Oliver Queen should be the #1 guy because I don't remember Hawkeye being able to survive on an island for five years, which happened to have tons of highly trained soldiers with guns.

He is a skilled archer and fairly decent with hand-to-hand combat. He also has great character depth and a few very skilled proteges to boot.

After watching five seasons of Arrow, it totally proves Green Arrow is better than Hawkeye.
