Best "Complete Monsters" of All Time

We already have a list called "Best Villains of All Time," so I thought, how about we delve into the darker side, shall we?

A "Complete Monster" is, plain and simple, one of the most evil characters in a series. Therefore, it's obvious there are going to be some rules: These villains must not have any redeemable qualities (personality-wise), are always taken seriously, and are pretty much hated by everyone. And lastly, a complete monster doesn't necessarily need to be the main villain of the series in which he/she appears (e.g., Envy from the 2003 "Fullmetal Alchemist" and Quan Chi from the "Mortal Kombat" series).

There are a lot of irredeemable monsters in various media outlets, but which one do you think strikes the biggest chord?
The Top Ten
1 The Joker (DC Comics) The Joker is a fictional super villain created by Bill Finger, Bob Kane, and Jerry Robinson who first appeared in the debut issue of the comic book Batman (April 25, 1940) published by DC Comics. Credit for the Joker's creation is disputed; Kane and Robinson claimed responsibility for the Joker's design,... read more

Of course, the Joker. His numerous unforgivable acts throughout his history, like killing Jason Todd and the events of The Killing Joke, are baffling considering he's been around since 1939. His relationship with the Dark Knight is what makes him stand out. Oh, and he's a nihilist, so he doesn't care about anything. Heath Ledger's performance was really haunting too.

2 Emperor Palpatine (Star Wars) Sheev Palpatine (also known by his Sith identity Darth Sidious and publicly as Senator Palpatine, then Supreme Chancellor Palpatine, and later Emperor Palpatine) is a fictional character and one of the primary antagonists of the Star Wars franchise, mainly portrayed by Ian McDiarmid.

Many Sith Lords (with Darth Bane being an exception) show some redeemable traits, but Sidious isn't one of them. He killed his family before "baptizing" himself in the dark side and murdered his master, Darth Plagueis, to seize his title. He mistreated Darth Maul just to make him a remorseless killer and didn't care for Darth Vader either. However, credit where it's due: he systematically destroyed the Jedi and took over the Republic, effectively ruling the entire galaxy.

3 Frieza (Dragon Ball) Freeza (Pronounced "Frieza" in the Funimation dub) is fictional character in the Dragon Ball series by Akira Toriyama as the primary antagonist of the Freeza Saga. He is a galactic tyrant who governs the Planet Trade Organization and is feared by the universe for his sadistic and brutal nature. He is... read more

If anybody picks a villain from the Dragon Ball series, the first is usually Frieza, and why not? He destroys entire races and gloats about it, doing anything to torture those he fights. It's surprising how polite and honest he acts while never hiding his sadistic and megalomaniac personality.

4 Kefka Palazzo (Final Fantasy VI) Kefka Palazzo is a character in the Final Fantasy series of video games. Originally designed by Yoshitaka Amano, he appears in the 6th installment of the series - Final Fantasy VI.

Kefka is basically the Joker of video games, except he goes too far and destroys the world to become a god. His final battle music is fantastic.

5 Green Goblin (Marvel Comics) The Green Goblin is the alias of several fictional supervillains appearing in American comic books published by Marvel Comics, mostly those starring Spider-Man. The character first appeared in The Amazing Spider-Man #14, and since then he has become one of the characters most famous villains. He was... read more

Norman Osborn (the first Green Goblin) definitely deserves to be Spider-Man's arch-nemesis. I like Venom too, but the Goblin seems a more fitting choice. He killed Gwen Stacy, gloated about it later, and always makes sure Peter's life is as miserable as possible. He was also responsible for the clone saga and led the Dark Avengers after taking over SHIELD. He doesn't care about his son Harry at all. He is the kind of guy everyone would hate at first meeting. This reputation makes him one of Marvel's most evil villains and a personal favorite of mine.

6 Voldemort (Harry Potter) Lord Voldemort is a fictional character and the central main antagonist in J. K. Rowling's series of Harry Potter novels. Voldemort first appeared in Harry Potter and the Philosopher's Stone, which was released in 1997.
7 Carnage (Marvel Comics) Carnage (Cletus Kassidy) is a fictional supervillain appearing in American comic books published by Marvel Comics, usually as an enemy of Spider-Man. He appeared for the first time in The Amazing Spider-Man #361.
8 Sauron (The Lord of the Rings) Sauron is the title character and main antagonist of J. R. R. Tolkien's The Lord of the Rings. Originally a servant of the first Dark Lord, Morgoth. Morgoth was later defeated and Sauron fled. He later came back to Middle Earth and took over as the new Dark Lord by using a Ring of Power. He was later... read more
9 Darth Jadus (Star Wars)
10 Michael Myers (Halloween) Michael Myers is a character from the Halloween series of slasher films. He first appears in John Carpenter's Halloween as a young boy who murders his older sister, then fifteen years later returns home to murder more teenagers... read more

Dr. Loomis's quote about him sums up his personality. While I like Freddy Krueger more (and he's a Complete Monster too), Michael stands out because his emotionless and sadistic nature terrifies the audience.

The Contenders
11 Pennywise the Dancing Clown (It) It (sometimes capitalized as IT), more commonly known as Pennywise the Dancing Clown, is the titular main antagonist of the novel, its 2017 film adaptation and the 1990 TV adaptation. It was portrayed to be a shapeshifting and malevolent entity millions (possibly billions) of years old, and with no... read more
12 Johan Liebert (Monster) Johan Liebert is a character in the anime and manga series Monster, created by Naoki Urasawa. He is the twin brother of the main character, Dr. Kenzo Tenma, and serves as the primary antagonist. Johan is a highly intelligent, manipulative individual with a mysterious past, capable of bending people... read more
13 Handsome Jack (Borderlands) Handsome Jack is the main antagonist of both Borderlands 2 and Tales from the Borderlands and the deuteragonist of Borderlands: The Pre-Sequel.

I love Handsome Jack. He's my favorite Borderlands character, but I understand why he's on this list!

The best video game villain of all time. Sorry, Vaas.

14 The Batman Who Laughs (DC Comics)
15 Scar (The Lion King) Scar is the main antagonist of Disney's 1994 animated feature film, The Lion King. He was the second son of Ahadi and Uru — who were, at one time, King and Queen of the Pride Lands — the younger brother of Mufasa, and the uncle of Simba.
16 Claude Frollo (The Hunchback of Notre Dame)

Scar comes close, but Frollo wasn't just the most evil Disney villain, he was also really disturbing and dark, considering he's the antagonist in an animated kids' film.

17 Lord Tirek (My Little Pony: Friendship is Magic) Lord Tirek (simply known as Tirek) is one of the main antagonists of My Little Pony: Friendship Is Magic. He is a demonic centaur with the power to drain the magic and abilities out of other creatures, particularly ponies. He is Friendship is Magic's incarnation of Tirek; the first villain of the original... read more

The best villain in My Little Pony: Friendship is Magic. He is very intimidating and posed a serious threat. He's not some goofy cartoon villain. He is legitimately dangerous.

18 Flowey (Undertale) Flowey is a flower in the RPG Undertale. He is the first character you meet, and also your best friend.
19 Shao Kahn (Mortal Kombat) Shao Kahn is a boss, announcer, and recurring playable character from the Mortal Kombat fighting game series. Introduced in Mortal Kombat II in 1993, he is the primary antagonist of the video game series and extended franchise.
20 Morgoth (The Silmarillion)
21 Ramsay Bolton (A Song of Ice and Fire) Ramsay Bolton, also known as Ramsay Snow, is a fictional character in the A Song of Ice and Fire series of fantasy novels by American author George R. R. Martin, and its television adaptation Game of Thrones.
22 Ultron (Marvel Comics) Ultron is a fictional supervillain appearing in American comic books published by Marvel Comics. 25 Ridley (Metroid) Ridley is a villain from the Metroid series and a character from the Super Smash Bros. series. He's Samus Aran's archenemy and has been fighting her since day one with the first Metroid game in 1986. When Samus was three years old, Ridley murdered her parents in front of her. He is a member of the Space... read more
