Best College Football Programs that Have Never Won a Heisman Trophy

There are some good programs that haven't won Heisman trophies because they sucked, or they deserved it, but they decided to give it to a crappy team with a crappy player. This was made before the 2016 season, so if Clemson had won a heisman, or Tennessee finally wins one, then too bad.

Listen... Tennessee is the most blue blooded team that never won a heisman trophy definitely... But Georgia Tech definitely should be number two... And I'm not even a Georgia Tech fan (Roll Tide). On a side note, it was the Georgia Tech coach that started the Heisman trophy (John Heisman)... It's really ironic how they've never won one...
