Judge Claude Frollo - The Hunchback of Notre Dame

He may be old, but Frollo is downright ruthless and wants to rid Paris of all the Gypsies. He will stop at nothing to achieve his goal, including murder. He even becomes sexually attracted to Esmeralda, and during his song Hellfire, he wants her to either choose him or be fed to the fires of hell. He nearly burns down all of Paris trying to find her, and in the opening, he kills Quasimodo's mother, then tries to drown Quasimodo before being stopped.

Chernabog - Fantasia

Definitely the best Disney villain ever. He's the most powerful, the darkest, and the most purely evil Disney villain ever. Frollo and Scar are nothing compared to Chernabog.

Percival McLeach - The Rescuers Down Under

Unlike The Rescuers' first villain, Madame Medusa, McLeach is an all-out badass who hunts down animals and kidnaps Cody, hoping he'll lead him to the great mighty eagle so he can capture her, which he does by tricking Cody into thinking he's letting him go so he can follow him and capture her. Going even further to ensure the bird stays rare, he sends Joanna to eat the eggs. Thankfully, Bernard was able to hide the real eggs, and after all that, rather than letting Cody go free, he tries to feed him to the crocodiles.

Negaduck - Darkwing Duck

By far the most badass villain in Darkwing Duck, the guy will not hesitate to horribly maim someone and also won't hesitate to turn on his own allies, as seen in "Just Us Justice Ducks." After deciding to keep all the money for himself after he and the other villains take over the city, when they complain about it, he threatens them with a chainsaw.

Maleficent - Sleeping Beauty

Maleficent is the main antagonist in Disney's 1959 animated feature film Sleeping Beauty. She is an evil fairy and the self-proclaimed Mistress of All Evil, causing misfortune throughout King Stefan's kingdom. Maleficent has since become one of Disney's most iconic villains.

She is awesome.

Judge Doom - Who Framed Roger Rabbit

Like something out of Stephen King, he's a deranged Toon disguised as a human who wants to wipe out all of Toontown using the Dip, which kills Toons. He even demonstrates this by dunking a helpless Toon shoe, which melts to its death.

Ratigan - The Great Mouse Detective

Though he mostly comes off as classy and elegant, when pushed to his boiling point, the gloves come off and he shows his inner rat, especially during the clock tower fight against Basil, when he shreds his clothes, goes from Dr. Jekyll to Mr. Hyde, and turns the fight against Basil. Hell, during his song "The World's Greatest Criminal Mind," after one of his drunken henchmen calls him a rat and puts a stop to the song, he throws him out and feeds him to his cat, then forces the rest of his men to finish the song.

Jafar - Aladdin

Jafar is the main antagonist of Disney's 31st full-length animated feature film, Aladdin. He is introduced as the sinister royal vizier to Agrabah's Sultan and desires power over the kingdom. Jafar uses dark magic and manipulation to achieve his goals throughout the film.
