The Top Ten
Shanks ''Red-Haired" Shanks is a fictional character in the One Piece franchise created by Eiichiro Oda. He is the captain of Red Hair Pirates and member of Yonko. He is also a former member of the legendary Roger Pirates, the only group to successfully conquer the Grand Line.

Let me just say this first: he's stronger than Whitebeard. Before the war started, Shanks and Whitebeard met on Whitebeard's ship. When Whitebeard struck him using both hands, Shanks easily stopped it despite having only one arm. Shanks only needs one arm to be badass and one of the strongest, if not the strongest, pirate in One Piece. If Shanks still had both arms, he'd probably be unstoppable. Mihawk only stopped fighting Shanks because Mihawk wanted to fight another swordsman at his strongest. Yet, he probably could still match Mihawk.

Shanks is a fearless pirate who will stop at nothing to save his friends and is the role model of the future pirate king. Shanks has done so much despite being in very few episodes. He's probably my favorite character, and Shanks never has to show off his true strength to be the strongest.

Gol D. Roger

It's honestly obvious that Gol D. Roger was the strongest in One Piece (as of his prime). He was named the "Pirate King" and "Demon" for a reason. Without a doubt, he would be able to fight with Whitebeard, who was the strongest man on earth after Roger died. He also defeated Shiki and many fleets of ships during the "Edd War," so that is another strong feat to keep in mind.

He's definitely stronger than all of the current Yonko (in his prime) and will probably stay the strongest until Luffy takes over his spot.

Edward Newgate

Whitebeard was 72, on life support, got betrayed, and was impaled through the chest, and was still able to almost kill Akainu and Blackbeard. It would have been interesting to see how he would've managed had Squardo not betrayed him and if he could have used his Devil Fruit powers with no regard for Ace and the allies around him.

The fact that Zoro is above Whitebeard is beyond me, but anyway, Whitebeard is dubbed the strongest man, and rightfully so. Even in his old age, he DESTROYED Marineford, took multiple shots from all three Admirals, and just walked it off.

Monkey D. Dragon

The most wanted man in the world...

Got commanders at the level of Ivankov, Sabo, and "Kuma" of those we know, it's reasonable to assume there are a bunch more at top-tier level. When he was mentioned at the Summit War, everyone froze, just at the thought of Dragon. Akainu, the Fleet Admiral, is scared of him. He is the son of the strongest Marine ever, Garp. And his own son is Luffy.

He is the leader of an entity (the Revolutionaries) that has enough power to survive in a world with marines, pirates, and the warlords. He is at least Yonko level. He is most likely the strongest. Everyone is scared of him.

Kaido

Well, this is interesting. Technically speaking, Kaido may be the strongest living creature in the entire One Piece universe. Let the narrator speak.

Narrator: "To sum up his life, he had been defeated seven times as a pirate and was captured by the Navy or his enemies 18 times. He underwent torture repeatedly and had been living as a criminal. It bears repeating. He challenged the Navy and the Four Emperors single-handedly and was captured 18 times. Sentenced to death 40 times. When he was hanged, the chain broke. When he was sent to a guillotine, the blade shattered. When he was sentenced to impalement, the spear crumbled. Consequently, he sank 9 giant prison ships. That means no one could kill him, not even himself. The man looking for a place to die - Kaido, King of the Beasts."

Marshall D. Teach

He is the only One Piece character to have two Devil Fruits in his possession, both of which are the strongest in the series. I would assume he knows Haki, but he just hasn't shown it yet.

He's the only person to have ever eaten two Devil Fruits (as of Chapter 1028), which automatically makes him pretty powerful.

He is the most powerful because he has two of the most powerful Devil Fruits: the Tremor and Darkness Fruit.

Monkey D. Garp

His Haki is one of the most powerful in the series. Only Shanks and Rayleigh are stronger than him in terms of Haki. He gave training from hell to 1. Coby 2. Helmeppo 3. Monkey D. Luffy - who will one day be king of the pirates. He can throw cannonballs farther, more accurately, more frequently, and with more force than a cannon. He can lift a giant weight the size of the Thousand Sunny with ease.

Oh, and he's one of the few people to hurt Luffy and get away with it. Partially because they're family, but mostly because Luffy, Monkey D. Luffy, is afraid of him.

Charlotte Linlin

She is also called Big Mom. Caesar Clown once swindled her. Of course, he begged the Straw Hats to protect him from her because he was too cowardly to face her wrath.

Charlotte Linlin ate the Soru Soru no Mi (Soul-Soul Fruit), meaning she can control souls. I think that this makes her one of the strongest of the current Yonko.

She's probably stronger than Shanks and Blackbeard, and pretty close to Kaido in terms of power.

I feel like there's a bit of sexism involved in her not being higher on the list. Below Sengoku and Rayleigh? She is on par with Kaido! She should be on the same level as the other Emperors.

Well, I know this is quite usual because he is the main protagonist... But I just love his Devil Fruit Ability because it is Paramecia, not as strong as Logia, but it could be more powerful than that because he is so creative in using it. He's a good competitor in the One Piece Universe and a threat to the world according to Akainu, the other one being Ace.

He is like Roger in many ways, according to many! And funny too!

I definitely agree with Luffy's ranking here. He is certainly not the most powerful, but he is getting there. Luffy has all types of Haki, a devil fruit power along with 2nd, 3rd and 4th gear (which has sub-forms, e.g., tank man and snake man). Not to mention outstanding determination.

Many people point out his lack of stamina. I assume they mean his Haki limits because his actual stamina, in terms of how long he can fight, is pretty fantastic (evident in his fight with Katakuri), but yes, his Haki limits are a negative. Luffy certainly has multiple flaws, but his Haki is a major part of Luffy's fighting technique now, and he is bound to use high quantities of it. So yeah, 10th is a good place for Luffy right now (though still pretty high ranked, I must admit).

Dude is a monster, the strongest fighter we have seen for the navy, now head admiral. I hate his absolute justice, but at this point in the anime, we haven't fully experienced anyone who can beat him. Old injured Whitebeard? Nope. Aokiji? Nope. In the manga, I would put Big Mom as the strongest.

Can't believe he's lower than Luffy. In the current stage of the manga/anime, Akainu would roast the Straw Hats, literally.

He deserves to be in at least the Top Tens, though I do not like him for killing Ace.

Strongest of the admirals. Luffy will fight him someday. And I guess Fujitora and Kizaru will fight Zoro and Sanji respectively. It's written in the sky.

He is one of the strongest Yonko commanders and the person with the highest bounty seen in the One Piece universe. He definitely should be in the top 20.

The Contenders
Silvers Rayleigh

Even Kizaru admitted that Rayleigh was pretty strong, even though he was that old. Also, Rayleigh is described in the series as being 100 times stronger than the eleven Supernovas.

Rayleigh was a match for Kizaru even in his old age, so imagine his strength when he was in his prime standing next to Gol D. Roger.

He was the "right hand man" to Gol D. Roger and has yet to be caught by the World Government, even at such an old age. On top of that, he is a master of Haki and a skilled swordsman.

Sengoku

He has a very powerful Devil Fruit.

How is Sengoku not in the top 5? Are you mad?

Shiki

He has the Gravity Devil Fruit. He can make whatever things he touches fly, except humans and animals.

Dracule Mihawk Dracule "Hawk Eyes" Mihawk is a fictional character of the One Piece manga franchise created by Eiichiro Oda. Mihawk is a member of the Shichibukai and the first one to be revealed in the series.

Not in the top 10? What? Being the best at something like swordsmanship means that you're in the top 10, no doubt. For all we know, he could have the best armament Haki there is (at least one of the best, as his title would suggest). If he goes all out, I'm sure he could take down an admiral very easily.

When Zoro was training with Mihawk, he fought against the king of the humandrills who copies Mihawk in all aspects of swordsmanship. When that guy strikes the ground, it breaks and also shows a green glow (like Mihawk's real air slashes). If a humandrill who copies him with a fake sword could do that, Mihawk could cut down an island with his Sajio O Wazimono Grade - Yoru (Strongest Black Blade/Sword in the world).

Roronoa Zoro Roronoa Zoro, nicknamed "Pirate Hunter" Zoro, is a fictional character in the One Piece franchise created by Eiichiro Oda.

The reason everyone thinks Luffy is stronger is because they never finished a fight. Luffy's weakness is blades, while Zoro's strength is swords. Also, he's basically the Kakashi of One Piece, and everyone knows Kakashi is the coolest character ever. Zoro is undoubtedly the strongest, but he's too lazy to go all out.

The only times he ever comes close to death is when he was previously injured... but he still wins. Boom. Not only that, he fights enemies on par with Luffy, injured, and wins. Double boom. He has only ever lost one battle, to Hawk Eye Mihawk. He is obviously the bae. Try to deny it. Try.

I mean, really. Sanji is like the main character in this show, and he's still alive using only his legs for fighting. And he didn't eat the monster fruit.

I know Zoro is strong, but somehow, I can't seem to like him...

He is the cook of the crew, not just a fighter, yet he has bigger bounties than most Supernova captains! He has at least two types of Haki, can fly, swim as fast as a merman, is good at strategy, and possesses high speed.

Considering all that, he's very underrated.

This is ridiculously too low for Sanji. Come on! His main role is a cook, and he is still among the top three fighters! And his speed is insane!

Enel

Considering his unique devil fruit power, Luffy is the only character with the ability to resist his attacks.

But we'll never know if any other character could, through sheer strength, withstand being massively electrocuted or land an attack.

If it wasn't for Luffy's advantage over him, he would have been a huge threat to the World Government. Oda said he would have had the third highest bounty at 500,000 had he been on the Blue Sea.

I can't see many in the top ten beating him.

He's literally lightning fast with Haki, making him incredible. It's only thanks to Luffy being rubber that gave Enel a disadvantage.

Even then, Enel can control metals that conduct electricity, making him crazy strong still. Enel is almost unstoppable.

Kuzan

Aokiji, I would say, is one of the strongest people on this list. He lasted ten days fighting a guy made out of lava while he is ice, so by definition, he should've lost.

He also could kill nearly everyone on this list by simply touching them.

Why is he so low? I mean, I know he isn't the strongest, but his Devil Fruit power is so cool. He should move higher.

Aokiji 21? What is this joke? Obviously, you don't know the power of this guy.

She has all three types of Haki and can leave most enemies powerless against her.

Come on, guys, she has Haoshoku Haki! I'm not sure about post-timeskip, but she can definitely beat Zoro pre-timeskip! She should be higher than Robin, at the very least.

Borsalino

He isn't a justice fanatic. Plus, he's not even taking part in the fight between Kizaru and Akainu in order to become the next leader.

He doesn't have any interest in becoming the leader in power, which I think is the best proof of how powerful he must be.

What the heck, he could easily defeat Luffy and can pretty much beat most people on this list. In my opinion, he could destroy Akainu and Aokiji decently.

He could also blast Eneru easily since he is faster. So, he should be in the top ten.

No one is faster than that guy. I mean, he is light. Because of his speed, he gets the highest momentum. Don't think anyone is as strong as this guy.

Trafalgar D. Water Law

His Devil Fruit is so awesome! He may strongly depend on his amount of energy, but he rules inside his room! And he's absolutely indestructible! The guy received a meteor thanks to Fujitora, was shot multiple times by Doflamingo, and even fought Trebol and beat him!

Oh, and he got Smoker and Vergo so easily! He was exhausted when he faced Mingo, and still wounded him badly enough for Luffy to finish him. He's the best!

He can cut everyone without any problem. His powers are insane. He could have killed Vergo instantly if Vergo hadn't taken Law's heart.

But after Trafalgar got it back, he killed Vergo with only one strike! He is totally the best. Trafalgar should become number one on this list!

The guy is awesome, he can casually call meteors down from the sky and lift a giant warship. He is also confident enough in his abilities to disobey the fleet commander.

He controls people. He could have taken control of the Pirate King or any of the other strong characters on this list and made them kill themselves.

Do I even need to say anything? We don't know anything about this guy (anime watchers, not readers) apart from that he's the strongest Warlord.

Luffy had to go Gear 4th and needed support just to defeat Doffy. Descendant of Celestial Dragons. Need I say more?
