Which baddie do you think is the best or worst in the anime series Naruto?He was the most cruel villain and controlled many of the other villains on this list! He used young children and people for torture and "testing." He toyed with every enemy he fought against, and, unlike most other villains besides Gato (Zabuza's boss) and Kisame, he's genuinely pure evil. He used and abused his own student, Anko.
He was sadistic! He liked to toy with and mess around with everyone he fought against! He only used Anko and treated her like trash. The only person he really cared about was Kabuto. Heck, he experimented on little kids!
Madara is definitely the most evil of all the Naruto villains. This guy is actually a bit scary. He uses all the people around him to get ahead and tries to turn Sasuke, and likely Pain/Nagato, into evil villains to gain more power. He can act any part to make others trust him. And for the love of God, the man is immortal without having to steal other people's bodies.
I would have picked Pain or Orochimaru, but I didn't for a couple of reasons. Pain is just a massively powerful human being bent on revenge, much like every other villain on this show, and he had a very troubled past like every character on this show.
The reason I didn't pick Orochimaru is because, as the show went on, he got more and more annoying and less threatening. This happened mainly because so many other villains arose that seemed more interesting and more threatening than him.
If you are going to be the most evil Naruto villain, killing one of the Sarutobi clan would be the eye-opener. Orochimaru killed Sarutobi-sensei, and Hidan killed his son. He's one of the only Akatsuki to actually kill a named heroic character who stays dead. He is far more sadistic than any other villain in Naruto. He gets no redemption either, unlike every other Naruto villain. So really, why isn't he number 1, or at least number 2? Is it because he's not a villain sue or an Uchiha?
If there is a truly evil character in Naruto, it would be Hidan. He wants nothing other than to kill people and offer them to his one and only beloved Jashin-sama. While not the most powerful amongst the Akatsuki, his psychotic rants, maniacal laughs, and weird speeches made me fall in love with this character. The unlikely partnership between Hidan and Kakuzu is also a great source of entertainment for the audience.
This character made this whole plot. He manipulated Madara, and Madara manipulated Obito. Zetsu also tricked the whole Uchiha clan, manipulated Indra, gave him the Sharingan, and made him stronger. He manipulated the whole ninja history.
Black Zetsu was responsible for everything the Akatsuki has done. He tricked Madara into tricking Obito so he could complete the Infinite Tsukuyomi and bring Kaguya, the strongest villain, back.
Black Zetsu was the one who used everyone in Naruto Shippuden, including Indra, the Akatsuki, Madara, and the Uchiha clan.

Shame on the people who say that he was stupid for going on a rampage because of Rin's death. He grew up without any parents, hated Kakashi because he was the "cool kid," and didn't really appreciate Minato as much. He had nothing but the love of his life, Rin. To him, that was the only thing he had. Then it was Kakashi, and after him was Minato. He only had his team, and he was happy like that.
Now being an Uchiha, they naturally go on a rampage whenever their love for something shatters - just see Sasuke for example. By the time he was nearly fully restored, he went to find his team only to see his best friend Kakashi kill Rin. Not only was Rin killed in his eyes, but she was also killed by Kakashi, and when, out of all the times in the world, Minato wasn't there to protect them. He lost EVERYTHING HE HAD. Rin wasn't only just a crush. She was the most precious person he had in his life and his true love. In other words, she was probably like the equivalent of your most precious family member or friend. Kakashi was like his brother, and Minato was probably his father figure. He lost it all, so don't complain about him doing irrational things because he lost a girl. Again, she was the light he had and had nothing else afterward.
This resulted in his rampage, killing Jonin ninja easily without effort and embracing a dead, bleeding Rin in his arms. This was the cause for his massive plan, Project Tsukuyomi, in order to not only try to do the best for filling his now empty heart but also helping others cope with their losses. He didn't start the Fourth Ninja War for himself, and he's said that many times. He was heartless, ruthless, merciless, and wicked now. Heck, he even gave Minato a hard time while trying to protect Kushina and Naruto. He ended up finalizing the Akatsuki, gathering elite yet arguably Kage-level Shinobi, such as Nagato, Itachi, Deidara, Sasori, Konan, Kisame, and even Orochimaru at one point. When it comes to motivation, it's either him, Hidan, or arguably Orochimaru. Everyone else had at least a justifiable motivation for why they did what they did. Madara, Obito, and Nagato all wanted to achieve world peace. Kabuto wanted to become someone meaningful. Itachi tried to protect the village. Kisame wanted to break corrupt governments. Black Zetsu wanted to bring back his mother. Even Kaguya, if you count the fillers, also wanted world peace, and technically her entire motivation is to take back what's hers.
Other than that, Hidan's impact is just not comparable to this guy. Orochimaru, despite having a similar impact, gets a change of heart in the end. Besides that, Danzo was tied to the creation of almost every other villain in the series except Madara and Kaguya.
He suffered and went through a lot before he became a villain. He destroyed people because he thought it was for the greater good. He's a monster, but he endured intense pain.
The best villains are the ones who strike the perfect balance between intimidating and intriguing. Pain manages to balance these two traits perfectly. He is every bit as ruthless as he is intelligent. What makes him really stand out is that despite all his power, he is still human. He makes mistakes, can be surprised, and can even be tricked.
For instance, when Hinata fought him in the anime, she chose to break the rods holding Naruto down instead of fighting Pain directly like she did in the manga. Pain was clearly surprised by her actions, but instead of panicking, he quickly adapted and forced her away from Naruto.
That's something you don't often see in villains in any series. They always stay one step ahead of the heroes and are almost never surprised. As a result, many of them border on the edge of becoming a villain sue. But not Pain. He is extremely powerful and intelligent, but he is not invincible or omnipotent, which makes him more human. This helps to make him not only a better villain but also a better character. So few villains ever manage to achieve that.
Well, he didn't even care when they cut Hidan's head. With a little help from Hidan, he destroyed the Temple of Ninja Monks and massacred almost everyone there, just for a high bounty. The only reason he helped Hidan with Asuma, when Asuma cut Hidan's head, was because he wanted money. He almost killed Kotetsu, Izumo, Ino, Chouji, and Kakashi. And who knows how many people he killed for money? I think very many.
He is killing people for money and isn't afraid of hell! He is stealing people's hearts! I don't know why he is ranked so low. Pein did it for peace, Gaara is now good, and Sasuke is just a stupid maniac. Kakuzu should be in the top ten.
I really like Deidara, and I think that the way he died was just a cop-out. Hell, that entire fight was a cop-out! In what universe is lightning strong against earth? Kishimoto should play some Pokémon.
I hate that he doesn't have much of a backstory, unlike Sasori, who was in it way less but had a background and everything. His jutsu and powers were unique to his personality traits too (hot-headed, explosive, etc.).
Again, I will say I'm disappointed he ended up just another Akatsuki to get killed for no real reason.
Definitely my favorite villain. He killed just about everybody he knew, including his boss, then joined the Akatsuki and became a core member of the group. He also had special abilities and unbelievable capabilities. Kisame has my vote!
He is so awesome. Too bad they changed his character in Shippuden and made him a centipede!

How is he lower than Gato or Haku? Kabuto was more sadistic and cruel, while Haku was submissive and shy. Gato was pathetic anyway.
Kabuto is a really smart and technical ninja. He performs better than an ordinary medical ninja and is both a strong and intelligent character in the Naruto series and Naruto Shippuden.
Kabuto would toy with people, just like Orochimaru.
How is Haku more evil than him? Sure, Zabuza is cruel, but he had a reason to kill the bridge builder. His boss, Gato, made him do it. If Zabuza failed, he could have been killed by Gato's thugs.
Tried to kill little Naruto in the first episode just because he contained the Nine Tails.
He was just a jerk! He picked a fight with Naruto for no reason! How is Haku more evil?

Madara, Obito, Nagato, Konan, and Kisame wanted peace. They don't belong here.
In the end, Sasori had a change of heart. No longer a villain in my book.
The same goes for Orochimaru and Kabuto. However, Orochimaru still takes my number 2 spot, since his evils can't be forgiven.
Kaguya takes the number 1 spot. She used Zetsu to mess up the lives of everyone, everywhere, every time.
Easily the most evil of all. Naruto himself said that she was unreachable, unlike Madara and Obito. What she wanted was to kill everyone and turn them into an army of Zetsu. What Madara and Obito wanted was actually noble. They wanted to end all war and fighting. They were just deceived about how to do that. Orochimaru is second in my opinion. His reasons for doing evil are entirely self-centered. He just wanted to be the smartest and strongest.
He deserves to be higher on this list, not because of his cruelty or inhumanity, but because of how he reformed and managed to make the audience truly care about his death in the end.

Zabuza was a cruel villain who wore baggy pants - a terrible crime. He was a rogue ninja from Kirigakure. He had a sword that could slice a cow in half, and it took Kakashi to wound him. Impressive.
Sasori had a hard life. He was left without parents at a young age (like Orochimaru). He focused his attention on puppets to avoid thinking much about others. I guess he became a chunin at age 8 (unlike in Konoha). He showed many skills, like knowing medical ninjutsu - because how else could he turn himself and others into puppets, make poisons, and, when he was alive, create antidotes? Also, he was shown to be a great master of seals and secret techniques. I think his name is worth being in at least the 6th or 7th place.
His human puppets are so creepy.
Kimimaro was amazing! When he faced Naruto while bringing Sasuke to Orochimaru, it took not only Naruto to fight him but also Rock Lee and Gaara just to defeat him. On top of that, he technically didn't even get defeated. Kimimaro almost killed Gaara and Rock Lee! If it weren't for his sickness, he probably would've lived longer, joined the Taka with Jugo, and killed Gaara and Rock Lee that day he faced them. Kimimaro should be higher on the list!
I loved Kimimaro! I thought he was pretty cool.

He controlled Haku and Zabuza, forcing them to do his bidding.
Yes, she is strong and will kill without hesitation, but she was killed by Obito all because she joined Naruto on the side of peace.
Konan is like the ONLY female villain AND Akatsuki member. Along with Tsunade, they are probably the only two female Naruto characters with high stats, by which I mean 30+. Along with Mei. Kaguya doesn't count. Anyone I'm missing?

He is the third coolest member of the Seven Swordsmen of the Mist. The coolest is Kisame, then Zabuza.
