Madoka was a god and Homura 'dragged' her from heaven. She rewrote the universe and became the new god, an embodiment of Love, like Madoka was with Hope. A witch could make a labyrinth the size of a building, but Homura, with her soul gem filled with Love instead of despair, made a labyrinth the size of the universe.
I honestly think Homura is awesome, fueled by emotion. She is very powerful, even with a small fraction of Madoka's power.
She ruined Rebellion for me, but yeah, I can't deny she's the strongest... or for now at least. Madokami probably has a chance to overpower her in the next movie since it's shown that part of Madoka still exists.

Madoka Kaname

Homura just had the ability to seal her memories and thus her abilities.
I'm referring to the Madoka in the first timeline, where Homura hasn't traveled through time and given Madoka so much cosmic karma. Not much is known about her, but I put her below Kyōko due to her being a new and inexperienced puella magi in that timeline.
What the hell is Devil Homura doing in first? She only took a fraction of Madoka's power!

They couldn't even beat it. They just avoided the situation by having Madoka become a god.

Sakura Kyōko
She's quite experienced, is the fastest magical girl, and seems to be the one with the most brute force as well. In the drama CD, Kyoko defeated Mami. Kyoko's secondary power is only heard in this drama CD. It was originally described in a Megami interview as something that didn't make it into the anime: Because she got her wish of "getting people to listen," which in fact was something like charming or hallucination, she got the magic power related to those things.
However, because she lost her family, she totally negated those powers with her subconscious mind. As a result, she fought only with the magic power she learned later. So her current power in the anime is just a portion of her true power. Furthermore, although it was mentioned in an interview that Mami was the strongest of the three, various battle scenes through various media have consistently proven that Kyoko is the strongest.
