Although Levi is quite short in the Attack on Titan series, I do agree that Levi Ackerman is one of the strongest characters. When he was first shown slaying a titan in Season 1, he did it flawlessly. I agree with comments that state that Levi proves size doesn't matter. Even though he always has a cold and serious face, he still has feelings beneath all that seriousness. This is exactly why Levi Ackerman is my all-time favorite AoT character.

Sure, he is not that physically strong, but we all know for a fact that he is very strong mentally.
He is the Colossal Titan and listed 16th? LoL. Without a doubt, he is the strongest Attack on Titan character.
He may be weak physically, but he's smart, so he can be considered as strong as others.
He is the 145th King of Eldia, possesses the Founding Titan, and is a member of the royal family. He can control all titans and created the three walls himself. He should be the strongest in the entire series after Ymir Fritz.

Petra Ral is a fictional character in the manga and anime series Attack on Titan, also known as Shingeki no Kyojin in Japanese, created by Hajime Isayama. She gets too much hate because of Rivapetra. Rivapetra should be thrown out of this fandom.
He hasn't shown all his potential. There's a reason why he was chosen as the Colossal Titan as a kid, after all.
He should be ranked above Levi, as he's the only one who caused him 1-on-1 trouble and could have killed him on two occasions. During all their fights, Levi was struggling and desperately trying to hurt Kenny while he was messing with and toying with Levi.

In the manga, he is titled the second strongest soldier next to Levi. He deserves to be the second or third strongest character in the whole series. I think he needs more respect for his sacrifice to the people (that Beast Titan, though).

Strongest character because nobody has defeated him yet, and he is 60 meters tall! He can destroy Wall Maria, Rose, and Sina.
Pretty sure he should be ranked a lot higher than this.
