I vote for his even he lost the war against the U.S. but during the conflict against Spain he was more than capable even without any military background.

I really can't understand why A. Luna is considered the greatest general? of the PHI when so many other leaders did a better job, took care of their men and were more successful. Several times he should have been court martialed for his behavior and failure on the battlefield..not to mention the town he burned. No wonder some wanted him dead he pissed off a lot of folks in the Revolutionary Army...Aguinaldo could have removed him long before he was shot and hacked...but kept him on.

How can he be the best he can't even win a battle under his command?! having admiration from an enemy doesn't equal to success if you can't even won it.
