By far the best and most underrated cartoon dog ever to exist and one of the greatest cartoon characters of all time. Courage has the purest of hearts. I wonder what it could. Well judging by the markings on the obvious age of the relic I have to say it would be... Garbage!
Garbage from King Garbage of the Garbage Dynasty.

I know everyone hates him due to him being a jerk. But in my opinion he is one of the most relatable and funny characters on the show

Sometimes he teams up with Courage, but usually dislikes him due to getting the attention from Muriel.

3 Katz Katz is a fictional character from the Cartoon Network animated series, Courage the Cowardly Dog. He frequently appears as a recurring antagonist in the series . His first appearance was in the episode "A Night at the Katz Motel" .

I just love how Courage's archenemy is a cat (cat vs dog). It's so simple it genius! But seriously, this guy is awesome. He always steals the show because he balances creepiness and swag so well

He is hands down the best and don't fight me on it because you know it's true. I kind of liked all the villains but I loved Katz

Katz is red because he had too much Mulan McNugget Szechaun Dipping Sauce along with 10 piece McNuggets and fries in 1998.

4 Muriel

Muriel is so nice! But I also really like freaky fred because he shaved "with love, fred" into courage's fur. he's so crazy but so nice but so dignified!

She is the sweet little old lady no good person would willing harm. In other words she's the Granny who is a Godsend.

She is the nicest character on the show. She really cares about Courage a lot. She should be in the top 2 with Courage.

His smile is disgusting, his hobbies are monstrous, his personality is twisted, but I like him.

His smile cracks me up and creeps me out at the same time. Fred is awesome!

This is a best comedy character when he lose then he said Watch where you're going ya fool

9 Shirley

After watching this show for many years I learned one lesson don't mess with Shirley or her stuff. She's the character that go from an alli to a foe (she cursed Eustace and Meriel to swindle each other, then on the other hand she was able to stop the force that tried to pull both Eustace and Meriel into its lair). And on top of all of that she's one good saxophone player (why a saxophone for a gypsy chihuahua).

Shirley should be higher. She is my favorite side character in the show and is very interesting and complex.

10 Le Quack
The Contenders
11 General and the Lieutenant
12 The Hunchback of Nowhere

Should've made more than one appearance.

13 The Queen of the Black Puddle

She's charming with her hot looks and cruel personality.

14 King Ramses
15 Bushwick
16 Charlie Rat
17 Duck Brothers

I wish they made more than two appearances though.

18 The Clutching Foot
19 Evil Eggplant Leader
20 Dr. Vindaloo
21 The Weremole
22 Dr. Zalost
23 Nowhere Newsman
24 Conway
25 "You're Not Perfect" Alien

No it's a messed up trumpet with a face. Though it makes me laugh that it's called an alien.
