The Top Ten
1 Bender - Futurama Bender Bending Rodríguez is a fictional character who is one of the main characters in the animated television series Futurama. He was created by series creators Matt Groening and David X. Cohen and is voiced by John DiMaggio.
2 Gord - Freddy Got Fingered
3 Luan Loud - The Loud House Luan Loud is a main character in The Loud House. She is the fourth-oldest child in the Loud family and second youngest of the five older sisters, at 14 years old. Her most annoying habit is telling bad jokes and puns and pulling pranks.
4 Gaston - Beauty And The Beast Gaston is a fictional character who appears in Walt Disney Pictures' 30th animated feature film Beauty and the Beast.

He is more of an antagonist. I would say that LeFou and the furniture were more of the comic relief in Beauty and the Beast.

5 Homer Simpson - The Simpsons
6 Beast Boy - Teen Titans Beast Boy is a fictional superhero appearing in American comic books published by DC Comics, usually as a member of the teams Teen Titans and Doom Patrol. Created by writer Arnold Drake and artist Bob Brown, he first appeared in The Doom Patrol #99.

He can be funny at times and other times a very mature and interesting character.

7 Radicles - OK K.O.! Let's Be Heroes

11 Fat Amy - Pitch Perfect Fat Amy, portrayed by Rebel Wilson, is a character in the "Pitch Perfect" film series. She is known for her comedic timing, quirky personality, and unapologetic self-confidence. Fat Amy's witty remarks and unexpected talents contribute to the films' comedic dynamics, and her character embodies themes of self-acceptance and friendship.
12 Link - Zelda CD-i
13 Mushu - Mulan

Eddie Murphy works pretty well as comic relief for this profound and mature movie.

14 Donkey - Shrek

Eddie Murphy once again perfectly fitting his role as comic relief.

15 Timon/Pumbaa - The Lion King

They're not good characters. I hate these two so much. They're against the supposed "moral" of the story and I also hate it when people compare them to, or make crossovers of, with other comic relief characters of their same tropes. They are also annoying and introduced fart humor to the family-friendly Disney canon.

16 Sokka - Avatar: The Last Airbender Sokka is a fictional character in Nickelodeon's animated television series Avatar: The Last Airbender and its sequel series The Legend of Korra.

My favourite would be Sokka. He's one of those comic relief characters who aren't annoying and actually have a personality.

He is actually pretty likable despite his constant jokes that are rarely laugh out loud funny.

17 Funky Kong - Mario Kart Wii Originating from the SNES Donkey Kong Country, in which he is the CEO of Funky's Flights, this Kong absolutely tears up the race track with a massive +4 speed and +3 off-road stat, making him the most popular character in Mario Kart Wii online play.
18 C3PO - Star Wars C-3PO is a humanoid robot character from the Star Wars franchise who appears in the original trilogy, the prequel trilogy and the sequel trilogy.
19 Tingle - The Legend Of Zelda
20 Genie - Aladdin The Genie is a jinn appearing in the Aladdin franchise from Disney. He is never given a proper name. He was portrayed by Robin Williams in the first film.

Man, Robin Williams was perfect for this role! This movie definitely would not be the same without him. He's constantly funny, energetic, and entertaining throughout all of Aladdin.
