Emperor Palpatine is the reason these villains are so evil. He brainwashed some of them, like Darth Vader, to do his bidding. He betrayed his people for the dark side.
He killed his own Master, Darth Plagueis, in his sleep. Only pure evil bastards without a conscience do that.
If Palpatine wasn't a Sith, then almost all of these other villains would be good people.

Maul warned Ahsoka about Vader, knowing the Jedi were going to fall. He wanted to help, but she declined, saying she didn't trust him yet. She wanted him to join her, but he said he couldn't.
He warned the Jedi about Palpatine, but they didn't listen. After that, he wanted to kill both the Jedi and the Sith.
In The Clone Wars, he killed most of Obi-Wan's loved ones and kept him alive only to cause him pain.

I'm surprised he's so high up, but then again, he turned against Luke. He's the angry villain while Darth Vader is calmer, so it's no surprise he's above him. Kylo Ren is also more driven by power.
Kylo Ren didn't even regret killing his father, and as of The Force Awakens, he has no reason for being evil.
I know he is Darth Vader's grandson, but he should not have killed his father.

More evil than Maul. After all, Maul tried to stop Palpatine and his plans.
Savage is worse than Maul, but Maul lasted longer. Still, Savage should at least be in the top 10.
Savage should be ranked higher. He is more evil than his brother, who is number four.
