There have been plenty of QB's that were either a hit or miss, but of the huge quantity of these players were unfortunate. For this list, 1st round picks is all needed, yes even late 1st round picks count as well.

1 Ryan Leaf

Ryan David Leaf is a former American football player who was a quarterback in the National Football League for four seasons. He was selected as the second overall pick in the 1998 NFL Draft after only Peyton Manning. He played for the San Diego Chargers, Tampa Bay Buccaneers, Dallas Cowboys, and Seattle Seahawks. He is widely considered to be the worst quarterback of all time, as well as the biggest NFL draft bust.

2 JaMarcus Russell

JaMarcus Trenell Russell is a former American football quarterback. He played college football at LSU, where he finished 21–4 as a starter and was named MVP of the 2007 Sugar Bowl. Russell was drafted by the Oakland Raiders with the first overall pick in the 2007 draft. He was out of the NFL after 3 underwhelming seasons with the Raiders, and is often considered to be one of the worst NFL quarterbacks of all time, as well as one of its biggest draft busts.

3 Johnny Manziel

Jonathan Paul Manziel is an American professional Canadian football quarterback for the Montreal Alouettes of the Canadian Football League. He was drafted by the NFL's Cleveland Browns with the 22nd overall pick of the 2014 NFL Draft. Towards the end of the 2015 season, Manziel endured numerous scandals, including the infamous story that he was in Las Vegas instead of in Cleveland with the team that weekend. The team confirmed that Manziel did miss a scheduled check-in on the morning of the last game of the season, and he was released in March of 2016. He is often considered one of the biggest draft busts in NFL history.

He was a bust only after he began his 2nd season in the National Football League. In 1993, he set rookie records for passing yards, attempts and completions. But then he went south and instead of taking the Seahawks to the playoffs, he took down in sacks and threw 26 more interceptions than touchdowns in his entire career. He was on the 2002 Oakland Raiders that played in the Super Bowl but didn't play that season. But unlike many who flopped in the football field, he shined after his playing days we're done by selling wine for Kirk Venge.

Locker wasn't that bad he had a few good seasons for the Titans

9 Matt Leinart

It was a case of great talent but bad timing. Don't get me wrong Leinart was the greatest USC quarterback of all time. His awards and honors we're totally enough for the Arizona Cardinals to pick him as the top pick on their team for the 2006 NFL Draft. Leinart was going to be the future of the Cardinals and in his rookie year he did alright it just that the wins weren't coming and at times it wasn't his fault. He was more a backup quarterback and was overshadowed later by a comeback kid named Kurt Warner.
