Minato Namikaze, known as Konoha's Yellow Flash, is a legendary shinobi who became the Fourth Hokage of Konohagakure. He died sacrificing his life during the Attack of the Nine-Tails in Konoha to seal half of the demon in his son, dying heroically in the process.
He is also known for his speed, faster than Shisui the Teleporter. Even Tobirama can't keep up with him. He died of the Nine-Tails Fox attack alongside his wife, Kushina Uzumaki.
According to Naruto Shippuden, he is the strongest Kage in history. Unless anyone can match his speed, how can Hashirama beat him? He defeated both the Nine-Tails and Obito in the same battle easily, as those are toys to him.
Also, he is a "perfect sage", and even nature energy is unable to match his speed. That much great he is, the strongest Kage.

To be honest, by the end of the manga, Naruto is easily the strongest. He was already acknowledged by Tobirama to be on par with Hashirama. He even received Asura's blessing from Hagoromo and synced with all nine tailed beasts after that. Not to mention, he also learned Minato's body flicker (and probably more in the latter years).
Naruto is stronger than Hashirama or Minato. He is a legend. People are a bunch of idiots for not considering him easily above Hashirama. The First Hokage himself admitted that Obito's Ten Tails was stronger than him. Naruto with Six Paths Sage Jutsu is stronger than Obito. Get it.

Tobirama Senju (Second Hokage)
Tobirama Senju is a fictional character from the manga and anime franchise Naruto, created by Masashi Kishimoto. He is the younger brother of Hashirama Senju and the Second Hokage of Konohagakure. Tobirama is known for creating several important techniques and institutions within the village.
Tobirama was the first shinobi who developed Space-Time ninjutsu. He named the technique Flying Thunder God. This allowed Tobirama to blitz most of his enemies. It is a great counter to the Sharingan, so it became Tobirama's specialty.
He also was the first one to invent the Shadow Clone, and he invented the Reanimation Jutsu, which brings the dead back to life. So, he deserves the top 3.
Tobirama is badass. He definitely deserves to be higher on the list. He created the Shadow Clone Jutsu and the Flying Raijin. I also think his appearance looks really cool. I was disappointed that he did not get that much screen time and backstory like the other Hokage.

Hiruzen was to be the second "God of Shinobi" at his prime and was acknowledged to be as powerful as Hashirama in his prime. Able to control all five chakra natures, he has mastered all Konoha jutsu, even the forbidden ones. He was the longest-living Hokage in the Hidden Leaf Village. He died in a fight with Orochimaru.
You have to keep in mind that when Hiruzen battled the 1st and 2nd Hokages, Orochimaru did not perfect the Reanimation Jutsu. So, the first and second were at most 25% strength.
He is so old and still moves so fast! He almost beat Orochimaru and the first and second Hokages. Sorry about my grammar.

A (Third Raikage)
He chopped off all of the Eight-Tails' tentacles and is said to be the only one able to fight Tailed Beasts hand-to-hand.
Impenetrable defense and the best offense. He is the best. The only reason why he died was because he killed himself with his spear.
How is he not on the list? If anything, he is first due to his great defense and even better offense. His strength is unbelievable.

Tsunade Senju (Fifth Hokage)
Tsunade is better than Kakashi. She improved the medical facilities of the village to a great extent, which led to more healthy shinobi. For example, she healed Rock Lee and Choji (during Sasuke's recovery mission), among others. She even turned Sakura into something useful, which Kakashi couldn't.
She has vast knowledge not only of medical techniques but of other areas as well. Kakashi has one jutsu, i.e., Chidori, and others are derived from the Sharingan from Obito. Tsunade has achieved so much on her own, like summoning a giant slug, super strength, and the 100 Healing Jutsu (which I think is superior to Chidori).
In the fight of the Kages vs. Madara, all of the Kages would have been dead if Kakashi was there instead of Tsunade. She is the best medic ninja, strongest kunoichi in the Naruto world, and one of the legendary Sannin. Even Orochimaru once said that one punch from Tsunade is all that it takes for death.

Gaara (Fifth Kazekage)
Gaara is a fictional character in the Naruto manga and anime series created by Masashi Kishimoto. He is the jinchūriki of the One-Tailed Shukaku and possesses the ability to manipulate sand, which he stores in a large gourd carried on his back. Gaara later becomes the Fifth Kazekage of Sunagakure.
Not only is his sand versatile for both offense and defense, but Gaara is also just the superior character. He's young but he's already at the level of a Kage, which is impressive by itself. Moral of the story - I love Gaara.
He's very young yet he is able to hold his ground against the strongest people. Now just think of how much stronger he can be in a couple of years or so.
Gaara's power was mistaken for Shukaku, and he was able to defeat the 4th Kazekage and helped fight the 2nd Tsuchikage and Madara.

Kakashi Hatake (Sixth Hokage)
Kakashi is my favorite of all Naruto characters, but I have to admit some of them are stronger. But you'd have to be insane to say Kakashi's weak.
1. Created the Chidori. Some people forget that Sasuke didn't always have Chidori. Kakashi's the one who made it, and even if he can't use it anymore, that's no excuse to give all the credit to Sasuke.
2. He set records untouched to this day with shooting up the ranks as a ninja. He became a genin at age 5, which is sooner than Sasuke or Naruto. He became a chunin at age 6, which is again, sooner than Sasuke or Naruto. And he became a Jonin at age 10 (or age 13? I get confused), which is again, sooner than Sasuke or Naruto. He became an ANBU captain at 14 or 13. At that time, Naruto was still a genin, and Sasuke was riding around with Orochimaru and the Akatsuki.
3. He copied over a thousand jutsu. Really! Kakashi knew how to handle his (or Obito's) Sharingan better than most Uchiha!
4. Awakened the Susanoo. Once again in the 4th great shinobi war, teacher outshined student.
5. He had one of the hardest and saddest backstories in the entire franchise. His mother died when he was little. His father committed suicide. Obito, his teammate, "died". Then he killed his other teammate Rin. It was an accident! Then his sensei died. If that wasn't enough, he spent years in the ANBU where he was turned into a ruthless killer. He felt responsible for the Uchiha massacre because he couldn't reach out to Itachi, so he blamed himself. But through it all, he never turned evil.... read more

Onoki (Third Tsuchikage)
He has Dust Release, which can turn people into dust. He almost killed Sasuke, but Madara stopped it, and he can make him and others fly.
When the five Kage fight Madara, he is the one that Madara fears the most and tries to get rid of. Also, the fact that he is really old (only the Third Tsuchikage and Konoha, Suna, and Kiri are on their fifth Kage) but is still a beast (he's older than Hiruzen).

Mei proved to be more open-minded than the other Kage, as she had shown respect and was willing to listen to Gaara at one point, even defending him from the Tsuchikage's disrespectful behavior. She often ends her sentences with "kudasai," which translates roughly to "please."
Mei Terumi is a very skilled kunoichi. She also had a Kekkei Genkai like Lava Release and Boil Release. In the anime, she showed Water Style Jutsus. Using her Boil Release, she could melt the Susanoo ribcage of Sasuke in the Kage Summit. She could also minimize the acidity of her jutsu so that it would not leak out to the other Kages.
