Best Air Force: Most planes, and the only 5th gen fighters (F-22 Raptors) and only Stealth Bombers. Best equipped Army, though no ware near as large as China. Best Special Ops.
This list shouldn't be a matter of opinion. The United States is #1 by fact. And while fighting wars, they support the civilians of the enemy country.

Germany was formally united in 1871 under the initiative of Bismarck with King Wilhelm of Prussia as emperor. The previous 'Holy Roman Empire', basically a continuation of the empire of Charlemagne/Karl der Grosse was dissolved in 1806.
