When it comes to Naruto Shippuden, the series introduced so many memorable characters that it's almost impossible to pick a favorite. From the original crew growing stronger and wiser, to the introduction of powerful new shinobi and villains, each character added something unique to the story. It's not just about strength - although there are plenty of epic battles - it's also about how these characters evolve, their relationships, their motivations, and the challenges they face.Itachi put all of his chances for a good future on the line in order to rescue his village and ensure that Konoha continues living in peace. In addition, with all the love he had for his clan, he murdered them, except for Sasuke. He wanted to be killed by him and to direct all his hatred towards himself, so he wouldn't go and destroy the village once he realized the real story of Itachi. Itachi never put his own desires first but always prioritized the wills of others, doing it with all the love he had inside him.
Nagato is the best character on the show. When he first appeared in the anime as a hologram, I'm sure everyone watching the show thought, "Who is that guy? He appears to be the leader. He must be very powerful." Just by hearing his voice (Japanese voice), you can tell he is a badass character.
Then, when he shows himself as Pain, kills Jiraiya, and attacks Konoha, you realize you were right: this guy is goddamn powerful. "Only knowing real pain can you achieve peace." "Pain to the World." When he said that, I got goosebumps.
His philosophy, although radical, is somehow true. People often only understand others and appreciate what they have through pain, through the loss of something really important in their lives. That's when we begin to appreciate things.
Nagato suffered a lot in his life, losing his parents, his best friend, his village, everything. That's why he became so powerful. And before he died, even though he killed many people, he proved he was a pure-hearted person by reviving the entire Leaf Village. He was a good man with a good heart and dreams, but everything was doomed because he suffered a lot. He lost faith.
The story of Nagato was amazing. Naruto is the best show ever, and The Akatsuki's saga is the best saga in the show. It is perfect. Nagato is the boss. Period.
A love at first sight and a favorite at my zenith of anime characters. He's dazzling in appearance and in battle, and he's fun.

The Fourth Hokage deserves the fourth spot. He was kind, gentle, smart, and had amazing speed due to his jutsu, earning him the nickname Konoha's Yellow Flash. He was truly devoted to his village, to the extent that he even sacrificed his life for it. He saved the Leaf Village from the Nine Tails twice: once during the birth of Naruto and then 16 years later when Pain attacked the Leaf Village. And if you all look closely, you will find that he is even more handsome than the so-called Sasuke. He is the best!
This guy could have taken out Obito and also taken out Killer Bee and Raikage at the same time. He was something else, and plus, his speed.
Madara is the best. It was all Tobirama's fault that things got screwed up. Madara was finally beginning to heal from Izuna's death, and when Hashirama wanted to name Madara as Hokage, that gave him a purpose. The moment Tobirama stepped in and said all of those cruel things (probably knowing Madara was there, considering he was one of the best sensory ninja around, yet claimed "I wasn't infusing chakra." B.S.), it changed everything. Adding to that, even Orochimaru claimed that basically everything Tobirama did as Hokage created problems way down the line. Madara didn't even want to strike Sasuke down due to how much he resembled Izuna. That is some love for your family.
He is the best there is! Obito is the most loyal and brave shinobi, even as a kid. He may not have been the genius or the strongest on the team, but he saved his teammates' lives, thus ensuring their safety. He achieved greatness not by sacrificing his life for the village but in his own way, making great contributions by protecting those he loved in the smallest ways.
Obito achieved far greater greatness than Kakashi in terms of power, intelligence, and strength. He's cool, mysterious, and charismatic, with a mix of badassery that makes him a compelling character.
The Newcomers
I love the First Hokage! He's a very strong shinobi and cares a lot about the people of Konoha. Without him, there wouldn't even be a Tree Leaf Village.
Plus, he's very funny! Haha.
Spoiler alert! Zetsu was created by Kaguya Otsutsuki, the first person to have chakra. His plan was to revive Kaguya. He might have been very annoying sometimes, but he had a goal: to revive his creator and outsmart Madara Uchiha, making Madara think that he created peace.
Classic guy. Very adept in his role as Madara's sidekick, and he is able to manipulate his abilities well. Great guy to have on your side... if you can trust him.
I love Jiraiya (Ero-Sennin). He's the one that Naruto mostly looked up to. Without him, Naruto wouldn't be as strong as he is today.
Jiraiya is like Naruto's personal mentor. He should be in 3rd place. He can summon a giant battle toad. Naruto wouldn't be who he is without Jiraiya.
Jiraiya is second to no one but Itachi in terms of character. Honest to God, he deserves a MUCH higher spot on the list.
Tsunade is a great shinobi. When people called her legendary, she really deserved it because she could heal any kind of wound. To the other haters of Tsunade, she is the only female Hokage. She saved everyone by using her Byakugou seal to summon Katsuyu and heal them.
After that, she fell into a coma, and people blame her for being the most useless Hokage.
Naruto should be number one, not because he is the main character of the series, but because of his personality. He becomes stronger all the time while still remaining true to his own heart and being sensitive to others' feelings. Also, he is anxious to prove he is mature and smart enough to handle any situation that comes his way. Naruto works for his goals and lets no one stop him from being happy.
A lot would confuse his carefree attitude during a dangerous situation with plain silliness, but that is actually the most rational way of staying on top. I have liked Naruto a lot because he can change other people's lives with his own opinion. But, going beyond understanding, I am well over impressed by Neji. He was one of the earliest to cut through the nonsensical belief about fate. He has proved to be the best of the Hyuga clan. He has never failed any expectations. Next to Shikamaru's high IQ, he is second.
His gentle fists can block the chakra network - just the very thing that 99% of ninjas and shinobis depend on. He is obedient, confident, skilled, and powerful. People may not be that interested in him, but I am.
Hinata should be higher on the list. Unlike half of the other characters in Naruto, Hinata actually fought and trained to get stronger, which she accomplished. She was also willing to sacrifice herself twice for Naruto. Personally, I don't think it was just because she loved Naruto, but also because she wanted to make herself useful and protect him.
It's tiring to hear you Hinata haters saying she's useless, has nothing to offer, and is a stalker. You all are obviously lacking intelligence in certain parts of your brain because she has actually fought off enemies many times. She isn't a stalker. She's just shy. Picture this: you see your crush whom you barely talk to, but you see him around. Of course, you want to talk to him, but you can't because it's like, "Who am I to him?" Try putting yourselves in Hinata's shoes.
He's strong, cool, and helpful. The best thing is, he admits he's not the best, acknowledging several times that the next generation is assuming control.
Honestly, with his brain, he is probably one of the strongest Naruto characters. He also has the most kick-ass theme of all the characters.
Pure entertainment watching this guy. His mind is like no other and should easily put him at the top.
Gaara should be the second-best character. One reason is that he, like Naruto, is always fighting and trying to prove himself. Additionally, he yearns for a life filled with true happiness and love. Although he may seem passive, he is just as passionate about achieving his dreams as Naruto is.
Also, I know it isn't explicitly stated, but Naruto and Gaara are, in truth, the best of friends. They are like blood brothers-in-arms. For instance, they haven't seen each other for years, and without notice, they meet again after such a long time. Immediately, they act as if they hadn't been in opposite places for years. They must truly be destined to be best friends forever because why else would fate bring these two uniquely compelling characters together again?

Sakura is strong mentally and physically, which makes her probably the strongest female kunoichi in the Naruto universe.
