For those of us alive in the 1980's, there weren't a few top tier guys who swapped the title around. It was essentially Hulk Hogan in his own elite tier, and then there was everyone else. For years. And years. Like, the whole decade. Sure, there were other big names in other promotions, but Hulk Hogan was everywhere. He punched, writhed, and leg-dropped, but his status has never come close to being matched.
The average voter age on this list must be und er21 or didn't start watching wrestling until the Attitude Era. If it wasn't for Gitana its very doubtful anybody would even know who these other guys are. Wrestling would still be territorial. Remember 10 high spots per match doesn't make a quality match. Everyone talks bad about Gitana in ring work but he must have done something right to draw as much money as he did. Stone Cold and The Rock both have extremely limited move sets too but its all about telling a story in the ring not how many acrobatic maneuvers one can pull off. Wow, for the biggest name in the history of the sport to be this low is absurd. Not to mention the "monolith" of pro wrestling, he ushered in the popularity it has to this day thanks to him. The undertaker is more about the entrance and the size. I think it got a little repetitious so they worked on the streak thing to sell his gimmick. R flair, r piper, h hogan, and macho man had to really work the mic and shoot. Undertaker is in my top 10, but all I will ever remember him for is saying RIP and a tombstone piledriver. Triple H is a part of The Authority now in the WWE wrestling entertainment. I hate him so much. The only thing that he cares about is his group, money, his wife, and more money.

Weird, that he's ranked 11th. Here are some factoids to make the case for Bret Hart in the top 3.
He made every one of those guys look great.
Stone Cold said his best match was with Bret at Survivor Series. Bret Hart would work with him to get his timing perfect, which made him go from just OK, to a great and confident wrestler.
Shawn Michaels said the Iron Man match at Wrestlemania with Bret was his best match, while his ladder match with Razor Ramon was a close second.
Curt Hennig mentioned his favorite match was with Bret Hart at SummerSlam, despite him having horrible back pains, Bret took care of him, and never hurt him in the match. Bret was one of the only wrestlers he trusted.

How can you put Goldberg on number 21. undertaker might have been 21-0 before his wrestlemania streak ended, but Goldberg was 173-0 before his wrestling streak ended.
His last match with Lesner was a fluke! Goldberg had one foot out the door because he was retiring again. He would have been a much better champion than Lesner, who wrestles only six times a year! Goldberg ducked no challenges.

If not of all time, Styles is at least one of the best wrestlers on the planet today. He's had some highly entertaining programs and constantly put on fantastic matches in TNA, Ring of Honor, NJPW, and now WWE. And, he's held the major championships of all four of those promotions (currently WWE World Champion). He's one of the few that weren't ex-WWE guys that really helped put TNA on the map, and has left a big impression everywhere that he's been since he left. Well, he is a only 3 times world champion but winning isn't all. Wrestling is scripted. So we have to judge a wrestler with his moves and capability to entertain the people. That is why I haven't added John Cena in the top tens. Jeff Hardy's got some awesome moves such as Swanton Bomb, Twist of Fate, Whisper in the Wind, 450 Splash and many more and he has done so many risk-taking moves in his career.
