon franchise.

A flaming horse is just heating things up with a cream colored body. It's awesome yet elegant-looking appearance is just fine.
