Palpatine Sheev Palpatine (also known by his Sith identity Darth Sidious and publicly as Senator Palpatine, then Supreme Chancellor Palpatine, and later Emperor Palpatine) is a fictional character and one of the primary antagonists of the Star Wars franchise, mainly portrayed by Ian McDiarmid.

Emperor Palpatine is the reason these villains are so evil. He brainwashed some of them, like Darth Vader, to do his bidding. He betrayed his people for the dark side.

He killed his own Master, Darth Plagueis, in his sleep. Only pure evil bastards without a conscience do that.

Palpatine is the dark side of the Force incarnate.

Everyone knows not to mess around when he's nearby, and he keeps everything in order. He also destroyed Leia's home planet and made the Grand Inquisitor kill Aresko and Grint for failing.

I'm surprised he's so high up, but then again, he turned against Luke. He's the angry villain while Darth Vader is calmer, so it's no surprise he's above him. Kylo Ren is also more driven by power.

This figure of pure evil tried to turn Echo into a machine, make him betray his brothers, and take control of his mind. He deserves to be number one on the list of most evil characters for sure.

He kidnaps people and uses them as test subjects.

He tried to turn the clones against each other. He should be ranked higher.

Riff Tamson
Savage Opress Savage Oppress is a fictional character who appeared in the animated series Star Wars: The Clone Wars. Oppress was the secret apprentice and of Count Dooku and brother of Darth Maul. He is voiced by Clancy Brown.

More evil than Maul. After all, Maul tried to stop Palpatine and his plans.

Savage is worse than Maul, but Maul lasted longer. Still, Savage should at least be in the top 10.

Savage should be ranked higher. He is more evil than his brother, who is number four.

Cad Bane is the third most wanted bounty hunter, which should place him much higher on the list.
